3.a. Dual Credit Certification Program
Rationale

There is a lack of qualified teachers to teach dual credit classes at the high school level. For this reason, the District requests approval of tuition reimbursement to certified teachers who wish to become qualified to teach dual credit courses.  In return, teachers who receive reimbursement will sign a five (5) year commitment to teach dual credit classes in the Lincoln County School District or will reimburse the district at a rate of 20% of the total cost of tuition and fees for each remaining year. 

3.b. Part-time Family Resource Center Specialist
Rationale

Lincoln County Middle School's Family Resource Center received a grant which will fund a part-time employee to assist with mental health needs of students.  The District requests approval to create the grant-funded position, approval of  the job description and addition to the salary schedule. 

3.c. Bus Driver Additional Hour for Cleaning
Rationale

Bus drivers are required to deeply clean buses daily to help prevent the transmission of COVID-19. The District requests an additional hour for bus drivers to complete this requirement. 

3.d. LCHS Band Fees
Rationale

Band fees are currently $100 per year, per student.  This generates roughly $1000 to $1500 annually and is used for uniform &instrument maintenance, t-shirts, music, custom marching band formation, equipment repairs and purchase,  and other program related expenses. 

3.e. Funding Assurances
Rationale

The Superintendent must submit District Funding Assurances to KDE annually. The Board must also approve the District Funding Assurances.

3.f. Revised 05.41 AP .2 Drills and/or Disaster Report
Rationale

Safety director, Mr. Jeff Craiger, requested a return to the original 2006 Drill and Disaster report form. 

3.g. 2022-2023 One to One Contracts
3.h. Exceptional Child Virtual Teacher Position
Rationale

Exceptional children have signed up for the virtual platform for the remainder of the school year.  In order to meet the specially designed instruction specified in each student's IEP, an exceptional child teacher is needed.  The EC Virtual teacher will provide specific instruction and collect progress monitoring data.  The position is paid through IDEA ARP funds given to the District to support exceptional children who have learning loss or are being educated through non-traditional means. 

3.i. Adult Lunch Prices
Rationale

 Current adult lunch prices are not meeting the reimbursement cost for lunch and need to be raised to $4.60.

3.j. FY2021 KETS Technology Activity Report
Rationale

The KETS FY 2021 Technology Activity Report must be approved by the Lincoln County Board of Education and then submitted to the Kentucky Department of Education.  This report determines subsequent offers of assistance from state matching education technology funds.

3.k. Working Budget
Rationale

The Working Budget is due to the Kentucky Department of Education by September 30, 2021

3.l. Final SBDM Allocations
Rationale

Schools receive their final SBDM allocations by September 15, 2021. The following changes are based on the September 2, 2021 ADM report:

  • An additional .5 teacher at Hustonville Elementary
  • An additional .5 teacher at Lincoln County Middle
  • An additional .4 teacher at Crab Orchard Elementary 

4. Action Items
4.a. MOA/MOU with Outside Agencies
Rationale

The District requests approval of the Memorandums of Agreement/Understanding with outside agencies to provide necessary therapies to students. 

4.b. Request a Finding
Rationale

The new draft District Facility Plan includes the renovation of existing program spaces at the Lincoln County Area Technology to create a new welding lab. The Kentucky Department of Education is estimating the new District Facility Plan will not be approved by the Kentucky Board of Education until December 2021. In order to move as swiftly as possible to create a new welding lab, the Board will need to request a finding in our current District Facility Plan. This motion will allow the Local Planning Committee members to reconvene and ask KDE to make a minor change in our current District Facility Plan.

4.c. Additional Contact Tracer Positions
Rationale

The District is in need of two (2) additional contact tracers to keep pace with the increasing number of students/staff in quarantine.

5. Addendum Items for Discussion
5.a. Abolish Instructional Technology Coordinator Position
Rationale

The current Instructional Technology Coordinator retires in October, with a final day of work set as September 30, 2021.  The District requests to abolish the position effective October 1, 2021.  

5.b. Director of Secondary Schools Position
Rationale

There is a need to create a Director of Secondary Schools position within the district.  This position would provide support to both Lincoln County Middle and Lincoln County High schools.  The position would be funded through the general fund.  

5.c. School Psychologist Position
Rationale

The Exceptional Child department requests to take a 1.0 school psychologist position that can not be filled, and break that position into two  .5 positions so that two retired persons can be hired for the position.  Breaking the position into two positions also provides the opportunity to hire one person who can serve as a Counselor IIA and one as an Educational Diagnostician. Both can assist in assessments, as well.  Both positions will be paid with IDEA funds.
