IV.A. 2023-24 Emergency Substitute Certification
Rationale

Diligent efforts are made to recruit fully-qualified substitute teachers for Pendleton County Schools.  However, when a fully-certified substitute teacher cannot be located for a particular position, leeway from the Education Profession Standards Board and the Kentucky Department of Education has been granted to school districts to hire emergency substitutes.  The board of education must approve the use of emergency substitutes in the district.  

I would recommend the board approve the use of emergency substitutes for the 2023-2024 school year.

IV.B. 22-23 Amended School Calendar
Rationale

Each year the local board of education must approve the final amended calendar to comply with KRS 158.070.  The final amended calendar should demonstrate that the district has not less than 185 days composed of student attendance days, professional development days, and holidays while accumulating 1,062 hours of instruction for students.   

The amended calendar is attached for your review.  

I would recommend the board approve the amended calendar for 2022-23.

IV.C. District Allocations and Section 7 Allocations Add-On Request
Rationale

Attached you have a memo from our Director of Finance and Human Resources, Jennifer Pierce, regarding the 2023-24 District Allocations and Section 7 Add-Ons.

These allocations would be in addition to the initial March 1 staffing allocation the board granted each school.

I would recommend approval of the 2023-24 district allocations and section 7 allocations as listed.

IV.D. 2023-24 District Technology Plan
Rationale

Attached is a memo from our Chief Information Officer, Craig Smith, regarding the District Technology Plan.  

The 2023-2024 Pendleton County District Technology Plan outlines the goals, needs, priorities and solutions to assist our district in achieving our mission and vision within the Pendleton County School District.  This plan was developed to create 21st century learners, both students and staff through blended learning opportunities.  If you have any questions regarding the technology plan Mr. Smith would be happy to answer them at this time.

I would recommend approval of the 2023-2024 district technology plan.

IV.E. Medicaid Billing Provider
Rationale

Attached is a memo from our Executive Director of Special Education, Mrs. Donna Pollard, regarding Medicaid training and billing.  

The Pendleton County School District may provide medical services to students, on an individual basis, who require them to access the school setting (i.e. toileting, feeding, diabetes monitoring, special transportation, etc.).  These services are provided by staff members trained to perform the relevant service.  Pendleton County Schools may then bill Medicaid for providing these medical services if the student has Medicaid insurance.  In the past the Kentucky School Boards Association (KSBA) has provided assistance with the Medicaid billing in the form of trainings, technical assistance, and an internet-based system for documentation of provided services, and the actual submission of the billing.  KSBA has notified the district they will no longer provide this service as of June 30, 2023.  Due to this Mrs. Pollard has sought out other vendors to provide this service to our district. 

Mrs. Pollard is recommending the district begin working with InfoHandler, a Medicaid billing company that services many districts in Northern Kentucky.  InfoHandler’s fee is 5% less than KSBA was charging the district.  Our board attorney has approved the attached contract with InfoHandler.  Without the assistance of a Medicaid billing company, Pendleton County Schools would not recoup the percentage of reimbursement from Medicaid it currently does.

I recommend approval of the contract with InfoHandler for Medicaid training and billing.

IV.F. Appoint a BOE Member to PCEF
Rationale

The Pendleton County Education Foundation held a meeting on March 28, 2023 and the topic of Board of Education Representative to the PCEF was discussed with the resignation of Mrs. Karen Delaney from the Pendleton County Board of Education.  

Due to this our Board of Education needs to appoint a new member to serve as our appointee on the Pendleton County Education Foundation.

IV.G. SRO Agreement
Rationale

Attached is a Memorandum of Understanding between the Pendleton County Sheriff's office, the Pendleton County Fiscal Court, and the Pendleton County Board of Education regarding school resource officers.

The agreement would allow the Pendleton County Board of Education to have four retired officers employed through the Pendleton County Sheriffs office serve as resource officers in our schools.  The school district would pay the full cost of the officer’s salaries and a vehicle maintenance fee.  The total cost to the district will be $156,000 per year.  The agreement would be in effect for five years unless any party chose to opt out with 60 days advance written notice prior to the commencement of a new term.  

I would recommend approval of the School Resource Officer Memorandum of Understanding.
