Applicants for E-rate must certify compliance with the Children's Internet Protection Act (CIPA) to be eligible for Schools (E-rate) Program discounts on Category One internet access and all Category Two services–internal connections, managed internal broadband services, and basic maintenance of internal connections. The relevant authority with responsibility for administration of the eligible school (the Administrative Authority) must certify that the school is enforcing an internet safety policy that includes measures to block or filter internet access for both minors and adults to certain visual depictions.

In general, school authorities must certify that: (1) they have complied with the requirements of CIPA; (2) they are undertaking actions, including any necessary procurement procedures, to comply with the requirements of CIPA; or (3) CIPA does not apply because they are receiving discounts for telecommunications services only.

Livingston County School District has every student and staff member read/sign an Authorized User Agreement (AUG), which is kept on file for Internet access, etc. Student AUG consent information is available via Infinite Campus. The AUG references to Livingston County Board Policy 08.2323 and related procedures. It is also posted on the District website.

In addition to what is filtered at the state level by KDE, Livingston County Schools utilizes Lightspeed filtering appliance/software, offered by KETS to all school districts in the state.


9. Transportation Fuel Bid Results

10. Policy Review- Tobacco Policy and House Bill 11
Discussion

House Bill 11 states:

The use of any tobacco product, alternative nicotine product, or vapor product: 

(a) Shall be prohibited for all persons and at all times on or in all property, including any vehicle, that is owned, operated, leased, or contracted for use by a local board of education;

(b) Shall be prohibited for all students while attending or participating in any school-related student trip or student activity; and

(c) Is prohibited for school district employees, volunteers, and all other individuals affiliated with a school while the user is attending or participating in any school-related student trip or student activity and is in the presence of a student or students.

Each local board of education may choose, up to three (3) years after the effective date of this Act, to opt out.  No motion is needed unless the Board chooses to opt out within three years.

The budget has served us well for the last few years.  This budget does not contain any significant changes or alterations.  An allotment remains to be set aside for the student-travel and extracurricular/co-curricular activities.  This will take place once we have been able to adequately review the respective student activity accounts.

The board has provided salary increases to both certified staff and classified staff over the past few years, including a minimum of $1/hr to every classified employee.  These raises have, overall, provided the employees with comparable salaries in most areas.
