3.a. Emergency Days
Rationale

The federal government granted COVID-19 days for employees. These expired December 31, 2020. The Board approved additional COVID-19 days for employees who test positive for COVID-19 or are quarantined due to COVID-19. 

Some employees experienced adverse reactions after the second COVID-19 vaccination and took sick days because they were unable to work.

The District is requesting one Emergency Day for all employees that can be used by employees were unable to come to work after receiving their second COVID-19 vaccination. This would be retroactive for those who took sick days last week due to the second COVID-19 vaccination.

3.b. COVID-19 Emergency Days
Rationale

The federal emergency paid sick leave and federal emergency paid FMLA benefits expired December 31, 2020. If a Board has authorized a local fringe benefit that provides for paid Covid-19 related leave, that Policy would need to state that the Covid-19 related leave is available for only those employees who are fully vaccinated with one of the federally authorized Covid-19 vaccines. In this event, employees who refuse vaccination would have to use other types of leave available to them (for example, sick leave, personal leave, regular FMLA and unpaid disability leave).

The District would like to Modify the resolution to state individuals who refused vaccination we will no longer be eligible for COVID-19 Emergency Days for absences due to "quarantines from exposure" beginning on April 1, 2021. Individuals who have started the process of vaccination but not yet fully vaccinated by March 30, 2021 may continue to request COVID-19 Emergency Days for absences due to "quarantines for
exposure" and those requests will be considered on a case-by-case basis.

 

 

3.c. Need for Classified Substitutes
Rationale

During the last Principals Meeting, principals shared struggles in securing substitutes for cooks, custodians and instructional assistants.

Discuss ways to increase the substitute pool for classified positions.

3.d. COVID Funding for Head Start
Rationale

The Division of Child Care is providing more funding related to COVID 19.  The Early Head Start program is requesting to apply for this money  which would solely benefit the Early Head Start Program. 

3.e. Bids for Fire Protection, Pest Control, Waste Removal, Cold Drinks, and Snack Vending
Rationale

The finance office is requesting permission to accept sealed bids for the following categories for the 2021-2022 school year: fire protection, pest control, waste removal, cold drinks and snack vending. 

3.f. School Pictures Bid
Rationale

Bids were previously submitted for school pictures for the 19-20 school year.  The option to renew an additional two years was included in the bid documents if both parties agreed to the same terms in the bid document.

3.g. Family Health Care for 2021-2022 School Year
Rationale

Bids were previously submitted for school health services for the 20-21 school year.  The option to renew an additional two years was included in the bid documents if both parties agreed to the same terms in the bid document

3.h. Bids for Drug Testing
Rationale

Bids were previously submitted for drug testing for students, staff and bus drivers for the 20-21 school year.  The option to renew an additional two years was included in the bid documents if both parties agreed to the same terms in the bid document.

3.i. Bids for Mowing
Rationale

Bids were previously submitted for mowing for the 2019 mowing season.  The option to renew an additional two years was included in the bid documents if both parties agreed to the same terms in the bid document.

3.j. Additional Allocations
Rationale

Enrollment numbers have decreased during the COVID-19 pandemic. Additionally, student needs have increased during the pandemic. Schools need help staffing the appropriate number to address learning loss.

For this reason the District is requesting  to pay for .5 Instructional Coach in each building. Also, provide one additional certified position for each school (beyond normal allocations). This is for the 2021-2022 school year only. These additional allocations would be paid using CARES funds.

Rationale

The MOA with the University of Kentucky provides Lincoln County High School students access to Dual Credit classes.
