7. Emergency Teacher Certification

The English and Social Studies teaching vacancy at LCHS does not have a qualified applicant.  EPSB requires the Board to declare that a qualified teacher is not available for this position if we desire to hire someone with emergency certification.  This action will allow us to hire an individual who will receive Emergency Teacher Certification.  The Emergency Certification is only valid for one year for this person.  We are hopeful that the candidate will be able to obtain regular teacher certification by January of 2020.

8. FY 2020 Tax Levy

Order #400 - Motion Passed:  A motion to levy the Compensating Tax Rate of 44.7 cents on Real Estate and 45.8 cents on Personal Property and add 0.1 cent due to exonerations for Fiscal Year 2020 passed with a motion by Mr. David Kitchens and a second by Mrs. Terry Watson.

Lowering the rate will reduce the TVA In-lieu of tax revenue.


Current Tax Levy is 45.8 cents.


Compensating tax rate means that we are projected to have the same revenue as the prior year. A hearing is not required. The Compensating rates would be 44.7 and 45.8 which means that the appraisal values have gone up.


 .01 cents can be added for exonerations (uncollected taxes for the prior year).  No hearing required.


 Item E is a "44 cent equivalent rate."  The tax levee would be 47.6 cents and would provide an increase of revenue about $75k more than the 4% increase.  A hearing is not required.


47.6 cent levee is lower than Crittenden (48.7), higher than Lyon (44.9)





9. Closed Session pursuant to KRS 61.810(1)(b)&(m)
