CSIP Review and Needs Assessment Development
The SBDM Council will review and revise the Comprehensive School Improvement Plan (CSIP) based on a comprehensive needs assessment and current student achievement data. Once statewide assessment results are released, the council will evaluate progress toward the existing CSIP goals, identify areas of need, and develop updated goals and strategies for the 2026–2027 CSIP. The revised CSIP is due to the Kentucky Department of Education by January 1, 2027.

OCHS SBDM Policies and Bylaws
The OCHS SBDM policies and bylaws are attached for council review. Also attached is the Kentucky Department of Education's SBDM Handbook, which provides a comprehensive overview of SBDM law, council responsibilities, required policies, and decision-making authority. Council members are encouraged to review these resources as a reference throughout the year. Additional SBDM resources are available on the KDE website.

Annual Update - Managing Government Records and the Kentucky Open Records and Open Meetings Act
Pursuant to KRS 158.186, SBDM council members should receive copies of the two statutes linked below:
The attorney general's office requires that the below documents be distributed to council members within 60 days of the beginning of the council's term.
- “The Kentucky Open Records and Open Meetings Acts” explains the provisions of the Acts.
- “Managing Government Records” provides guidance on how to manage public records and how to keep them organized and accessible.
- “Proof of Receipt” (on the last page of the “The Kentucky Open Records and Open Meetings Acts” document) must be signed by all council members to verify that they have received copies of “The Kentucky Open Records and Open Meetings Acts” and “Managing Government Records.” This signed form is kept on file at the school office.
Superintendents verify distribution of the resources by completing the Certificate of Distribution form (also on the last page of the “The Kentucky Open Records and Open Meetings” document).
These documents also can also be found on KDE’s SBDM Technical Documents webpage. Please ensure SBDM council members receive these documents and sign the Proof of Receipt signature page. Pursuant to KRS 160.395, the distribution may be by an electronic means.

Establish Regular Meeting Dates and Times for the 26-27 School Year
The SBDM Council will establish regular meeting dates and times for the 2026–2027 school year that are convenient and accessible for council members and the public. The council will also consider the Board of Education meeting schedule, as approved SBDM meeting agendas and minutes are submitted to the Board for review each month. The Board currently meets on the third Monday of each month.

Section VI June 2026 Report

Section IV Beginning Budget 26-27
The approved beginning Section 6 budget is attached for council review. The SBDM Council is responsible for allocating Section 6 funds annually and approving any subsequent budget revisions throughout the school year. Budget reports will be reviewed monthly, and the council may reallocate funds as needed to support school priorities and operational needs.

Emergency Operations Plan
The SBDM Council is required to annually review and adopt the school's Emergency Operations Plan (EOP). The council will enter closed session to discuss the plan and then upon returning to open session, the council will consider adoption of the 2026–2027 EOP. The EOP is exempt from the Open Records and is not shared publicly.
The high school will continue to collaborate with district staff and community partners to ensure the plan remains current as operations evolve. Any future revisions to the EOP will be presented to the SBDM Council for review and approval as changes occur.

KY Department of Transportation Memorandum of Understanding
KY Department of Transportation Memorandum of Understanding includes an agreement for the KYDOT to hold "Alive at 25" Courses on site at OCHS for the next two school years. A facilities usage agreement will be proposed to the board once the MOU is approved.
Motion Passed: Approve the KY Department of Transportation Memorandum of Understanding to be a site provider for the Kentucky Safe Driver Program passed with a motion by Tiffany Epperson and a second by Mrs. Leigh Ward and the consensus of the council.

School Daily Schedule and School Space Use Update
In accordance with SBDM policy, the principal will notify the council of changes related to the daily schedule and the use of school space for the 2026–2027 school year. This year, a revision to the daily schedule is being proposed that would combine the current Monday and Friday homeroom periods into a single, extended homeroom period on Wednesdays. This adjustment is intended to reduce disruptions caused by holidays and other schedule changes that frequently occur on Mondays and Fridays while providing a more consistent block of time for student interventions, Individual Learning Plan (ILP) activities, and other advisory needs.
