3.a. RossTarrant Update
Rationale

A representative from RossTarrant will update the Board regarding the Lincoln County Middle School connector and the football field press box. 

3.b. BG-1 for LCMS Connector and Football Press Box
3.c. LCHS 'Bubble'
Rationale

The "bubble" at Lincoln County High School has leaked for many years. The "bubble" is neither heated or cooled.

3.d. 2022 Policy Update
Rationale

KRS 160.340 requires board policies be kept up to date.  The Kentucky School Board Association sends policy updates annually to reflect any new legislation and legal requirements.   All policy changes require a first and second reading and approval of the board. 

3.e. Insurance for 2022-2023 School Year
Rationale

Insurance coverage is needed to be in place by July 1, 2022, for the 22-23 school year.

Renewal quote from Assured Partners is as follows: Property - $209,652; General Liability - $59,896;

Professional $84,752; Automobile $159,622; Umbrella $79,949. Grand total is $593,871

through Liberty Mutual. This is an increase of $55,904 from last year.

Workers Comp quote is $166,463.87 through KEMI. This is an increase of $11,639.08 from last year. 

3.f. Alternative Concepts
Rationale

Alternative Services Concepts, LLC, is an approved claims handling company. Prior to 2018-2019, our insurance deductible for property & liability was $50,000, and Lincoln County Board of Education was considered SIR (Self Insured Retention). There are open claims prior to 18-19 and these claims are processed by Alternative Service concepts.

3.g. Pledge of Collateral Agreement
Rationale

A pledge of collateral agreement between Lincoln County Schools and Farmer's National Bank must be in place by July 1st for the 2022-2023 school year. 

3.h. Contracts for School Resource Officers
Rationale

Lincoln County Schools currently partners with the City of Stanford to provide School Resource Officers (SROs).   The cost for the 2022-2023 contract is $98,223 to be paid from the general fund.  This contract includes full-time SRO at LCMS, LCHS, and one full-time SRO to cover the elementary schools. 

3.i. Emergency Certified Teachers
Rationale

The USDOE has not updated the critical shortage areas since the 2019-20 school year.  It currently lists Early Childhood Ed, and English as a Second Lang as critical shortage areas for our region, EPSB  has approved the issuance of a 2nd emergency teaching certificate for the 2022-23 school year.  We employed 22 emergency cert teachers in 21-22 and still did not fill all vacancies.  

3.j. MOA with Wake Forest University
Rationale

The District requests approval of the Memorandum of Agreement with Wake Forest University to provide site supervision for a graduate counseling student in the district. 

3.k. Mentor Teacher Stipend
Rationale

In order to participate in the Option 7 certification agreement with the Central Kentucky Educational Cooperative, mentor teachers have to be compensated $1,000.  

3.l. Job Coach Position
Rationale

Director of Exception Children, Ms. Claudia Godbey asks the board to abolish the Job Coach position and remove it from the salary schedule. 

3.m. 2022-2023 Salary Schedule
Rationale

The 2022-2023 Salary Schedule reflects the following changes:

1. Increases Mentor Teachers to $1000.00
2. Increases the Instructor 1 position to 8 hours per day and includes it in step increases
3. Abolishes the Job Coach position 
4. Reflects the approved  3% Increase 

3.n. Personal Days
Rationale

KRS 161.154 states each district board of education may provide up to three (3) personal leave days per school year to school employees, without loss of salary. The District currently provides two (2) personal leave days to school employees.

The Certified Advisory Council has asked the Board to consider adding additional personal leave days.

3.o. LCHS Gym
Rationale

The District requests approval to name the Lincoln County High School Basketball court the "Jeff Jackson Court". 

3.p. Speech Language Pathologist
Rationale

The Exceptional Child department request approve to create an additional Speech/Language Pathologist position for the 2022-2023 school year.  The position is needs due to an increase in students who need speech/language services in our district. 

3.q. Surplus Vehicles
Rationale

The Transportation department requests the Board declare the following vehicles as surplus:

  • Buses: 0401, 0503, 0504, 0603, and 0601
  • Board Vehicle: 95 Ford F150 Tool Truck 4x4, 2001 Ford F250 Tool Truck 4 x 4, and 2000 Jeep Cherokee 4 X 4

These vehicles are out of depreciation and beyond economical repair.  

3.r. Bus Driver Hours
Rationale

The deletion of routes over the past 7 years has resulted in fewer drivers and longer routes. All routes were 6 hour routes for the 20-21 and 21-22 school years.  The Transportation Department requests approval  to make this permanent to be reflected in the job description.  

3.s. Certified & Classified Substitutes
Rationale

Board approval is required annually to hire certified and classified substitutes. 

3.t. 2021-2022 Calendar
Rationale

The previously approved 2021-22 Calendar showed 166 instead of 165 instructional days in the bottom right box.  Students met all required instructional hours, this was just an oversight that has been corrected on this calendar. 

3.u. Restraint Waiver
Rationale

Head Start requires restraints for transportation.  The District requests approval to send a waiver to Head Start so the preschool program does not have to use child restraints when students are be transported on school buses. 

3.v. Early Childhood Director Days
Rationale

The Early Childhood Director position has been a 240-day position. It is a building based position requiring evaluation and supervision of teachers, as well as the day to day operations of a the school program and aligns in many ways with the role of a principal. With the Head Start/Early Head Start  personnel budet above 90%  there needs to be a reduction in personnel cost.  For these reasons, the Early Childhood program is asking to reduce Preschool Director's contract days  from 240 to 225 days aligning with Principals' contract days.  The change will save approximately $5,000.00 annually.
