Student with medical statement requires a shortened school day with a specially designed plan to gradually return to a full school day. 

·         The Admissions and Release Committee (ARC) has determined it necessary to modify the Individual Education Program (IEP) and the school day for a middle school student identified with a disability.

·         All proper documentation has been received and will be forwarded to the Kentucky Department of Education (KDE) as required by the Nelson County Special Education Procedures.

Representatives from Studio Kremer and BCD, Inc. will update current status of renovations and additions at Foster Heights Elementary as well as progress for Thomas Nelson High School, NCHS Athletic Renovations, new Preschool and any other construction projects.

Due to poor subsoil, the drainage system for the football/soccer field was changed to a flat pipe system.  A credit from Hawkins Development Company of $410 was realized.

• Decision Paper: Change Order #11 NCHS Athletics Renovation

Motion Passed:  Action to approve Change Order #11, Nelson County High School Athletics Renovation, was passed with a motion by Mr. Frank Hall and a second by Mr. Nicky Rapier.

Existing sewer and gas lines were found to be in conflict with new storm lines.  Claunch Construction provided labor and equipment to determine a solution to the problem for a cost of $300.

• Decision Paper: Change Order #12 NCHS Athletics Renovation

Motion Passed:  Action to approve Change Order #12, Nelson County high School Athletics Renovation, was passed with a motion by Mr. Damon Jackey and a second by Mr. Larry Pate.

It was discovered that after the bar joists were installed weak areas existed in areas of the decking adjacent to the front entrance.  In order to support and strengthen the decking, metal braces were welded between bar joists.   TWF, Inc. will provide all labor and materials for a cost of $2950.00.

• Change Order #9: TNHS Phase II

Motion Passed:  Action to approve Change Order #9, Thomas Nelson High School, Phase II, was passed with a motion by Mr. Nicky Rapier and a second by Mr. Damon Jackey.

Certain classroom ceilings are sloped by design.  The HVAC units specified must be installed level.   A sheet metal covering is now required to cover units.  R&R Inc. will provide all labor and materials to house the four units in question for a cost of $932.

Motion Passed:  Action to approve Change Order #2, Nelson County Early Learning Center, was passed with a motion by Mr. Larry Pate and a second by Mr. Frank Hall.

Two issues are involved with Change Order #3.  A credit of $1,594 was realized from Cundiff Steel when structural steel for the canopy was incorrectly included in the original bid.  However, existing footers were deeper than indicated by building, “as builts”.  In 16 locations steel columns were lengthened to accommodate footer conditions resulting in an additional $205 cost.  When subtracting the add from original credit, a final credit from Cundiff Steel of $1,389 was realized.

Motion Passed:  Action to approve Change Order #3, Nelson County Early Learning Center, was passed with a motion by Mr. Nicky Rapier and a second by Mr. Frank Hall.

After site review of the existing sanitary lines for the Early Childhood Learning Center, it was determined that there was a more efficient way to tie into that line.  A credit of $1,262 from R&R Inc. was realized.

• Decision Paper: Change Order #4, NCELC

Motion Passed:  Action to approve Change Order #4, Nelson County Early Learning Center, was passed with a motion by Mr. Damon Jackey and a second by Mr. Larry Pate.

Recommendation: that the Nelson County Board of Education approve the attached BG-1 for the roof replacement at New Haven in accordance with 702 KAR 4:160.

Motion Passed:  Action to approve the BG-1 for replacement of the roof at New Haven School was passed with a motion by Mr. Frank Hall and a second by Mr. Nicky Rapier.

Motion Passed:  Action to approve the tentative budget for fiscal year 2011 - 2012 as presented was passed with a motion by Mr. Larry Pate and a second by Mr. Damon Jackey.

Current Plan shows a potential conflict for participants wanting to take advantage of the age 50 catch-up contribution amount.  New wording in Amendment will allow participants to take advantage of this option without first using the “catch-up contribution”.

• Decision Paper: 403B Basic Plan Amendment

Motion Passed:  Action to approve the amendment to the Nelson County School District 403B Basic Plan as presented was passed with a motion by Mr. Damon Jackey and a second by Mr. Nicky Rapier.

Property, Liability, vehicle and workers' compensation carriers must be determined for fiscal year 2011-2012 with option to renew for an additional year

Motion Passed:  Action to approve Eugene Wilson & Co., Ohio Casualty Insurance and WRM Insurance as the agent and carriers for for property, liability, vehicle and workers' compensation insurance for fiscal 2011 - 2012 with the option to renew for an additional year was passed with a motion by Mr. Damon Jackey and a second by Mr. Frank Hall.

Recommendation: that the Nelson County Board of Education
approve the Bond of Depository for PNC Bank for fiscal
2011-2013.

Motion Passed:  Action to approve the Bond of Depository for PNC Bank for fiscal year 2011 - 2012 was passed with a motion by Mr. Damon Jackey and a second by Mr. Larry Pate.

The original Thomas Nelson High School Redistricting Committee met on May 9, 2011 and wish to recommend that Thomas Nelson High School open in the Fall of 2012 with all 9^th, 10^th, and 11^th grade students attending that are zoned for that area.

They also recommend that students that will be Seniors and are zoned for TNHS be surveyed giving an option of attending NCHS or TNHS before finalizing any decisions about their attendance.

Motion to Amend Withdrawn:  Action to approve the revised opening configuration for Thomas Nelson High School as recommended was" was withdrawn by Mr. Frank Hall.

Subsidiary Motion Passed:  Action to table the revised opening configuration for Thomas Nelson High School as recommended until a public hearing can be held to obtain public input was passed with a motion by Mr. Frank Hall and a second by Mr. Nicky Rapier.

It is anticipated that the new Pre-school Center will be ready for students near the beginning of the school year.   It is recommended that all pre-school students enroll in the new center upon completion of the interior of the buildings.

• Decision Paper: Preschool opening Schedule

Motion Passed:  Action to approve the enrollment of all Nelson County preschool students in the new Preschool Center upon completion of the interior of the buildings was passed with a motion by Mr. Larry Pate and a second by Mr. Damon Jackey.

The new preschool center will be open for students in the fall of 2011.   A name for the center needs to be decided prior to opening.

• Decision Paper: Naming of New Preschool

Motion Passed:  Action to approve "Nelson County Early Learning Center" as the name of the new preschool center was passed with a motion by Mr. Nicky Rapier and a second by Mr. Damon Jackey.

An amended school calendar must be submitted to the Kentucky department of Education, after Board approval, before June 30.  On May 3, 2011, school was cancelled due to flood water.  That day must now be designated as a non-school day on our calendar.  However, with the implementation of Banked Time, that missed day will not have to be added to the school calendar.  This was verified through the Kentucky Department of Education.

Motion Passed:  Action to approve the amended school calendar for the 2010-2011 school year was passed with a motion by Mr. Nicky Rapier and a second by Mr. Larry Pate.

The Nelson County Schools’ Board of Education Policy: 08.221

“Grading” currently states that the following grade scale shall be used in Grades five (5) through twelve (12): A 94-100, B 86-93, C 78-85, D 70-77, F 0-69.  

The proposed revised policy states that the following grade scale shall be used in Grades four (4) through twelve (12): A 90-100, B 80-89, C 70-79, D 69-60, F 0-60.  It is recommended to add the fourth grade for the grading scale and to change the grading scale to a ten point grading scale.
