IX.3. 2019 KETS 1st Offer of Assistance

Each year the School Facilities Construction Commission (SFCC) provides an offer of assistance to school districts to help with technology needs.  If a school district decides to accept the offer, the district must match the offer equally within the general fund budget.  This has been budgeted in general fund already.

IX.4. Monthly Financial Report ~ November

Budget Narrative for November FY2019 monthly financial statement:

 

  1. General fund (fund 1) – as of 11/30/18, revenue received of 31 million with expenses of 12.8 million. 

  2. Special revenue (fund 2) – as of 11/30/18, revenue received of 2.5 million with expenses of 3 million.  Many grants in fund 2 are on a reimbursement basis.  Money is requested after the expenses have occurred.  There is a delay on receiving fund 2 revenue. 

  3. Capital outlay (fund 310) - as of 11/30/18, revenue received of $165,000 with expenses of $0.  The state does not provide all the capital outlay funding until the end of the fiscal year.  This fund is used to pay the district’s bond payments.  Bond payments occur throughout the whole fiscal year under fund 400 (new for FY’13 per KDE).  Money will be transferred out of capital outlay into the debt service fund throughout the fiscal year. 

  4. Building fund (fund 320) - as of 11/30/18, revenue received of 1 million with expenses of $0.  This fund is used to pay the district’s bond payments.  Bond payments occur throughout the whole fiscal year under fund 400 (new for FY’13 per KDE).  Money will be transferred out of building fund into the debt service fund throughout the fiscal year. 

  5. Construction fund (fund 360) - as of 11/30/18, revenue received of $0 with expenses of 1.3 million.  This fund is used to pay for the district’s construction projects. 

  6. Debt Service fund (fund 400) – as of 11/30/18, revenue received of $0 with expenses of $169,000.  See detailed explanation under capital outlay and building fund.

  7. Daycare fund (originally fund 50 – switched to fund 52 in February per KDE) – as of 11/30/18, revenue received of $217,000 with expenses of $119,000.  Revenue comes in throughout the fiscal year.

  8. Food service fund (fund 51) – as of 11/30/18, revenue received of 2.1 million with expenses of 1 million.

IX.5. Warrant Expenditure Report

Rationale

Pursuant to Policy 04.3111, the treasurer shall prepare warrants or “Orders of the Treasurer” to be acted upon at each regular Board meeting. The Board shall give subsequent approval to all budgeted disbursements made between meetings of the Board. Disbursements shall only be made on invoices for purchases made in accordance with District policy and procedures.

In November 2018, CIPS identified the attached list of surplus items. The bid was sent out to every Covington School’s employee, outside bidders, and advertised on our web site. Sealed bids were opened and received. Seven bidders participated and the items awarded as indicated. Total generated from surplus: $315.01.

XI.1. Amend the CIPS 2018-2019 Bus Driver Salary Schedule

The transportation department has 22 allocated bus driver positions, currently, 18 of those positions are filled. 

The reasoning behind the request to increase driver hourly rate:

  • Losing drivers to Kenton County School District:  2017-2018 – 6 drivers left and 2018-2019 – 4 drivers left
  • August 2018 – November 2018: 12 drivers were hired and 7 of the 12 drivers resigned
  • 3 of the 12 drivers were hired in November
  • Transportation Director transports students daily due to lack of drivers
  • Bus Mechanic has agreed to become a certified driver due to lack of drivers

Per the attached comparison salary schedule, drivers are leaving Covington Independent Public Schools to make $2.00 or more per hour in neighboring districts.

XI.2. School-Related Student Trips, 09.36 ~ Final Reading
Rationale

Requested by Ms. Glenda Huff, Board Member to revise Policy 09.36, Student-Related Student Trips to include post approval by board for cases involving extenuating circumstances to authorize the Superintendent to give approval provided full details are made available to the Board at the regular Board meeting immediately following such trips.

XI.3. Renaissance Learning Discounted Multi Year Renewal

Rationale

Multi year renewal quote for Renaissance Star 360 and Renaissance-U for $227,507.66 which includes a discounted savings of $16,849.24.  This quote locks in pricing for the duration of the three year renewal, provides a multi-year discount, and an additional 3% discount approved for renewing early and extending the contract from two to three years.  For the additional 3% discount, the full purchase order must be received on or before December 31, 2018.  Once the purchase order is received, Renaissance Learning will execute the payment terms spread over the same three year period.  Payments would be due each year on or before; July 31, 2019, July 31, 2020, and July 31, 2021.
