2025-26 District Insurance Renewal
Attached is a memo from our Director of Finance and Human Resources, Jennifer Pierce, regarding the 2025-2026 insurance renewal package.
Our agent of record, Houchens Insurance Group has recommended that we approve Liberty Mutual to cover our commercial package, auto, and umbrella package. They recommend that we use KEMI for our workers compensation insurance, and CFC for our cyber security liability insurance. The total cost for property, casualty, and liability and worker comp renewal for the 2025-26 school year will be $561,212.35 compared to $517,500.33 last year, which represents an increase in the overall cost of these insurances. The Cyber policy will cost $13,216.20, which is a decrease from last year. The total cost for our insurance will be $574,428.55.
I recommend the board award the district property, casualty, liability, worker's comp and cyber insurance to the vendors as listed in the memo.

2025-26 District Assurances
Each year the superintendent of schools is required to complete the attached district assurances, seek board approval, and then submit the completed document to the Kentucky Department of Education.
The release of new year funds is contingent upon the approval of the district assurances.

BG5-PHS Baseball Field Lighting
Attached is the BG-5 Project Close-out form for the PHS Baseball Field Lighting. All construction contracts are complete, and the expense totals reflected on this form were incurred as a result of the construction for the above referenced project and it is now required the board approve the BG-5 Project Closeout Form. Upon approval a copy will be forwarded to the department for review and approval.
I recommend approval of the BG-5 project close-out form.

IXL
At the request of Principals Robert Hoover and Chad Simms, I recommend the purchase of IXL Learning to replace DreamBox Math and Reading Plus. Attached is a contract from IXL Learning covering Pendleton County High School and Sharp Middle School. The contract and terms of service have been reviewed and approved by our board attorney. The total cost of the agreement is $7,500.00.
I respectfully recommend approval of this purchase.

SB 181 (2025) requires that each local board of education shall designate a traceable communication system(s) to be the exclusive means for a school district employee or volunteer to communicate electronically with students.

Approval of Finding Request for DFP
The Pendleton County Local Planning Committee met on June 17,2025 and by majority vote, recommended that the Kentucky Department of Education make a minor adjustment or finding to the District Facility Plan.
Please see the attached documentation illustrating the requested finding to the District Facility Plan.
I am recommending the board support and approve the finding to the District Facility Plan as recommended by the Local Planning Committee.

Emergency Certification
Attached is a memo from Jennifer Pierce, Director of Finance and Human Resources, regarding approval of emergency certification request for new hires.
Efforts were made to recruit fully and highly-qualified teachers for Pendleton County Schools. However, when a fully-certified teacher cannot be located for a position, leeway from the EPSB and the KDE has been granted to school districts to hire teachers under an emergency certificate.
All employees are aware they must seek educational courses before being fully certified or before any opportunities for future employment may be granted. Also, please keep in mind many of these employees may obtain certification through other means, such as a temporary provisional certificate by enrolling into a MAT program and obtaining full Kentucky certification prior to September 15th. If this occurs we will not utilize the emergency certification route.
I would recommend approval of the emergency certification requests as presented.

25-26 Certified Evaluation Plan
Attached is a memo from our Executive Director of Teaching and Learning, Mrs. Laura Pugh, regarding required updates to the district's Certified Evaluation Plan.
House bill 48 (2025) requires districts to modify their Certified Evaluation Plans (CEP) to ensure all teachers, other professionals, principals, assistant principals, and other certified district administrators, that have attained continuing service status under KRS 161.740 or continuing service status under KRS 156.800(7) are evaluated on a five-year summative cycle instead of a three-year cycle.
The districts CEP committee has reviewed these changes.
I would recommend the board approve the updated Certified Evaluation Plan.

Attached is a memo from Mr. Compton, Assistant Superintendent, with an agreement between the Pendleton County Tourism Council and the Pendleton County Schools for the use of 3 Pendleton County buses on Saturday, July 26, 2025, for the Balloons and Tunes Festival. This is the same agreement we have utilized when working with the Kentucky Wool Festival.
I would recommend approval of the Balloons and Tunes agreement.
