No action shall be taken during this portion of the meeting on issues raised by employees or the public unless deemed an emergency by the Board. Please note: Speakers are asked to refrain from personal remarks in which an individual is named. Comments are limited to two minutes unless extended by the board chair. Critical comments or complaints are processed through the District’s complaint procedures. Questions and concerns will be addressed by the Board through various venues, including, but not limited to, the district website and e-mail. In addition, copies of the meeting rules and procedures will be provided at every board meeting.

The personnel actions listed on the exhibit have taken place since the board meeting of October 25, 2018.

VII.2. Amend the CIPS 2018-2019 Bus Drivers Salary Schedule

The transportation department has 22 allocated bus driver positions, currently, 18 of those positions are filled. 

The reasoning behind the request to increase driver hourly rate:

  • Losing drivers to Kenton County School District:  2017-2018 – 6 drivers left and 2018-2019 – 4 drivers left
  • August 2018 – November 2018: 12 drivers were hired and 7 of the 12 drivers resigned
  • 3 of the 12 drivers were hired in November
  • Transportation Director transports students daily due to lack of drivers
  • Bus Mechanic has agreed to become a certified driver due to lack of drivers

Per the attached comparison salary schedule, drivers are leaving Covington Independent Public Schools to make $2.00 or more per hour in neighboring districts.

VII.3. School-Related Student Trips, 09.36 ~ First Reading

Requested by Ms. Glenda Huff, Board Member to revise Policy 09.36, Student-Related Student Trips to include post approval by board for cases involving extenuating circumstances to authorize the Superintendent to give approval provided full details are made available to the Board at the regular Board meeting immediately following such trips.

Due to changes in KRS 158.070, school districts will need to follow several new provisions when planning the Original calendar for the 2019-2020 school year as follows:

  • The superintendent must recommend for approval of the local board a calendar committee, following the committee makeup that is listed in new Section (2) (b).
  • "School district calendar committee" means a committee that includes at least the following:

1. One (1) school district principal; Latonia Elementary Principal, Joann James

2. One (1) school district office administrator other than the superintendent; Director of Pupil Personnel, Ken Kippenbrock

3. One (1) member of the local board of education; Board selects 1 member at meeting

4. Two (2) parents of students attending a school in the district; Parents, Suzanna Richardson and Sophia Scott

5. One (1) school district elementary school teacher; CEA appointed Sarah Chambliss          

6. One (1) school district middle or high school teacher; CEA appointed Brittany Riffle

7. Two (2) school district classified employees; CEA appointed Joey Sholler and Deb Winkler

8. Two (2) community members from the local chamber of commerce, business community, or tourism commission; TANK Representative, Gina Douthat and Covington Business Council Representative, Pat Frew

This is a monthly agenda item used to keep the Board and Administration up to date on attendance and enrollment figures.  This report contains the membership and percentage of attendance for students by school and compares the current year’s enrollment figures with those from previous school years.

Budget Narrative for October FY2019 monthly financial statement:

  1. General fund (fund 1) – as of 10/31/18, revenue received of 25 million with expenses of 9.9 million. 

  2. Special revenue (fund 2) – as of 10/31/18, revenue received of 1.9 million with expenses of 2.3 million.  Many grants in fund 2 are on a reimbursement basis.  Money is requested after the expenses have occurred.  There is a delay on receiving fund 2 revenue. 

  3. Capital outlay (fund 310) - as of 10/31/18, revenue received of $165,000 with expenses of $0.  The state does not provide all the capital outlay funding until the end of the fiscal year.  This fund is used to pay the district’s bond payments.  Bond payments occur throughout the whole fiscal year under fund 400 (new for FY’13 per KDE).  Money will be transferred out of capital outlay into the debt service fund throughout the fiscal year. 

  4. Building fund (fund 320) - as of 10/31/18, revenue received of $755,000 with expenses of $0.  This fund is used to pay the district’s bond payments.  Bond payments occur throughout the whole fiscal year under fund 400 (new for FY’13 per KDE).  Money will be transferred out of building fund into the debt service fund throughout the fiscal year. 

  5. Construction fund (fund 360) - as of 10/31/18, revenue received of $0 with expenses of 1.3 million.  This fund is used to pay for the district’s construction projects. 

  6. Debt Service Fund (fund 400) – as of 10/31/18, revenue received of $0 with expenses of $142,000.  See detailed explanation under capital outlay and building fund.

  7. Daycare fund (originally fund 50 – switched to fund 52 in February per KDE) – as of 10/31/18, revenue received of $199,000 with expenses of $86,000.  Revenue comes in throughout the fiscal year.

  8. Food service fund (fund 51) – as of 10/31/18, revenue received of 1.8 million with expenses of $719,000. 

 

 

VIII.2. Warrant Expenditures Report

Rationale

Pursuant to Policy 04.3111, the treasurer shall prepare warrants or “Orders of the Treasurer” to be acted upon at each regular Board meeting. The Board shall give subsequent approval to all budgeted disbursements made between meetings of the Board. Disbursements shall only be made on invoices for purchases made in accordance with District policy and procedures.

At the November 30, 2017 Board Meeting, the Diesel Fuel Bid was approved and awarded to Lykins Oil Company (Lykins Energy Solutions) beginning January 1, 2018 through December 31, 2018 with an option to extend an additional year at the same cost, if both parties are in agreement. Attached is Letter of Agreement signed by both parties to extend Diesel Fuel Bid  through December 31, 2019.
