3.a. Board Policy 03.6 Volunteers
Rationale

Currently, policy 03.6 states that volunteers who come on a regularly scheduled and or/continuing basis shall have a fingerprint background and a CA/N check completed.  This costs the volunteer $61.25 to complete as compared to a volunteer background which costs $10.00.  District policy says ‘shall’ but the law KRS 160.380 (6)(d)says ‘may’.

(d) A superintendent may require a volunteer or a visitor to submit to a national and state criminal history background check by the Department of Kentucky State Police and the Federal Bureau of Investigation and have a clear CA/N check, provided by the individual

The District requests to change the volunteer policy to match the law.

3.k. Administrative Support for the Exceptional Child Dept.
Rationale

The Department of Exceptional Children is responsible for a tremendous amount of tedious record keeping, meeting deadlines for reports, and maintaining accurate data for a site visit that could happen at any time. The EC department has been short two EC Lead teachers this year, which has led to the Director acting as an EC lead teacher and several of the EC lead teachers being used to cover multiple schools.

The department needs support with the record keeping, filing, purchasing, medicaid compliance, correspondence, reports to both KDE and the Federal office of IDEA, preparing reports, maintaining correspondence with the various offices including the Office of Vocational Rehabilitation, the Office of Disability Determination, and the Kentucky Department of Education.

The Exceptional Child Department is seeking Board approval to hire a 240 day administrative support staff person, who would serve the entire EC department by completing the items listed above (and others as the job description is developed).  The position will be paid with IDEA funds. 

3.l. ERSEA Training
Rationale

A critical part of the Head Start program is Eligibility, Recruitment, Selection, Enrollment and Attendance (ERSEA).  There are very intricate pieces of this process that are ever changing. A training is being offered June 27-29 in South Carolina and the Early Childhood program would like to send three (3) of the family liaisons as it is a primary piece of their job duty.  Registration and travel costs will be paid with Head Start and Early Head Start grant program.

Rationale

The District is requesting approval of the 2022-2023 Section 4 & Section 5 Final Staffing Allocation formulas.

3.p. Bid for Bus Parts & Supplies
Rationale

No bids were received for bus parts and supplies for the 2022-2023 school year.

The District is requesting approval of  the following vendors as bus parts & supplies vendors for the 22-23 school year:

Kimball Midwest, Stanford Auto Parts, A&A Auto Parts, Battery Warehouse, Bluegrass International, and Fleet Pride.

These are all approved vendors that are currently being used. Mr. Craiger would also like to add Boyd Company and Truck Pro to the approved vendors list. The Finance office has solicited pricing from these vendors to have on file.

3.q. Branscum Construction Pay App. #2
Rationale

The District requests approval of Branscum Construction Pay Application #2 for the Lincoln County ATC Welding Lab Renovation. The total amount is $45,015.94. This will be paid for out of Fund 360 with bond proceeds.

3.r. Amend BG 21-189 for Security Upgrades
Rationale

The BG 1 for district-wide security upgrades needs to be revised to match the school security funds reimbursement request 

3.s. Amend BG 21-305 for the Welding Lab
Rationale

The BG1 for the welding lab renovation needs to be amended to reflect small changes.

3.t. Bid for School Pictures
Rationale

The District requests awarding the bid for all categories of school pictures to Strawbridge Studios for the 2022-2023 school year.  This bid can be extended for two additional years at the agreement of both parties. 

 

  • Senior Portraits - Strawbridge Studios: 20% commission with attached price list
  • Cap & Gown Pictures - Strawbridge Studios: 20% commission with attached price list
  • Class/Group Pictures - Strawbridge Studios: 20% commission with attached price list
  • Underclassmen Pictures - Strawbridge Studios: 30% commission with attached price list

3.u. Bank Depository Services
Rationale

The District requests bids for bank depository services from July 1, 2022 through June 30, 2024. One bid was received from Farmer's National Bank. Interest rate will be .5% which remains the same as the current rate.

3.v. MOU for Counseling Services
Rationale

Phoenix Preferred Care and Resilience Counseling Services provide needed services to Lincoln County students. 

3.w. iReady Purchase
Rationale

The District requests approval for the purchase of iReady for three (3) years using ESSER funds. 

3.x. FRC Contracts
3.y. Brick at LCMS
Rationale

LCMS has leaked rain water for years during heavy storms causing the water to get in different areas school.  These leaks are not caused by the roof but are caused by bad flashing inside of the brick.   Schnell Contractors was able to successfully fix the stage area in the gym 2 summers ago. The District requests to hire Schnell Contractors to fix the issues with brick and discuss whether to do it all now or separate the job between the next 2 summers.

Rationale

Family Health Care Associates terminated their contract with Lincoln County Schools effective April 10, 2022.  Therefore, the District requests approval to start the contract with Cumberland Family Health as soon as possible, rather than waiting for the July 1 start to the fiscal year.
