2.a. Revised Safety and Security Projects Step by Step Process
Rationale

The Kentucky Department of Education has determined that districts do NOT need to modify their DFP’s in order to utilize security funds for “SB-1 security items”…but rather, only need to submit a “properly prepared” BG-1 Project Application; prepared as follows:

  • On the BG-1 Project Application, Identify the Project Type as Security.
  • If the work is on the current/KBE approved DFP, identify the DFP Priority(s).
  • If the work is not on the current/KBE approved DFP, check Project Not Listed On DFP.
  • FOR EACH SUBJECT SCHOOL CENTER - Describe the work to address the items below and enter this information under SCOPE.

1. Main entrance electronic lock – provide the number needed for compliance

2. Main entrance camera – provide the number needed for compliance

3. Main entrance intercom – provide the number needed for compliance

4. Classroom door locks – provide the number needed for compliance

5. Classroom door window covering – provide the number needed for compliance

6. Exterior door access control – provide the number needed for compliance

For approval of the BG-1, the language of the project description must PRECISELY match the wording within the statute…..for example, it is NOT approvable to indicate the work as “Intercom system and classroom window covering”….but rather, the work must be listed as “Main Entrance Intercom” and “Classroom Door Window Coverings”

2.c. District Facility Plan Process
Rationale

As reflected in the Board approved August 6, 2020 minutes, Attorney Jonathan Baker was in contact with KDE to allow the district to move forward with the District Facilities Plan without restriction. However, it was not until September 16, 2020 that KDE and their legal department provided written communication that it is now a local decision if the Board plans to move forward with the district facilities process. If the Board decides to move forward, KDE has now indicated their ability to assist. 

2.d. COVID Days
Rationale

The Kentucky Department of Education has given districts the option to approve unlimited paid COVID-19 days for school employees. Currently staff have a total of 14 days of paid COVID-19 days that expire on December 31, 2020.

2.e. Mental Health Provider
Rationale

The Kentucky Center for School Safety in conjunction with KDE and the Kentucky General Assembly has allotted each school district in Kentucky the sum of $43,000 to assist in providing mental health providers in schools.  As defined by SB 8 (2020) a school based mental health service provider is as a school social worker, school psychologist or school counselor.

2.f. MOA with EKU for Dual Credit Classes
Rationale

The purpose of the Memorandum of Agreement is to assign the responsibilities and outline the conditions in which Eastern Kentucky University will provide Dual Credit opportunities for the students of Lincoln County Schools. 

2.g. Medical Services for Early Childhood Participants
Rationale

Early Childhood is required to provide students with mental health, medical, vision, and dental services. 

2.h. Changes to the Salary Schedule
Rationale

Early Head Start Teachers and Family Liaisons do not have an hourly rate for 25+ years, only a daily rate.  FRC and 21st Century Coordinator substitutes do not have a sub rate.  

2.i. Contract with DOE
Rationale

Highland Elementary is purchasing a new coper for Danville Office Equipment.  The service contract for this purchase requires board approval.

3.b. COVID-19 Contact Tracer
Rationale

Due to COVID-19 quarantines and active cases within Lincoln County, the District is requesting a temporary full-time Contact Tracer dedicated to working with the Lincoln County Health Department and School Contact Tracers to identify and notify exposed individuals, provide education, information and support to help patients understand their risk. FEMA will fund 75% of this position's salary.
