RESOLUTION REGARDING THE DEATH OF CYNTHIA “CINDY” ETHINGTON

 

WHEREAS, the Nelson County Public Schools family, with very deep regret, learned of the passing of Cindy Ethington, a long-time and much beloved teacher at Nelson County High School; and

 

WHEREAS, Cindy’s love of life and learning touched the lives of numerous children, staff members and families during the16 years she taught Drama and English at NCHS in a teaching career that spanned 25 years; and

 

WHEREAS, Cindy, directed and co-directed all the musicals and plays during her time at NCHS and helped bring back the school tradition here of big spring musicals; and

 

WHEREAS, Cindy always had a smile on her face and a way of making everyone – students, staff and parents alike – feel not only welcome but a part of the plays and productions of which she was involved; and

 

WHEREAS, Cindy performed right along with the students and was the consummate performer who embodied the tradition of “the show must go on”; and

 

WHEREAS, teaching was her life and Cindy always sought to be there for her students and played the part of Mrs. Martini in the NCHS production of “It’s a Wonderful Life” last year and played piano during the spring production of “Once Upon a Mattress” last year; and

 

WHEREAS, Cindy had the ability to laugh and always had the knack for finding a way to love those children who seemed to be the hardest to love; and

 

WHEREAS, Cindy would bring smiles to all that passed as she stood in the hallway, sometimes wearing her tiara like a queen, or sometimes wearing one of the numerous Nelson County school spirit t-shirts from her collection; and

 

WHEREAS, Cindy was a mother not only to her own two children but was a mother to all the kids who passed her stage and classroom, and being a mother was Cindy’s style of teaching; and

 

WHEREAS, Cindy was a 1978 graduate of Nelson County High School and a 1984 graduate of the University of Louisville; and

 

NOW THEREFORE BE IT RESOLVED, that the members of the Nelson County Board of Education hereby express their profound feeling of loss and wish to express their deep sympathy to Cindy’s family.

 

BE IT FURTHER RESOLVED, that this resolution be spread on the official minutes of the Board of Education and that a copy thereof be sent to the family of Cynthia “Cindy” Ethington.

Rationale

Representatives from Studio Kremer and BCD, Inc. will update current status of renovations and additions at Foster Heights Elementary as well as progress for Thomas Nelson High School, and other construction projects.

VII.B.1. Change Order #46: FH Renovation/Addition
Rationale

An existing hollow metal frame was removed and replaced by an aluminum frame.  The exposed block was not completely covered by the new frame.  Kidd Glass, Inc can provide all labor and materials for a cost of $291.00.

Rationale

Original plans required a specific classroom to have the ceiling removed but failed to include replacement.  Leedco Interior Systems, Inc. will provide all labor and materials for ceiling installation for $448.00.

Rationale

A concealed condition was discovered that required additional insulation above ceiling on the outside wall at vestibule 100.  Leedco Interior Systems, Inc. can provide al labor and materials for a cost of $457.00.

VII.B.4. Change Order #13: TNHS
Rationale

A concrete pier was poured to raise the base plate of a steel column above grade.  This will avoid future corrosion.  M&J Construction can provide all labor and materials for a cost of $324.50.

VII.B.5. Change Order #14: TNHS
Rationale

Masonry walls for toilet partitions at Thomas Nelson High School were extended in order to accommodate stabilization of head rails.  The manufacturer of plastic panels and frames would not warranty without head rails.  The cost from River City Development Corp to extend the walls is $2365.00.

VII.B.6. Change Order #15: TNHS
Rationale

The specified sound system for the TNHS gymnasium was not capable of performing comparable functions as the current high school system.  That system has been deleted from Phase I with an adequate system to be included in Phase II.  With the deletion a credit of $6,314.65 from Simplex Grinnell was realized.

VII.B.7. Change Order #16: TNHS
Rationale

A potential problem concerning the interior geothermal piping for Thomas Nelson High School was brought forward by CMTA, mechanical engineering consultants for this project.  Mr. Doug Hundley, lead engineer for this project, summarizes the issue:  “The Board is reviewing the option to change the interior piping at Thomas Nelson High School from Schedule 80 PVC to HDPE.  The HDPE is the same material utilized in the well field construction, and the change will increase the interior piping warranty to match the well field piping warranty of 25 years for any material defects.  The material has a longer life expectancy, and because piping will never have to be replaced, the cost of future HVAC replacements will be significantly reduced.  HDPE also has a higher resistance to chemical attacks, and the use of the material will save the District long term operation cost due to chemical maintenance of the hydronic system.”  To change from Schedule 80 PVC to HDPE will result in a cost increase of $35,500 to the contract of Knight’s Mechanical.

Rationale

Hicon Construction has recently applied for final payment for the completion of Bid package #1, Alternative School and new Central Office site prep, projects which were completed in 2007.  Architects, Construction manager, and owners have inspected all work and found acceptable.  Final payment is $25,792.85.

Rationale

The schematic design for the Pre-School Center has been presented and informally accepted by the Board at a previous work session.  However, formal Board approval must be reflected in Board minutes.   After approval schematics will then be sent, with appropriate Board Order, to the Kentucky Department of Education.

VII.H. Set Tax Rates 2010-2011
Rationale

Recommendation: that the Nelson County Board of Education adopt the 4 percent rate of 62.2 cents per $100 dollars of real property and 62.2 cents per $100 dollars of personal property. This rate includes .4 to recover losses due to prior year exonerations. Further recommendation: that the Nelson County Board of Education levy a rate of 54.80 per $100 dollars in valuation for motor vehicles.

VII.I. Out of District Contract
Rationale

In order to receive state transportation and attendance funding for non-resident pupils, a reciprocal contract must be completed between districts concerned.  The Kentucky Department of Education (KDE) has stipulated that contracts for the 2010-2011 school year must be submitted to KDE before February 1, 2010.  The following districts have or will submit contracts for signature:

VII.J. Memorandum of Agreement: Energy Grant
Rationale

A recent energy management grant for $15,000 from the Kentucky School Board Association has been received by Nelson County Schools.   This grant will partially fund one part-time Energy Curriculum Coordinator.  All obligations of the District have or will be completed within the two-year grant period.  The grant also requires signatures of the Board Chairperson and Board Secretary on three copies of the attached Memorandum of Agreement.

Rationale

Students income eligibility status is confidential and prior consent from the parent/guardian is required unless it is an approved program.  Each individual requesting this information must sign a confidentiality agreement.

Rationale

Adult lunch prices will be increased to $3.00 due to the regulation that adult meal prices may not be less than the USDA reimbursement received for a free student. Student prices will not be increased.

VIII.A. ITBS Results
Rationale

The Iowa Tests of Basic Skills (ITBS) was administered in Nelson County during May, 2010. The following report is a summary of each Elementary and Middle School as well as the district for content areas of Reading, Language Arts, Mathematics, Social Studies, and Science for grades 3,4,5,6 and 7.  The primary purpose of this test is to provide information that can be used to improve instruction.  The ITBS has been designed for three main purposes: to obtain information that can support instructional decisions made by teachers in the classroom; to provide information to students and their parents for monitoring the student’s growth from grade to grade and; to examine the yearly progress of grade groups as they pass through the school’s curriculum.

Rationale

Students at Nelson County High School took the ACT assessment in March 2009.  The results from the ACT have been released to the district.  A presentation to the Board regarding the Spring 2009 ACT results will be provided.
