VI.1. Donations FY20 from School Activity Funds

Rationale

  1. Donations are defined as gifts of real or personal property to the school from persons or entities outside the school system for use at the school or for the students of the school.

  2. Local boards shall receive any gift for the benefit of schools in the district and hold and use them as requested, provided that the purpose for which it is used shall be in harmony with the aims and general program of public education in this state. Schools receive contributions and donations from a variety of sources, including external support/booster organizations. Boards should ensure the purpose of the contributions and donations is clear and the donor and school staff all understand and agree upon the purpose for which the funds will be used.

  3. However, the local board may give the responsibility for the donations to the schools by establishing a policy allowing schools to maintain their own donations. If the board allows donations to be kept at the school level, the principal and/or bookkeeper shall produce a listing of donations for submission to the school board at year-end.

  4. The Donation Acceptance Form (Form F-SA-18) shall be completed stating the purpose of and any restrictions on the funds received.  A donation acknowledgement should be sent to the donor.

  5. Cash donations to the school for a specific purpose (restricted purpose) shall be maintained in a separate activity account and expended as indicated by the donor as long as the board has approved a policy for the donation to be maintained at the school level. Tracking this balance as a separate account with proper supporting documentation for expenditures will reflect that the donor’s wishes were met.

  6. Cash donations to the school for general use (unrestricted purpose) shall be deposited in a general account as long as the board has approved a policy for donations to be maintained at the school level. The principal and SBDM council will decide the use of these donations. These donations must be used to support student activity.

  7. Equipment or other property donations to the school will remain at the school and be included on school inventory records and become the property of the local board. These donated items shall be reported at year-end along with cash donations to the school board.

VI.2. School Activity Fund Balances - July 2019 through June 2020

Rationale

The Kentucky Department of Education recognizes that it is a best-practice for board members to be knowledgeable of each schools’ activity fund balances.  School activity fund balances for a 6 month period will be brought to the board in January/February (July through December) & July/August (July 2019 through June 2020) of each year.

VI.3. School Activity Information on Receipts (Revenues) for FY20

Rationale

This is a new item for the board that the board requested during the May 2018 board meeting.  The board wanted to see the school activity receipts (revenue) broken down by category in regards to student generated money versus non-student generated money.  This will be brought to the board each July/August showing detail information on receipts from the prior year.

Rationale

Anna Kreag has been recommended as an Emergency Certified Full-Time Teacher.

Emergency certification in English is being requested for Ms. Kreag.  She was trained out of state and due to Covid-19 is unable to schedule the Praxis to receive certification before school starts.

VIII.1. Amend Policy 01.5, School Board Policies

Rationale

It is recommended by KSBA to amend Policy 01.5, School Board Policies to include verbiage regarding Enactment of Policy related to emergency situations to allow the Board to act on a policy in the same meeting that it is introduced. Additional readings shall not be required if the Board amends the policy proposal under consideration at either the first of second reading.

VIII.2. Title IX Sexual Harassment Interim Update ~ Emergency Reading
Rationale

On May 19, 2020, the United States Department of Education published an extensive new regulatory amendment focusing on Title IX Sexual Harassment. The regulation sets forth specific definitions and requirements covering the Title IX grievance process. The regulation is effective August 14. In addition to the grievance process, the regulation requires new training, notices, and record keeping, among other requirements.

Please note the following points:

“Title IX Sexual Harassment” means conduct on the basis of sex that satisfies one or more of the following:

  1. An employee of the District conditioning the provision of an aid, benefit, or service of the District on an individual’s participation in unwelcome sexual conduct (i.e., quid pro quo sexual harassment);
  2. Unwelcome conduct determined by a reasonable person to be so severe, pervasive, and objectively offensive that it effectively denies a person equal access to the District’s education program or activity;
  3. “Sexual assault” as defined in 20 U.S.C. 1092(f)(6)(A)(v), “dating violence” as defined in 34 U.S.C. 12291(a)(10), “domestic violence” as defined in 34 U.S.C. 12291(a)(8), or “stalking” as defined in 34 U.S.C. 12291(a)(30).

Employees who believe or have been made aware that they or any other employee, student, or visitor has been subject to Title IX Sexual Harassment shall report it to the Title IX Coordinator (TIXC).

VIII.3. KSBA 2020 Legal Policy Updates ~ Final Reading
Rationale

The Kentucky School Boards Association provides updates on the legal policy amendments that must be made to our policies annually.  These amendments are based on changes with the Kentucky Revised Statutes (KRS), the Kentucky Administrative Regulations (KAR) and legal opinion.

These policy amendments were reviewed by district departments.

This is the final reading for these policy amendments.

VIII.4. 2020-2021 Student Code of Conduct

Rationale

As required by KRS 158.148(4), the Board is requested to approve the 2020-2021 Student Code of Conduct and School Information Guide.  The Code of Conduct and School Information Guide to Success provides information concerning the guideline and procedures governing student conduct and discipline.

The Code of Conduct Committee met virtually on May 13, 2020 and no changes were recommended.

VIII.5. TANK 2020-2021 Contract for Transportation Services

Rationale

The attached Contract for Transportation Services for Covington Independent Public Schools July 31, 2020, through August 1, 2021, is for board review. The contract includes; purpose, contract term, compensation, Holmes High School services, student pass program and schedule.

Dave Hartman, Assistant Principal at Holmes High School and Ken Kippenbrock, Director of Pupil Personnel both reviewed the contract and approved for signature.

VIII.6. BG 20-217 Roofing Project - Change Order #1

Rationale

BG 20-217 Change Order Pricing  Latonia Elementary Rooftop Duct Detectors.
 
The following is the scope of work and change order pricing for replacing the deteriorated roof top electrical lines for the HVAC Duct Detectors. The existing PVC conduit is split in many areas with wires exposed to the elements, which have deteriorated.

• Seco Electric will install new ¾” galvanized rigid conduit per letter.  Wood blocking will be provided by us and was included in our base bid.

• Sonitrol will re-wire the fire alarm system and perform all testing and inspections per their scope of work packet provided. 

The total cost for this Change Order work is $11,738.00.

BG 19-202 Change Order Pricing for Latonia Elementary.
 
The following is the scope of work and change order pricing for Latonia:  Repaint three offices, Nurse's Office, Faculty Room, hallway, restrooms, and closets in the Administrative Suite.  All areas to receive two new coats of paint. Door frames to receive two new coats of paint. Bulletin boards to be removed and reinstalled by the school. Walk in safe is not to be painted.

The total cost for this Change Order work is $5239.79.

VIII.8. Certified Evaluation Plan Update

Rationale

The Certified Evaluation Plan was updated to include the 10 new standards for principals and assistant principals. They are now identified as Educational Leaders in the CEP.  The updates include:

  • 10 new standards Educational Leaders will be evaluated on.
  • The wording has been changed to Educational Leaders instead of Principal and Assistant Principal.

VIII.9. Employee Emergency Leave - COVID-19

That the Covington Board of Education consider/approve the District's ability to grant additional emergency days beyond the three-day limit imposed by KRS 161.152(2) during the 2020-2021 school year for employees required to quarantine due to COVID-19 by state or local health officials as recommended by Mr. Alvin L. Garrison, Superintendent of Schools.

Dawn Griffith has been recommended as an Emergency Certified Full-Time Teacher.

Emergency certification in Math, Grades 8-12 is being requested for Ms. Griffith.  She currently holds KY certification in grades 5-9.

IX.2. 2020-2021 School Opening Plan

Rationale

As announced by the Governor yesterday, August 10, 2020, it is recommended that schools delay in-person classes until September 28. To ensure the safety of students, families, and staff members, Covington Independent Public Schools first day for students will be September 1, 2020 using Non-Traditional Instruction (NTI). Under this plan, all students will work virtually every day, Monday through Friday.

IX.3. Hotspots for Remote Learning

Rationale

During the 2020-2021 school year Covington Independent Public Schools will begin the school year with remote learning from home.  For some, this remote learning situation may continue if needed beyond September 28. Some of our families do not have access to internet in their homes.  For students to fully experience and benefit from remote instruction, students need access to the internet to; engage in the district’s learning management system, face to face meetings with teachers, streaming video of teachers teaching, and other online learning opportunities.  The district would like to purchase 200 hotspots for students who do not have internet at home.

12 month agreement:

  • $20/month/student
  • Truly unlimited – no GB threshold or throttling after a certain usage
  • Free Equipment
  • A portal with the ability to run reports and manage the lines, including suspending and unsuspending at your leisure.
  • CIPA filter, WebTitan, paid for by T-Mobile.

The cost for two hundred hotspots would be around $48,000.

Devices can receive ‘white glove’ treatment before sent to district, which means they will stage, kit, asset tag, etc your devices.
