Please note: Speakers are asked to refrain from personal remarks in which an individual is named. Comments are limited to two minutes unless extended by the board chair. Critical comments or complaints are processed through the District’s complaint procedures. Questions and concerns will be addressed by the Board through various venues, including, but not limited to, the district website and e-mail. VII.1. Data Security and Breach Notification Best Practice Guide Review

Rationale

Pursuant to 702 KAR 1:170, Kentucky school districts are required to review the Data Security and Breach Notification Best Practice Guide prior to August 31 of each year.  CIPS Policy 01.61 Records Management and CIPS Procedure 01.61 AP. 11 Notice of Security Breach and Investigation Procedures have been amended to reflect this change.

VII.2. Adoption of the Tax Rates for 2018-2019 School Year

Rationale

Each Year the Board of Education is required to adopt the tax rate for the fiscal year and submit adopted rate(s) to the State of Kentucky as well as the county clerk for distribution of tax bills.  The Compensating Tax Rate is being recommended and is being adopted using the provision of House Bill 44 which requires no public hearing.

The 4% increase general fund tax rate for 2018-2019 is 112.4 cents on real property with a 0.3 exoneration for a grand total of 112.7 cents and 114.9 cents on personal property with a 0.3 exoneration for a grand total of 115.2 cents and is expected to produce $18,021,183.  If all calculated revenues are received this will be an increase of $1,062,704.  Revenue received in excess of last year’s revenue will be allocated to meet current operating expenses of the General Fund. 

The compensating rate for 2018-2019 is 108.1 cents on real property with a 0.3 exoneration for a grand total of 108.4 cents and 114.0 cents on personal property with a 0.3 exoneration for a grand total of 114.3 cents and is expected to produce $17,381,765.  All rates are per $100 valuation. 

The Motor Vehicle Tax Levy for FY 2018-2019 is 85.9 cents per $100 valuation.

VII.3. Guided Reading Resources Purchase Proposals ~ Teacher Created Materials and Pioneer Valley Books

Rationale

In discussion of implementation of the Guided Reading framework, these two principals indicated they were lacking needed support materials for student book choice and small group differentied instruction, two critical parts of the Guided Reading Framework.  With the significant decline and subsequent loss of Instructional Resource dollars at the school level, the Title I coordinator is able to provide funding to purchase the needed materials to allow for complete implementation of Guided Reading with fidelity in these two schools.  These resources are not just for daily classroom use.  They can be utilized in after school programs, summer school, etc. 

The two proposals are from Teacher Created Materials and Pioneer Valley Books to purchase school-wide 4-bookrooms from Teacher Created Materials ($66,499.96) and 2-K-4 Classroom Libraries from Pioneer Valley Books ($22,320.00) to support Guided Reading implementation at Sixth and Ninth District Schools, total expense equals $88,819.96.

VII.4. Conversion of Two Head Teachers to School Administrative Managers (SAM)

Rationale

On the recommendation of Principal Lorie Duffy, and Director of Pupil Personnel Ken Kippenbrock,  I am requesting the current head teacher positions at the Computer Based Learning Program at TLC and at the Covington Adult High School be converted to a SAM (School Administrative Manager) positions. Principal Duffy serves as the educational leader of both programs, and the Head Teacher positions are operational and administrative.

Both positions conduct multiple tasks to assist Ms. Duffy to increase her effectiveness and efficiency of the school learning community through oversight of the day-to-day managerial tasks at assigned school. As another fundamental job duty, the SAM is  tasked with developing processes, procedures and protocols to positively impact student attendance, school culture and climate, while building upon relationships with students’ families and the community at-large. They also supervise some personnel, which is within the job function of a SAM. This job classification more closely aligns to SAM.

Attached is the job duty list for the School Administrator Manager (SAM). I am requesting 185 days for both positions.

Rationale

The Finance Department is recommending to pay the district's accounts payable bills daily up to weekly instead of monthly. Paying daily/weekly gets payments in the hands of our local vendors much more quickly which improves vendor relations and helps our community. It will significantly reduce the time the Accounts Payable Department spends on vendor calls (asking when they will be paid) and reconciling statements.

Back in March of 2018, the Board asked the district to look into the possibility of the district going to electronic timekeeping. A committee was formed made up of the superintendent, finance officer, payroll staff, a school Secretary, a district Secretary, and a district supervisor who oversees staff out at the schools. The committee met with three separate vendors to hear their presentations on what they can offer in regards to electronic timekeeping. The committee met after those presentations to discuss/determine which one would be best to meet the needs of CIPS. The committee is recommending Kronos as the vendor of choice.

Rationale

Timothy Roberts has been recommended as a Special Education Teacher at Ninth District Elementary.

Mr. Roberts currently holds KY Certification for Teaching Social Studies, Grades 8-12.  He is two classes away from completing a program to gain Kentucky Certification in Special Education.  After interviewing several candidates it is believed he would be the best person to fill this position.

Edgenuity is a digital platform that provides certified teachers delivering rigourous lessons in all content and creidt bearing areas needed to attain credits to graduate according to board policy and Kentucky Department of Education requirements. This platform, while rigourous in content and expectation, allows students with compromised reading skills to attain credit (TLC, Covington Adult High School, Credit Recovery, Home-Hospital, etc.) without the constant presence of a teacher to read the complex text in the previous platform. Edgenutiy is a better fit to allow the at-risk learners in these programs to meet requirements with success and attain credit.

This is our yearly review of the Assurances from the Kentucky Department of Education stating the Covington School's and the Private Schools that receive funding from our district are in compliance with all of the assurances listed in the Grant Management Application Planning (GMAP) System document.  

The District Assurances state that the Covington Independent Public Schools are in compliance with various programs in the district:  Title One Part A, Title One Part Subpart 3, Title One Part C, Title One Part D Subpart 2, Title II Part A, Title II Part D, Title III, Title VI Part B, Subpart 2, Title X Part C, Carl D. Perkins Career and Technical Education Act, IDEA Part B, Child Nutrition and WIC Reauthorization Act of 2004, State Preschool Program Assurances, Professional Development, Gifted and Talented, Extended School Services and KETS.  The District Assurances are general assurances that the district must follow.

Upon review and approval, we will send a statement via GMAP to KDE with your signatures and the meeting date stating that we will be in compliance with these assurances.

X.4. Northern Kentucky Community Action Commission (NKCAC) and Early Head Start (EHS) Child Care Partnership Project Collaboration Agreement

Covington Independent Public Schools has been partnering with Northern Kentucky Community Action Commission for the past two years to provide Early Head Start services to qualifying families and children enrolled at Chapman Child Development Center.

The new contract will extend from August 1, 2018 to July 31, 2019.

Changes to the contract include:

  • A decrease in payment amount per child from $565.00 per month to $450.00.
  • A decrease in hours opened from 10 to 9.5 which allows center to close at 4:30 p.m.
  • A change in room configurations which allows for more children enrolled in center by only having two rooms with a 1:4 ratio as opposed to 4 rooms.
  • Summer home visits are no longer required. Therefore, we would not receive payments for June and July unless school is in session.
  • 9 slots available instead of 8.
  • Annual EHS income would be $40,500 instead of $54,240.

Impacts from participating in the Partnership include:

  • Assistance to families enrolled with diapers, food, home goods, community resources, and guidance.
  • Assistance to program and director through trainings, guidance, community collaborations, guidance.

Pursuant to CIPS Policy 03.12 Certified Compensation of Benefits and 03.22 Classified Compensation of Benefits, annually the Board establishes salary and benefits for all personnel. This updated salary schedule includes 2 recommendations provided by the Barnes Dennig’s salary schedule study.

The update includes the below changes:

  •            1% pay increase for all base salaries for certified and classified staff (pages 1-7)
  •            A step increase for the administrative salaries (page 1)

Install electric strike release on doors No. 101B and 101C to permit tying the doors into the Sonitrol door control system and permit staff to enter with a key fob and not have to use the secure entry door. Administration wants to permit students to enter the school at the start of the school day without having to use the secure entry. The doors will lock after a preset time. Staff will be permitted to use doors with a key fob.
