2.a. 2022-2023 Staffing for Migrant Program
Rationale

The Lincoln County Migrant Program request permission to hire part-time tutors, recruiters, and office help during the regular school year and summer of 2023.  Hires will include current full-time employees, substitutes, and contracted vendors.  All cost will be paid with migrant funds. 

2.b. Gear Up MOA
Rationale

The District requests approval of the Memorandum of Agreement with Gear UP 

2.c. Branscum Construction Pay App #6 for Welding Lab
Rationale

The District requests approval of the Branscum Construction Pay. Application #6 for the Lincoln County Area Technology Center Welding Lab renovation.  Total amount is $81,296.39 to be paid out of Fund 360 with bond proceeds. 

2.d. Architect for Kings Mt. Demolition
Rationale

The Kentucky Department of Education has informed the District that an architect must be hired as part of demolition of the Kings Mountain Property.

2.e. Discussion of Tax Rates
2.f. Board Policy 09.33 Fund-Raising Activities Revisions
Rationale

Board policy 09.33 states that school-wide fund-raisers must be board approved. It also says, "All other fund-raising activities (meaning any fund-raiser that is not school-wide) shall be approved by the Principal or a designee and the School-Based Decision-Making Council." Redbook states, "The board shall approve all school-wide fundraisers.The principal or designee shall approve all other fundraisers in the school."

The proposal is to change our policy to match what Redbook states, which would mean a fund-raiser that is not school-wide can be approved by the principal/designee only. The only exception would be if a school's SBDM policy exclusively states SBDM must also approve all fundraiser requests

2.g. School Psychologist
Rationale

The District is unable to find a school psychologist and is asking to Board to approve taking one of the current positions posted and spilt that into two positions.  This allows for the hire of two retired persons with a Counselor IIA certification which allows them to give IQ and academic assessments.  

2.h. Middle School Golf Team and Coach
Rationale

The District requests approval to create a Golf Team at Lincoln County Middle School and coaching position for that team.  Dix River Country Club has agreed to allow the team to use their facilities. The coach would receive a $1,200 stipend which is equal to the recently approved pay scale for athletics. 

2.i. Field House, Press Box, Turf
Rationale

On May 12, 2022 the Board approved a resolution to conduct facilities-related projects and affairs under the provisions of House Bill 678 enacted during the 2022 Regular Session of the Kentucky General Assembly and submit to the Kentucky Department of Education as notice of this action. House Bill 678 provides a 2 year window to use bonded funds to cover athletic facilities.

Discuss using bonding funds to construct a new athletic field house and press box; install synthetic turf to be used by football, soccer, band, and other groups; and re-purpose the current athletic field house into a modern weight room facility to be used by all athletic teams in Lincoln County.
