Superintendent Zimmerman notified the Board that he will comply with the most recent recommendation of the Kentucky Commissioner of Education and the recommendation of Governor Beshear. The Commissioner and Governor both shared the same recommendation- for schools to not have in-person learning until September 28th. 

No action by the board means that school will begin on August 12, 2020 as planned, however, in-person classes will not take place until September 28th. 

Further clarification was provided as follows: If the Board desires to revisit this issue, a special called Board meeting can take place at the request of the Board Chairwoman or at the request of three board members.

No action was taken.

The finance department is requesting some minor adjustments to Board Procedure 04.31 AP.1 (Purchasing) to add clarity to, and alignment with, the related policy.

The Board policy that allows the public use of district property states that an organization must provide liability insurance wherein the Board is named as an additional insured; the proposed revision of the Application and Agreement for Use of District Property (Procedure 05.31 AP.21) includes a statement that reflects this requirement.

North Livingston Elementary School has requested their room fee to be set at $20 per student.

With the current increased need to provide electronic devices for students to use at home, the leadership team examined different electronic use-agreements and "insurance fees" from other school systems.  As a result, the Livingston County Schools Electronic Device Usage Agreement was developed.

Redbook states that "the principal or bookkeeper shall produce a listing of donations for submission to the school board at year-end."  NLES, LCMS, and LCHS have provided a list of the donations that they received during the 2019-2020 school year.

11. Transportation Report

Presented by Mrs. Amy Ramage and the report was prepared prior to the governor's announcement. 

The Livingston County Schools Transportation Department has been working on getting all buses supplied with PPE & safety equipment so they are prepared to embark for the first day of school. Drivers and monitors have been working on route information for the hybrid start of this new school year. The first 9 weeks may have a few hiccups but we will accomplish our goal of getting our students transported to school. It’s going to be a great year.

The District Technology Plan is compiled from the requests of each our schools.  The most significant change is the desire for each of our schools to take a hard look at 1:1 electronic usage arrangements.

The part-time Gifted & Talented teaching vacancy does not have a qualified applicant.  In order for this position to be filled with a certified person, EPSB requires the local Board to declare that a qualified teacher is not available for this position.  This action will allow us to hire, or assign, an individual (or individuals) who will receive Emergency Teacher Certification for GT.

The original Striving Readers Grant was for 3 years with the final year being unfunded. The health emergency last spring resulted in some unspent grant funds at the conclusion of the original end-date of the grant.  The grantor has allowed an extension of the grant that will allow us to utilize the remaining funds. For continuity purposes, the preschool has requested that they receive the same literacy training that was presented to the elementary schools. The proposed agreement is being paid for by the Artful Reading Grant.

This item is the approval of the proposed non-resident contracts between the Livingston County School District and each of the following districts: Crittenden, Lyon, Marshall, McCracken and Paducah Independent.  The proposed contracts are open "any and all" contracts which are the same as the contracts for the current school year. This item is typically approved during the December board meeting as the non-resident contract filing date was February 1st, however, due to a regulation change, the non-resident contract filing date has moved to October 1st, therefore requiring a need to approve these contracts earlier than has been in the past.

"On May 19, 2020, the United States Department of Education published an extensive new regulatory amendment focusing on Title IX Sexual Harassment. The regulation sets forth specific definitions and requirements covering the Title IX grievance process. The regulation is effective August 14."

Due this recent amendment, KSBA has developed new Title IX Sexual Harassment Interim Update policies with related procedures and checklists. Proposed changes reflect new legal requirements.

Board policy 01.5 allows for one emergency reading of policy if it is reflected in the minutes.
