3.a. Bonding Capacity Update
Rationale

Mr. Lincoln Theinert, RSA Advisors, will present an update on the District's  Bonding Capacity.

3.b. Kings Mountain Property
Rationale

Fire Chief, Mr. Ashley Powell, asked to discuss the possible acquisition of property at the former Kings Mountain Elementary School.  This property would be used to build a EMS substation.  

3.c. Tax Rates
3.d. Data Security and Breach Notification
Rationale

The Board reviews the  Data Security and Breach Notification Best Practice Guide annually.

3.e. 2021-2022 District Emergency Operation Plans
Rationale

The Lincoln County School District's Emergency Operations Plan requires board approval annually. 

3.f. Buses for Surplus
Rationale

The transportation department requests approval to surplus four buses that are out of depreciation and beyond sensible economical use.  Buses for surplus are: 0403, 0404, 0405, and 0501

3.g. Bus Purchase
Rationale

The transportation department requests approval for the purchase of two (2) special needs buses.  Buses are $125,000 each to be purchased from the Boyd Company and paid with IDEA funds.   

3.h. Family, Health, & Disabilities Manager
Rationale

The Family, Health and Disabilities Manager position was recently created to better align with the Head Start standards. The job description specified “Leadership Certification preferred” which Head Start/Early Head Start would like to change to “required” in order to assist with evaluation and also to serve as site supervisor for the EarlyHS program which is required by daycare regulation. Ten (10 ) more extended days are also requested since Early Head Start is in session for more days than the regular school schedule. IDEA preschool remains as the funding source. 

3.i. 21st CCLC Director Position
Rationale

With the award of 21st Century Community Learning Center grants at every school, the District hired a second program director to help with the increased workload.  In May, that director left and the position has not been filled.  Rather than hire new, the District would like to add a $2,000 per school stipend to the director salary.  The stipend will save the grant $18,924.00 annually.  The 21st CCLC grant pays 100% of the salary and stipends. 

3.j. MOA with Midway University
Rationale

The Lincoln County School District and Midway University have a long standing partnership in allowing Midway University students to complete their student teaching in Lincoln County.

3.k. MOA with Murray State University
Rationale

Murray State University's Counselor of Education program has been accredited nationally on a continuous basis by the Council for Accreditation of Counseling and Related Educational Programs (CACREP) since 2013. The enclosed Memorandum of Agreement confirms the partnership between the Lincoln County Schools and Murray State University. The district will provide an opportunity for clinical experience for Murray State University student internships and student practicums in Counseling. 

3.l. COVID-19 Emergency Days
Rationale

The federal emergency paid sick leave and federal emergency paid FMLA benefits due to COVID-19 expired on December 31, 2020. The Board can authorized unlimited paid COVID-19 emergency days for employees who are quarantined by the District, Health Department, or doctor. The COVID-19 emergency days are only for employees who are fully vaccinated with one of the federally authorized COVID-19 vaccines. Employees who refuse vaccination would have to use other types of leave available to them (for example, sick leave, personal leave, regular FMLA and unpaid disability leave). 

3.m. Supervision Hours for MHS and CSW
Rationale

Lincoln County does not have counselors that diagnose, create treatment plans, or offer psychotherapy services to students in school; students must be referred out to other agencies. Some agencies see students at school but others require the student to be seen in office.  Barriers such as transportation, cost, and lack of follow through do not allow students to receive the services they need. 

The District requests approval of a contract to pay for supervision hours for Mental Health Specialist Rachael McCrystal and Certified Social Worker Megan Brown.  Supervison hours will be paid with ESSER funds. This will allow them to diagnose, create treatment plans, and provide psychotherapy services to students in school. They will in turn provide free supervision in district.
