Governor Beshear has proclaimed February 20 - 26 as Gifted Education week in the Commonwealth of Kentucky in recognition of the need for increased public awareness regarding the unique needs of talented and gifted children. Please join with us in celebrating gifted education in Kentucky.

To All To Whom These Presents Shall Come:
WHEREAS, The Commonwealth of Kentucky and the Kentucky Association for Gifted Education recognize the need for increased public awareness regarding the unique educational, social, and emotional needs of talented and gifted students; and
WHEREAS, Exceptional abilities are present in children and youth of all cultural origins, across all economic backgrounds, and in all areas of human endeavor; and
WHEREAS, We must challenge our high-ability students to accomplish greater goals if our nation is to achieve a world-class educational system; and
WHEREAS, The economic future of Kentucky depends on developing our brightest students; and
WHEREAS, Top-performing students provide the nation with leadership in mathematics, science, writing, politics, dance, art, business, history, health, and other human pursuits; and
WHEREAS, All students, including the gifted, attain their full potential only when their special strengths are identified and supported throughout their lives; and
WHEREAS, To accomplish the goal of helping all children reach their capabilities, we must enlist the help of the entire community, including policymakers, educators, business leaders, civic organizations, and parents to improve education for America’s most talented students;
NOW, THEREFORE, I, STEVEN L. BESHEAR, Governor of the Commonwealth of Kentucky, do hereby proclaim February 20-26, 2011, as

2nd Reading: New Procedure 03.113 AP.21
A new procedure (03.113 AP.21) was developed through collaboration with KSBA to be used by employees needing accommodations as required by ADA.

Procedure 03.111 AP.2 for Medical Examination requires update. Change is required because our previous procedure asked for genetic information which is prohibited by GINA law.

Representatives from Studio Kremer and BCD, Inc. will update current status of renovations and additions at Foster Heights Elementary as well as progress for Thomas Nelson High School, NCHS Athletic Renovations, new Preschool and any other construction projects.

Change Order #5: NCHS Athletics Renovation

The fence specification was a residential grade. To upgrade to a light commercial grade an additional materials cost of $4,100 to Stephens Pipe and Steel is required.
Motion Passed: Action to approve Change Order #5, Nelson County High School Athletics Renovation, was passed with a motion by Mr. Damon Jackey and a second by Mr. Larry Pate.

Change Order #6: NCHS Athletics Renovation

Blocking was added to the softball building to make the purlins 2’ on center in lieu of 32” on center. Additional work is required to ensure structural stability. BCD, Inc. will provide all labor and materials for a cost of $1,509.36.
Motion Passed: Action to approve Change Order #6, Nelson County High School Athletics Renovation, was passed with a motion by Mr. Nicky Rapier and a second by Mr. Damon Jackey.

Change Order #2: TNHS Phase II

The track at TNHS was changed from a half-inch red surface to a three-eights inch black surface. With the change in surfaces a materials credit of $5000 from California Products was realized.
Motion Passed: Action to approve Change Order #2, Thomas Nelson High School Phase II, was passed with a motion by Mr. Larry Pate and a second by Mr. Frank Hall.

Change Order #3: TNHS Phase II

After review of the fence specification is was determined the quality was in excess of what was needed. The fence post gauge was changed to that at NCHS athletic renovation. With the change a materials credit of $4000.00 from Stephens Pipe and Steel is realized.

Change Order #4: TNHS Phase II

Fencing for TNHS has been revised from vinyl coated to galvanized. Galvanized fencing is used for all athletic and maintenance purposes for Nelson County Schools. With the change in fencing a materials credit of $44,839.00 from Stephens Pipe and Steel is realized.
Motion Passed: Action to approve Change Order #4, Thomas Nelson High School Phase II, was passed with a motion by Mr. Frank Hall and a second by Mr. Larry Pate.

Partial/Limited Waiver Request: TNHS Roof Slope

An issue concerning improper roof slope at TNHS has recently surfaced. To correct the improper slope the use of tapered insulation is the most viable solution. (See attached letter for a full explanation) If the waiver request to use tapered insulation is approved by the Board, a copy of the Board order and the attached letter will be sent to KDE for review and final approval.
Motion Passed: Action to approve a waiver request to KDE to allow the use of tapered insulation to correct the issue of improper slope for a portion of Thomas Nelson High School Phase I was passed with a motion by Mr. Larry Pate and a second by Mr. Nicky Rapier.

FRYSC/YSC Update

Each of our Nelson County Schools are served by a Family Resource and Youth Service Centers (FRYSC) or a Youth Service Center (YSC). The centers focus on removing barriers to student achievement. They do so in a variety of ways. The centers provide services directly to the students, they provide services for the students’ families, and they serve as a referral for resources needed. The Coordinators will provide the Board with a presentation of some of their center’s work for this past year.
