3. Student Academic Success
3.1. PBIS Plan
Discussion

Chairperson discussed the School Wide PBIS plan that included the three anchors of Be safe, Be Respectful, and Be Responsible as well as the teacher checksheet for monitoring behaviors.  Chairperson also discussed the reward system using stickers for school wide incentives.  

3.2. Attendance
Discussion

Chairperson stated that Highland Turner ended the year with the highest attendance percentage among all schools; however, the percentage was below the school goal of 97%.  

3.3. CSIP Goals
Discussion

Chairperson reviewed the CSIP goals for Highland Turner and discussed the 30/60/90 day plan to help meet the goals.  

4. Statute 158.183
Discussion

Chairperson discussed Statute 158.183 Prohibited acts by students--Rights of students--Duties of local board of education--Administrative remedies with the council.  Council members were provided a copy of the Statute and had opportunities to ask any questions.  

5. Statute 158.195
Discussion

Chairperson discussed KY Statute 158.195 that states

Display of national motto in public elementary and secondary schools -- Reading and posting in public schools of texts and documents on American history and heritage. (1) (a) Beginning in the 2019-2020 school year, local boards shall require each public elementary and secondary school to display the national motto of the United States, "In God We Trust," in a prominent location in the school. (b) The display required in paragraph (a) of this subsection may take the form of but is not limited to a mounted plaque or student artwork. (c) For purposes of this section, "prominent location" means a school entryway, cafeteria, or common area where students are likely to see the national motto. (2) Local boards may allow any teacher or administrator in a public school district of the Commonwealth to read or post in a public school building, classroom, or event any excerpts or portions of: the national motto; the national anthem; the pledge of allegiance; the preamble to the Kentucky Constitution; the Declaration of Independence; the Mayflower Compact; the writings, speeches, documents, and proclamations of the founding fathers and presidents of the United States; United States Supreme Court decisions; and acts of the United States Congress including the published text of the Congressional Record. There shall be no content-based censorship of American history or heritage in the Commonwealth based on religious references in these writings, documents, and records. All members were given a copy of the statute and reviewed the statute for opportunities to ask questions. 


6. Your Duty Under the Law
Discussion

Chairperson discussed Your Duty Under the Law, The Kentucky Open Records and Open Meeting Acts and council members were given a copy of the document and were provided the opportunity to ask any questions they had.

7. Managing Government Records
Discussion

Chairperson discussed the Managing government records, A cooperative undertaking.  A copy was provided to council members and they had the opportunity to ask questions. 

8. Proof of Receipt
Discussion

Chairperson provided each member with a proof of receipt for the above discussed items.  Each member signed the receipt and returned to the chairperson. 

9. Determine regular meeting dates and times

Motion Passed:  Regular meeting schedule of 7:00 AM on the Second Thursday of each month passed with a motion by Melissa Smith and a second by Karen McIntosh.

Discussion

Chairperson asked the council members for their input on regular meeting dates and times.  Council members determined that morning time would be better and teachers suggested the second Thursday of the month.

Chairperson discussed the proposed master schedule for the 2019-2020 school year with an additional 25 minutes of instructional time each day.  School day would begin at 7:30 AM and end at 4:10 PM.
