2.a. Roberts Rules of Order
2.b. Municipal Advisor Agreement
Rationale

The Municipal Advisor Agreement formally appoints RSA Advisors, LLC  as our Municipal Advisor so that they may provide the services listed within the agreement.  It also outlines how RSA has the fiduciary duty to place the district's best interests first.

2.c. KETS Offer of Assistance
Rationale

The KETS offer of assistance is for $30,013 to support the implementation of the District technology plan.  Funds can be escrowed for up to three (3) years. 

2.d. MOU with Mindsight & Nurture Nest
Rationale

The Memorandums of Agreement with Mindsight Behavioral Health Group and Nurture Nest allows students to receive mental health services at their school. 

2.e. MOA with Berea
Rationale

The District was awarded a new Gear Up Promise Zone grant. The grants begins with the 2021-2022 Sixth grade students.  Overall amount of the grant each year is $161,000 for a total of $1,130,500 over the seven (7) year life of the grant. 

2.f. Bus Purchases
Rationale

Transportation requests to purchase five (5) school buses as part of the District plan to maintain an adequate, reliable, and safe fleet. 

2.g. External Booster for Bass Fishing
Rationale

The Lincoln County High School  Bass Fishing team is requesting permission to open an external booster club account at First Southern Bank.

2.h. Archery Coaches
Rationale

The Archery program request to change the structure of the archery program in hopes of attracting more coaching candidates and to make the logistics easier for the program to practice. Currently, there is a high school head coach position and a separate middle school head coach position. The Athletics department would like to change this to an Archery Head Coach and Assistant Archery Coach positions.

One coach will oversee both programs with the aid of the assistant coach. Practice would be in the McGuffey gym with the Student Support Center available as needed. The change in practice location will make it easier for students to attend. Currently, the LCHS Head Coach position pay $1,500 annually and the LCMS Head Coach position pays $1,000 annually.  With the change, the Head Coach will make $1,500 and the Assistant Coach will make $1,000. 

2.i. Agreement with Nike/BSN
Rationale

The Athletics department requests permission to enter into a five (5) year agreement with Nike/BSN.  This agreement allows Lincoln County High School teams to purchase products and apparel at a discount. In addition, Nike provides $10,000 per year to be used for products and apparel. 

3. Action Items
3.a. McKinney Elementary Facility & Property
Rationale

The Board declared McKinney Elementary as surplus property on December 12, 2019. A lawsuit was then filed by King, Broadbent, & McKinney School Recovery, Inc. On September 20,2021, the Court GRANTED the Defendants' Motion for Summary Judgment. Since there was no appeal filed, the Kentucky Department of Education approved McKinney Elementary as surplus property. The district has since submitted a request to dispose of this property and the Kentucky Department of Education has tentatively approved the disposal. Ultimately, the decision to dispose or not dispose the property is up to the Board. 

3.b. Mask Mandate
Rationale

On September 9, 2021 the Board approved a masking mandate for students and staff while inside the school building for the 2021-2022 school year. Since then, the incident rate of COVID-19 has decreased dramatically.

Note:
Students at Lincoln County ATC must wear masks.
Students must wear masks when riding the school bus.
