4.a. Tax Rates
Rationale

Last year’s tax rate was 52.2 for real estate and 54.5 for personal property.

Total revenue received was $6,652,614. Breakdown: Property $5,350,072 PSC $1,187,302; Delinquent $115,240

There are a couple of options each year. The first is to take the compensating rate, which is the rate that when applied to the current year’s property assessment produces an amount of revenue equal to the
revenue we received last year. The second option is the 4% revenue increase, which will produce 4% more revenue than the compensating rate.


The compensating rate for real estate is 50.3. The compensating rate for personal property is 54.5. The compensating rate would generate $6,923,813.

The 4% revenue increase rate for real estate is 52.3. The 4% revenue increase rate for personal property is 54.5. The 4% increase as listed above would generate $7,154,411. The difference between the compensating and 4% revenue increase would be $230,598.

District Finance Officer recommendation is to take the 4% revenue increase as listed above. This would bring in around $230,000 more revenue compared to last year. The real estate rate would go from 52.2 to 52.3 and the personal property tax rate would stay the same.

4.b. Agreement with BCTC
Rationale

The agreement with Bluegrass Community and Technical College (BCTC) outlines the responsibilities of both the college and the school district regarding the dual credit program.  It specifically indicates which party takes responsibility for associated expenses and tasks for dual credit enrollment with BCTC.  The 2023-2024 Memorandum of Agreement has been updated to align with the requirements set forth by SB150. 

4.c. Reading of 09.2212 AP .21 Physical Restraint and Seclusion Forms
Rationale

The Exceptional Child department requested the addition of 'Transport" to indicate if a child was removed from a class or other situation, be added to procedure 09.22112 AP .21 Physical Restraint and Seclusion Forms

4.d. Special Education Policy & Procedure Changes
Rationale

The Kentucky Department of Education recommended changes in the 'Definitions' section of the Special Education policies and procedures.  

4.e. Central Kentucky Interpreter Referral, Inc.
Rationale

The Exceptional Child department is asking for approval of a contract with Central Kentucky Referral, Inc. to provide ASL and Spanish interpreter services during the 2023-2024 school year.  

4.f. Contract with InfoHandler
Rationale

The Lincoln County Schools uses a third party billing agency, InfoHandler, to process Medicaid claims for a portion of each paid claim. The company has processed timely claims, returned claims to us that need more information, demonstrated excellent customer service and training opportunities for staff.  While the contract does not require an annual renewal, the Exceptional Child department is bringing the contract to the Board in a effort  to keep Board members fully informed of any and all contracts. 

4.g. Copier Purchase for Crab Orchard
Rationale

Crab Orchard Elementary began upgrading their copiers in 2019.  The copier to be replaced has nearly two million copies and is located in the primary wing of the building.  COE requests approval to purchase a new SAVIN IM 7000 Multifunction copier/Printer from Danville Office Equipment for $12, 898.95.  The Board of Education will purchase the machine and COE will reimburse over the course of five years. COE also requests to enter into a service contract with DOE for the maintenance of the machine, including print cartridges, parts, labor, and travel.
