Rationale

Attached is the renewal from Roberts Insurance. The budget committee met in March of 2020 and discussed our options.  It is the budget committee’s recommendation to stay with Roberts Insurance with a contract period 7/1/2020 through 6/30/2021.  There is an increase of $2,236 in premium from FY20 to FY21. The Student and Athletic package would be with K & K Insurance with Nationwide Life Insurance Company taking Plan 1: 100% Usual & Customary with a premium of $50,913.60.  This is our current carrier for FY20.

VIII.1. Agreement in Lieu of Taxes ~ Pike Street and Madison Avenue Project

Rationale

Attorney James Parsons and Developer, Mr. Guy van Rooyan presented the Pike Street and Madison Avenue Project at the February 27, 2020 Board meeting. They introduced a new $20 million mixed-use development, consisting of mixed business uses, to be located at Pike and Madison.  The developer is requesting that the Board of Education enter into an Agreement in Lieu of Taxes in order to facilitate the developer’s financing of the project. 

VIII.2. Monarch Building Project
Rationale

The Monarch Project is requesting support from Covington Independent Public Schools for a 20 year IRB with a 20% PILOT payment to Covington Independent Public Schools. PILOT payments based on actual PVA assessment and tax rates in year of assessment through term of IRB. Location of the project is 103-107 and 111-113 East 4th Street.

The Monarch Project would have a community impact by bringing a new corporate presence to Covington support community, school, and philanthropic initiatives.

The Kentucky Department of Education requires Board approval of all BG1 Revisions.  This revised BG1 documents reflect the actual cost for the Architect / Engineer Fees.

VIII.4. BG 19-202 Secure Entries - Change Order 3

The Kentucky Department of Education requires Board approval of all change orders.  The labor and material costs for this additional work are covered by the project’s contingency fund.  The change order cost is $91,511.81.  See attached Change Order Supplemental Information Form, Detailed Itemized List, and AIA Document. After this Change Order there is $37,667.10 remaining in the contingency.

VIII.5. Certified Evaluation Plan Modifications

SB 177 (2020) Signed into Kentucky on March 26, 2020 and retroactive to March 24, 2020, provides:

Section 8. Notwithstanding KRS 156.557 and 704 KAR 3:370, for the 2019-2020 school year, a local board of education may revise the district's certified evaluation plan due to the COVID-19 public health emergency.

In response to the COVID-19 public health crisis, SB 177 allows Kentucky school districts the ability to modify the district’s Certified Evaluation Plan (CEP) for the 2019-2020 school year. The CEP can be modified to address the needs of the district during this time. CEP’s modified for the 2019-2020 school year, only require local school board approval. KDE approval is not required. Please see the attached modification plan for CIPS District.

VIII.6. Fiber Optic Service Proposal

Rationale

Covington Independent Public Schools has received several proposals in response to an ERATE filing requesting Fiber Optic Service for data transmission. Upon review and evaluation of the different proposals, the tech department has recommended the Cincinnati Bell proposal.  The first thing they noticed about the Bell proposal was there were no additional costs for construction or equipment.  Because they are our current vendor for Fiber Service, we know that their support is local and hands-on.  In short, Covington Independent Public Schools will receive upgraded equipment, which will move us from 1Gbp to 10Gbps, for what we pay now.  In other words, we will receive better equipment at faster speeds for the same amount money. The terms for this service renewal contract is 60 months no exceptions.  The system will be managed by Cincinnati Bell.  With the ERATE window closing soon, we will need your approval during our April 16 board meeting to receive the ERATE reimbursement.
