Due to the concern of the coronavirus, the Board agreed to cancel from the agenda any non-business items so as to limit the attendance of a large group of people from children to elderly who would attend to be part of the school recognition. VIII.1. Monarch Building Project
Rationale

The Monarch Project is requesting support from Covington Independent Public Schools for a 20 year IRB with a 20% PILOT payment to Covington Independent Public Schools. PILOT payments based on actual PVA assessment and tax rates in year of assessment through term of IRB. Location of the project is 103-107 and 111-113 East 4th Street.

The Monarch Project would have a community impact by bringing a new corporate presence to Covington support community, school, and philanthropic initiatives.

This is a monthly agenda item used to keep the Board and Administration up to date on attendance and enrollment figures.  This report contains the membership and percentage of attendance for students by school and compares the current year’s enrollment figures with those from previous school years.

VIII.4. Strategic Prevention Framework Grant

Rationale

Covington Partners has applied for a federal grant to reduce substance misuse and related problems through a federal grant of the office of Health and Human Services.   

Trends from the KIP survey indicate a general decline in use of alcohol and cigarettes over the past 15 years.  However, the reported use of marijuana has remained steady or increased across grade levels (currently at 8th -12%, 10th – 27%, and 12th – 33%, 30-day use).  Similarly, students’ perception of harm for marijuana has steadily decreased and they report that marijuana is easier for them to get than either cigarettes or alcohol.  Therefore, this grant will focus on marijuana use and its related problems.  We will use a triangulated tiered approach to prevent substance misuse - 1. Community-wide coalition to build strategies and capacity for a universal prevention approach; 2.  Expand mentoring services to students who may be at risk for potential substance misuse; and 3. Targeted counseling and coordination of services for students identified as being a high level of concern.  

The grant will provide approximately $300,000 per year, for five years, to support our efforts, including hiring two support staff to implement the universal community approach and target counseling services and coordinated services for identified students.

Pursuant to CIPS Policy 09.33 Fund Raising Activities, Board approval is required for all school-wide fundraising activities. John G. Carlisle Elementary Book Fair would raise money for Library books.

IX.2. Fundraiser Request ~ Latonia Elementary Penny War
Rationale

Pursuant to CIPS Policy 09.33 Fund Raising Activities, Board approval is required for all school-wide fundraising activities. Latonia Elementary is requesting to approval for a school-wide Penny War. The funds generated will be allocated for field trips, assemblies and supplies for the Cardinal Store.

X.1. Agreement in Lieu of Taxes ~ Pike Street and Madison Avenue Project

Rationale

Attorney James Parsons and Developer, Mr. Guy van Rooyan presented the Pike Street and Madison Avenue Project at the last Board meeting on February 12, 2020. He introduced a new $20 million mixed-use development, consisting of mixed business uses, to be located at Pike and Madison.  The developer is requesting that the Board of Education enter into an Agreement in Lieu of Taxes in order to facilitate the developer’s financing of the project. 

X.2. Field Trip Request ~ HHS Chicago 2020 & Washington D.C. 2021

Rationale

Holmes High School Travel Club is requesting Board approval to attend Chicago, Illinois during April 5 - 8, 2020 and Washington, D.C. on January 16 - 21, 2021. The benefits of travel is to provide a variety of important life-long opportunities and experiences.

Those who can attend are Holmes High School Travel club members, Holmes Middle School and Holmes High School students who meet the following criteria: parent permission, satisfactory standing in attendance, discipline, academics and ability to pay.

X.3. Board Certified Behavior Analyst Contract

Rationale

The attached contract is for the services of a Board Certified Behavior Analyst (BCBA) from Bluegrass Behavioral Health.  This will assist schools in addressing significant student behavior, particularly those students for whom our existing school services are not meeting.  No General Fund dollars will be used for this contract.  Funds from the Violence Prevention Grant (partnership with Erlanger Schools) will cover this contract in its entirety.

XI.1. Temporary Emergency Application ~ Non-Traditional Instruction (NTI) Program for Balance of 2019-2020 School Year

Rationale

In response to widespread concern regarding Novel Coronavirus Disease (COVID-19) and the potential need to close school facilities upon recommendations of public health officials, the Kentucky Department of Education is making available an application and waiver opportunity for certain sections of the Non-Traditional Instruction (NTI) Program administrative regulation, 701 KAR 5:150. This opportunity will allow school districts not currently approved for the program to apply for participation for the balance of the 2019-2020 school year. This special application and waiver is only applicable for the balance of the 2019-2020 school year.

XII. Public Input
Rationale

At 7:40 p.m., after the meeting started and Public Input was recognized a parent showed up requesting Public Input. Mr. Alvin Garrison, Superintendent granted his request at the end of the meeting. Mr. Ryan Heltemes, parent who resides in Covington wanted to share his concerns with the consideration in closing schools in light of the coronavirus. After hearing the discussions about Non-traditional days and how they were going to be implemented he wanted to thank the Board for making the right decision in closing schools and suggested they made the right call for the protection of our students and elderly parents.
