4.a. Reporting to Work During Inclement Weather
Rationale

Students originally completed packets of review material during NTI Days. When schools shut down in-person instruction last March, the focus shifted to providing new instruction during NTI Days. District and school leadership agree that having staff report to their work station provides a better instructional experience for our students. This includes days students do not report to school due to inclement weather. We ask that staff use sound judgment and report to work once the roads are clear. If an emergency arises, staff should contact their immediate supervisor to discuss. Classified staff have always been required to report to work.

4.b. Kentucky Career Center Presentation
Rationale

KY Career Center has received grants to provide Internships to eligible adults and a Dislocated Worker Grant to employ those who have been displaced due to COVID-19.  The grants allow KY Career Center to place workers in specific duties and pay them for their work in district while the workers gain experience and skills.  They provide workers comp insurance to their workers.

4.c. Refinancing the Series 2012 Bond
Rationale

District will meet with RSA Advisors, LLC to discuss our Series 2012 Bonds for a potential to refinance and lock in savings. Based upon current interest rates a savings of approximately $150,000 (and feasibly more) is possible. The Board needs to approve Bond Resolutions to allow RSA Advisors, LLC to move through the approval process. This requires KDE approval and is a slow process (up to 6 weeks). In a worst case scenario, if interest rates sky rocket between Board approval of the Resolutions and the time of the Bond Sale, there is no cost to the District. Having the approvals would put the District in a position to move quickly once rates lowered back down and savings could be achieved.
 

4.d. ESSER II Funds
Rationale

The District will receive $5,609,956 million in ESSER II. This is the largest and most flexible allocation of discretionary K-12 funding in our lifetimes. Funds can be used to: address learning loss due to COVID-19, including payment for methods of assessment and tracking; repair and improve school buildings related to health needs and cutting disease transmission; pay for nurses, mental health professionals, and emergency leave days for employees; pay teacher salaries to support intervention and remediation services, and pay for substitute teachers when regular personnel are absent on COVID-19 isolation or quarantine.  

District Administration, Principals, and Instructional Coaches were surveyed for their input on the best use of these funds.  Survey results were provided to board members. 
 

4.e. Revised Procedure 03.11 AP.26 Letter of Intent
Rationale

The Letter of Intent has been revised to include questions regarding National Board Certification and Retirement.

4.f. Tentative Section 4, Section 5, & Section 7 Staffing Allocation Formulas
4.g. Floor Plan Development for a Welding Lab
Rationale

A needs assessment indicates a desire for a welding program at the Lincoln County ATC. The District would need to construct a welding lab at the ATC for the program. The District seeks permission to contract with Sherman Carter Barnhart to develop floor plans for the conversion of an current lab into a welding lab. The District is not obligating itself to construct a lab with this requested action. This action provides the Local Planning Committee an option of including a welding lab in the District Facilities Plan.

4.h. Board Policies 09.1223 Admission to Fort Logan High School, 09.4341 Alternative Education Program
Rationale

As Fort Logan High School is no longer in operation, Board Policy 09.1223 Admission to Fort Logan High School should be abolished.  Furthermore, Board Policy 09.4341 Alternative Education Program should have the reference to "Fort Logan School" replaced with "Alternative Education Program".

4.i. Administrative Procedures 09.12 AP.21 Nonresident Student Admissions, and 09.4341 AP.1 Alternative Education
Rationale

Administrative Procedures 09.12 AP.21 Nonresident Student Admissions and 09.4341 AP.1 need to have reference to Fort Logan school removed. 

4.j. 2021-2022 Insurance Quote
Rationale

The 2021-2022 student accident insurance quote from Hartford reflects a slight decrease in the premium compared to last year.  Total premium is $80,759

4.k. Revised 2020-2021 School Calendar
Rationale

The calendar has been adjusted to include the January 28, 2021 snow day. The last day for students is now May 28, 2021. 

4.l. Revised Job Description for the Director of Transportation & Safety
Rationale

The original Director of Transportation & Safety job description requires a Bachelor's degree in business.  The revised description allows for a combination of experience and education.
