The Family Resources and Youth Services Centers (FRYSC) are often faced with circumstances that require "emergency" purchases.  The FRYSCs currently utilize a Board credit card account that has been held-over from BB&T. The Finance Department has requested that a credit card account be opened with Farmers Bank & Trust, for use by the FRYSCs, to help separate and clarify the billing process.

Current Tax Levy is 44.8 cents on Real Estate, 45.9 cents on Personal Property, and 45.2 cents on Motor Vehicles.

Compensating tax rate is calculated to provide the same revenue as the prior year. A hearing is not required to adopt the Compensating Rate.

Local property evaluations have increased, resulting in a slightly lower Compensating Rate of 44.6 cents on Real Estate and 44.8 cents on Personal Property.

A 4% revenue increase would require a tax levy of 46.3 cents which is the maximum increase the Board can impose without a recall, however, a hearing is required.

 The Motor Vehicle Tax is at its limit and is the same as last year.

 .05 cents can be added for exonerations (uncollected taxes for the prior year) and a hearing is not required.

LCHS has received a grant valued at $15,000 to purchase farm equipment for the FFA to lease to area farmers in compliance with our current policy that governs the use of school property.

LCMS is actively pursuing two grants; one for Chromebooks and the other for Discover Education.


17. School Board Vacancy of Division #4
Discussion

Advertisements have been made for the vacant seat on the school board. 60-day time frame is October 28th.  Next school board meeting is October 12th. A special meeting may be called to fill the vacancy. The person who fills the vacancy must obtain all of the required training for the year before January 1st.

Question to consider- Will the filling of the vacancy pose a conflict for the election in November?

Question to consider- Do we set a deadline for applications? A- after 30 days after the vacancy was posted (September 30th).

One application has been received (Tony Sanders) and a second person made an inquiry today (Monday, 9/14/2020).

The procedure for filling the vacancy, as well as the consequences for not filling the vacancy, were discussed.

The Letter of Agency "....is to confirm our participation in the KENTUCKY DEPARTMENT OF EDUCATION E-rate Consortium for the procurement of eligible INTERNAL CONNECTIONS HARDWARE AND SOFTWARE, and/or INTIAL CONFIGURATION/INSTALLATION, and/or BASIC MAINTENANCE OF INTERNAL CONNECTIONS HARDWARE/SOFTWARE under both Category 1 and Category 2 services."

By submitting this letter, the superintendent authorized the KENTUCKY DEPARTMENT OF EDUCATION to submit the necessary forms on behalf of the school district.
