Wayne County Board of Education Regular Meeting
1. Call to Order
Discussion

The meeting was called to order by Superintendent Wayne Roberts.  Also present was Gordon Germain, Board Counsel.

2. Swearing in of Board Members Larry Muse, Benton Sloan and Melissa Upchurch
Discussion

Board Members Larry Muse, Benton Sloan and Melissa Upchurch were sworn in.  Copies may be found in the Minute Abstract Files # 122.

3. Election of Chairperson for the Wayne County Board of Education
Recommended Motion

Whitney Smith nominated Melissa Upchurch to serve as Chairperson. Jarrod Criswell nominated Larry Muse to serve as Chairperson. All Board Members voted by secret ballot. The votes were calculated as three (3) votes for Larry Muse and two (2) votes for Melissa Upchurch.

4. Election of Vice-Chairperson for the Wayne County Board of Education
Recommended Motion

It was moved by Whitney Smith, second by Larry Muse that Melissa Upchurch serve as vice-chairperson for the Wayne County Board of Education.

Recommended Motion

It was moved by ***, second by *** that the Board keep the regular meeting time as the third Thursday of each month at 6:00 PM at the Wayne County Board of Education building with the exception of school visits.

Recognition of Retiring Board Member Donna Blevins

 

January is Board Member Appreciation Month

Discussion

Since January is Board Member Appreciation Month, Superintendent Wayne Roberts presented each Board member with a certificate of appreciation.  Some of the schools sent small gifts as a token of their appreciation, as well.


 


Mrs. Donna Blevins returned as a guest to accept a plaque recognizing her sixteen (16) years of service on the Wayne County Board of Education.  Her term expired December 31, 2020.  She did not run for re-election.

8. Superintendent's Report and Instructional Issues

Rationale

KSBA's Annual Conference usually held at the end of February has been rescheduled for April 23-25.  This year the conference site will be the Kentucky International Convention Center in Louisville.  Lodging will be in the Louisville Marriott Downtown- which has a covered pedestrian walkway connecting it to the Convention Center.  

Discussion

Superintendent Roberts updated Board Members on the KSBA Annual Conference usually held at the end of February.  This year it has been rescheduled for April 23-25.  The conference site will be the Kentucky International Convention Center in Louisville.  Lodging will be in the Louisville Marriott Downtown- which has a covered pedestrian walkway connecting it to the Convention Center.  


 


Superintendent Roberts also discussed COVID-19 related information.  The number of active COVID-19 cases in Wayne County has declined significantly.  Therefore, beginning January 25, 2021, students will return to an A/B (alternating) in-person instruction schedule, with hopes to begin a four-day in-person instructional week soon.  


 


The topic of Monticello Independent School trophies has surfaced again in the community.  There are various community groups that want to take charge of their safe-keeping and/or display.  Options will be thought about and this topic will be re-visited at a later date.

9. Report on Nutrition and Physical Activity

FYI:  Kathryn will host a Public Forum at 5:00 p.m. for the public, then present for Board Members at this time during the meeting.

Discussion

Since the federally mandated Families First Coronavirus Response Act (FFCRA) expired December 31, 2020, Superintendent Roberts suggested the Board amend the previous Resolution for Emergency Paid Leave Days from ten (10) to twenty (20). If the federal government should issue more FFCRA (or similar) days, the Board may revert back to the original ten (10) day allotment.  Also, no employee shall receive more than twenty (20) total FFCRA and Emergency Paid Leave Days for the 2020-2021 school year without further Board action.
