The District requests final approval of the Section 4 and Section 5 Staffing Allocation Formulas for the 2024-2025 school year.

The District requests final approval of the Section 7 Staffing Allocation Formula for the 2024-2025 school year.

Bus Parts and Supplies
The District requests approval of a one year extension for all bus parts and supplies vendors 2024-2025 school year. These include Kimball Midwest, Stanford Auto Parts, Battery Warehouse, Bluegrass International, Boyd Company, and Truck Pro.

The District requests approval of a one year extension for all fuel vendors for the 2024-2025 school year. These are Premier Energy/Southern Petroleum, Continental Refining Company, Woodford Oil Company, and Estepp Energy.

The District requests approval to accept sealed bids for bank depository services for the 2024-2025 and the 2025-2026 school year.

The District requests approval to accept sealed bids for following categories for the 2024-2025 school year:

Yearbook Vendor
The District requests approval to use Lifetouch as the yearbook vendor for both Lincoln County Middle and Lincoln County High Schools.

Teach Town Curriculum
Students with moderate to severe disabilities do not have a curriculum suited to their specific needs. Teach Town is a standards based curriculum, with evidence practices, and an exclusive focus on serving the needs of students with moderate to severe disabilities. This program provides learning in adaptive and cognitive processes, language arts, math, language development, social emotional learning, social skills, and grade level transition. The contract is offered in a one, three, or five year options. The five year option offers a discounted rate and IDEA will pay all associated costs.

Behavior Interventionist Position
Due to the growing need for behavior support, the District is requesting approval to create two (2) Behavior Interventionist positions. Interventionist will support students and staff and will be paid with IDEA funds.

ARC Chair Job Description
The District requests approval of an Admissions and Release Committee (ARC) Chair to replace the Exceptional Child Teacher Lead job description. The ARC Chairperson job description better defines the necessary duties needed to serve our students and families.

UK Athletic Trainer
The district requests approval to renew the contract with the University of Kentucky for an Athletic Trainer. UK has raised the contract price by $11,000. The new contract is $35,000 annually and is paid with general funds.

Band Uniforms
The Lincoln County Band program is growing to include more students each year. It is anticipated there will be more than 50 students in band during the 2024-2025 school year. Presently, there are only 38 uniforms and the company who provided those uniforms is no longer in business. For this reason, the band department is requesting funds be allocated to purchase 100 band uniforms. Total cost for 100 uniforms is $53,050.00

Core Reading Curriculum
Per amendments to KRS 158.305 as part of Senate Bill 156 (2023), by July 1 2024, 'each superintendent...shall adopt a common comprehensive reading program that is determined by the department to be reliable, valid, and aligned to reading and writing standards...for kindergarten through grade three (3) for all schools or a subset of schools, with consultation of all affected elementary school councils."
In order to provide all elementary students with a High Quality Instructional Resource, it is in the best interest of students to adopt a core reading program for all students in grades Kindergarten through Fifth (5th) grade, as well as, an aligned program to meet the needs of students who require reading interventions and students in the Exceptional Child population.
For these reasons, the Board is requesting approval to use general funds for the purchase the Into Reading Program and special education funds to purchase the Amira program

As part of the restructuring plan, the District requests approval to create a District Gifted and Talented Teacher Position.

TransACT Purchase for EL Program
Under federal law, Title VI of the Civil Rights Act of 1964 and the Equal Education Opportunities Act of 1974, public schools are required to take affirmative steps to ensure that English learner students can meaningfully participate in educational programs. Also, the U.S. Department of Education and U.S. Department of Justice require schools to communicate information to limited English proficient parents in a language they can understand about any program, service, or activity that is called to the attention of parents who are proficient in English. Due to these requirements, the district is in need of assistance to provide these services.
For these reasons, the Lincoln County EL Program requests permission to purchase a one-year subscription to Parent Notices by TransACT. TransACT ParentNotices is the mobile-friendly parent engagement platform used by school district administrators, teachers, and parents to help simplify compliance and school-to-home communication in multiple languages. Purchase will be paid with General Funds.

Board Vacancy
The Board’s deadline to fill the vacancy is 60 days from April 18, which is Monday, June 17. The Board will only be selecting someone to serve until November 2024. Since there’s more than a year left on Mr, Wilson's term, there will need to be a special election in District 1 this November to elect someone to finish the last two years of his term. That seat will be on the ballot in November 2024 and again in November 2026.
