Rationale

Per The Kentucky School Facilities Planning Manual, the local board of education shall select Business/Community Leaders to serve on the Local Planning Committee. Legal Notice was placed in the Interior-Journal for Business/Community leaders to apply but no nominees were received. In the event nominations are not received, the local board of education shall select the Community/Business leaders. The Business/Community Leaders shall not be employed by the LEA or serve on the local board of education. In addition, nominees must provide a letter of agreement to serve.

Rationale

The Fidelity Bond requirements summarized in KRS 160.560 require an official bond be approved by the local Board of Education and the Commissioner of Education.

Rationale

Presentation of Ky HB 352 / Ky SB1 District Wide Security Upgrades, Construction / Contract Documents and BG-1 financial page to submit to KDE for approval of contract award to Schiller Hardware via Kentucky Price Contract Master Agreement.

This action will start key card lock purchase/installation project on numerous doors in our schools across the district. This project will be paid for by using SB1 funds provided by the state.

 

5.k. Supervison Hours for Mental Health Specialist
Rationale

Lincoln County does not have counselors that diagnose, create treatment plans, or offer psychotherapy services to students in school; students must be referred out to other agencies. Some agencies see students at school but others require the student to be seen in office.  Barriers such as transportation, cost, and lack of follow through do not allow students to receive the services they need.  

5.l. Declare Buses as Surplus
Rationale

The Transportation Department would like to declare six buses as surplus and take sealed bids which allows them to reject any/all unacceptable bids. Each unit is determined to be unneeded to transport students daily in a safe manner and are no longer eligible for further depreciation.

5.m. Contract for Legal Services
Rationale

The Chenoweth Law Firm ceased existence as of Dec. 31st of 2020, due to the retirement of the senior Mr. Chenoweth. The junior Mr. Chenoweth has moved to another law firm. Our district has several pending legal matters that we wish to transfer with the junior Chenoweth for the continuity of the representation. We also wish to be prepared for the future in the event that we need the specific legal skills that Mr. Chenoweth can provide us by having an as needed contract in place.
