2. Pledge to the United States Flag was led by the 5th Grade Summit Elementary STLP Team, Math Cats; Carson Holbrook, Eli Slone, Ben Smith, Declan Ward and Connor York.

5. Student/Staff Presentations/Recognitions
5.1. Superintendent Boblett recognized and presented Certificates to Carson Holbrook, Eli Slone, Ben Smith, Declan Ward and Connor York, Summit Elementary STLP Team, Math Cats, State Champions in the Best Grade K-5 Project Showcase category, and Coach, Letitia Rudie. STLP (Student Technology Leadership Program) is a project-based learning experience that empowers students to learn through the creation and execution of a student led project that addresses student or community needs. This team, the Math Cats, took their interest in coding games to create over a dozen games using the Scratch coding website to help students learn math. This statewide event has showcases, digital products, and robotics challenges that drew nearly 14,000 students to Rupp Arena to compete and this team competed in the K-5 project showcase category against hundreds of elementary students. These students took true ownership of this project, displayed an amazing work ethic, and honed 21st century skills of collaboration, communication, creativity, and critical thinking. Winning the state championship is a major accomplishment. They will be representing Boyd County on a national stage this summer. As state champions, they have been invited to the ISTE conference in Philadelphia, Pennsylvania to present their project.

Superintendent Boblett and Matt Spade recognized and presented Certificates to the following recipients of the Campbellsville University Excellence in Teaching Award: Cannonsburg Elementary, Melanie Kelley, Elementary Recipient; Boyd County Middle, Christy Reliford, Middle School Recipient and Boyd County High, Marquita Welsh, High School Recipient. The recipients will be recognized May 13th by Campbellsville University at an awards luncheon;

9.1. Review Superintendent's recommendation to approve and execute the Guaranteed Energy Savings Contract with CMTA, Inc. at a project cost of Eight Million Nine Hundred Seventy-Nine Thousand Sixty-Three Dollars ($8,979,063); (See Attachment)
9.2. Review Superintendent’s recommendation to approve BG-1 in the amount of Nine Million Two Hundred Thirty-Five Thousand Dollars ($9,235,000) for the BG23-259 Guaranteed Energy Savings Contract and submit to the Kentucky Department of Education; (See Attachment)
9.3. Review and approve adoption of Resolution authorizing the Boyd County Schools Finance Corporation to issue energy conservation revenue bonds;
9.4. Boyd County Schools District Finance Corporation Meeting: The purpose of this meeting is to consider adopting a Resolution authorizing the issuance of energy conservation revenue bonds for school building purposes;
9.4.1. Motion to recess the Board of Education meeting and convene the Boyd County Schools District Finance Corporation meeting;

Approve Superintendent's recommendation to adopt A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BOYD COUNTY SCHOOL DISTRICT FINANCE CORPORATION, RELATING TO AND PROVIDING FOR THE ISSUANCE OF $9,235,000 PRINCIPAL AMOUNT (WHICH MAY BE INCREASED OR DECREASED BY THE AMOUNT OF $925,000) OF ENERGY CONSERVATION REVENUE BONDS, SERIES 2023 IN ACCORDANCE WITH SECTIONS 162.120 THROUGH 162.300 AND 162.385 OF THE KENTUCKY REVISED STATUTES TO PROVIDE FUNDS FOR SCHOOL BUILDING PURPOSES, PROVIDING AND DETERMINING THE DUTY OF SAID CORPORATION IN CONNECTION WITH THE OPERATION OF THE SCHOOL PROPERTY, THE CREATION OF FUNDS SUFFICIENT TO PAY THE PRINCIPAL OF AND INTEREST ON SAID REVENUE BONDS AS AND WHEN THEY MATURE, THE CREATION OF ADEQUATE MAINTENANCE AND INSURANCE FUNDS; AND AUTHORIZING THE EXECUTION OF A LEASE AND OTHER INSTRUMENTS WITH RESPECT TO SUCH FOREGOING PROPERTY WITH THE BOARD OF EDUCATION OF THE BOYD COUNTY SCHOOL DISTRICT;

9.5. Review Board Policy No. 09.224 draft change, Students: Emergency Medical Treatment, to include maintaining an Opioid Antagonist in the school district; This constitutes the second reading (See Draft Attachment)
9.6. Review Superintendent's recommendation to approve the revised Board Policy 08.136, Curriculum and Instruction: Summer School, as presented by Kentucky School Boards Association (KSBA). This is the first reading; (See Attachment)
9.7. Review Superintendent's recommendation to accept the 2023 Kentucky Education Technology System (KETS) Offer of Assistance from the School Facilities Construction Commission (SFCC) in the amount of Twenty-Five Thousand Two Hundred Four Dollars and Twenty-Three cents ($25,204.23) and to follow the statues and regulations of the SFCC and the Kentucky Department of Education governing the Education Technology Funding Program; (See Attachments)
9.8. Review Superintendent's recommendation to approve the Memorandum of Understanding between Eastern Kentucky University (EKU) and Boyd County Public Schools to formalize Boyd County Public Schools participation in the EKU Advantage Program which shall provide a pathway to educational advancement for Boyd County Public Schools employees, entered into upon approval by the Board of Education and effective for a three-year period beginning May 1, 2023 and thereafter, shall automatically renew every third May 1 for an additional three-year period, unless and until terminated in accordance with the terms established in this Memorandum of Understanding ; (See Attachment)
9.9. Review Superintendent's recommendation to approve the Application for Adjunct Instructor Certificate for Tabatha Smith Selvage, Sports Medicine, at Boyd County High School for school year 2023-2024; (See Attachment)
9.10. Review request from Matt Spade, District Personnel Administrator, to approve the use of emergency certified substitute teachers during the 2023-2024 school year; (See Attachment)
9.11. Review the Independent Auditor's Contract to provide a school district audit in compliance with KRS 156.255, 156.265, 156.275, 156.285, 156.295, and 156.480. This agreement is entered into between the Boyd County Board of Education (BOARD), and Kelley, Galloway, Smith, Goolsby, PSC, (ACCOUNTANT), who is a Certified Public Accountant or a Public Accountant registered with the Kentucky State Board of Accountancy. The term of this agreement shall be from July 1, 2023 through June 30, 2024, unless terminated under the provisions hereof, being in the amount of Nineteen Thousand Four Hundred Dollars ($19,400); (See Attachments)
