4.a. Annual KSBA Recommended Policy Update
Rationale

Every year the Kentucky School Board Association reviews and  updates the district policies to reflect any changes made during the legislative session. 

4.b. Revised Employee Handbook
Rationale

Every year the district updates its handbook to reflect any changes in personnel or policy. 

4.c. Change to LCMS Stipends
Rationale

Currently content leads at LCMS do not receive a stipend.  The middle school requests a redistribution of the current stipend monies to compensate content leads for their time and effort.  This will also better align the stipend schedule with the high school stipend schedule.  No additional money is being requested. 

4.d. Salary Schedule for the 2020-2021 School Year
4.e. Contract with Alternative Service Concepts, LLC for Claims
Rationale

Alternative Service Concepts, LLC, is an approved claims handling company.  Prior to 2018-2019, our insurance deductible for property and liability was $50,000, and Lincoln County Board of Education was considered SIR (Self Insured Retention). There are open claims prior to 2018-2019 and these claims are processed by Alternative Service Concepts. The annual contract is $13,700 which is a reduction of $2,750 from our current contract.

4.f. Fuel Bids
4.g. Penal Sum of the Bond of Depository for 2020-2021
Rationale

The penal sum of the depository bond shall be at least equal to either 1) 103% of the current daily balances in each account; or 2) the highest balance in each account in each month, for all accounts in the previous year.  Security for the bond will be deposited with First National Bank of Baton Rouge, LA (as escrow agent) in an amount equal to the penal sum of the bond.

4.h. Contract with Reed Braille Inc.
Rationale

The District is required to provide services and instruction in Braille for students with visual impairments.  Reed Braille Inc. has provided these services to Lincoln County for several years. The rate for the 2020-2021 school year is $80.00 per hour a $5.00 per hour increase over last year. 

4.i. Exceptional Child Teacher Position
Rationale

The separation of the current Behavior Support Classroom model and the placement of students in their home schools has created a need for an additional Exceptional Child teacher at Waynesburg Elementary.  This position is necessary to ensure all student needs are adequately and safely met. This position is paid with the Individuals with Disabilities Act funds and is of no additional cost to the general fund. 

4.j. Chairperson for Section 504 Meetings
Rationale

All 504 meeting Chairperson selections are to be brought to the board for approval annually.  For this reason, the district request the the following positions are designated as District Representative for Section 504 meeting for the 2020-2021 school year:

  • Director of Special Education & 504 Services
  • Chief Academic Officer
  • Preschool Director
  • Principals
  • Assistant Principals
  • Guidance Counselors 

4.k. ARC Committee Chairperson
Rationale

All Admissions and Release Committee (ARC) meeting Chairperson selections are to be brought to the board for approval annually.  For this reason, the district request the the following positions are designated as District Representative for ARC meetings for the 2020-2021 school year:

  • Director of Special Education & 504 Services
  • Chief Academic Officer
  • Special Education Lead Teachers
  • Preschool Director
  • Principals
  • Assistant Principals
  • Guidance Counselors 

4.l. Wilderness Trace
4.m. School Resource Officers
Rationale

As requested at the April School Board meeting the Stanford Police Department and City of Stanford offer the following options to provide School Resource Officers during the 2020-2021 School Year. 

  • OPTION 1-CURRENT CONTRACT:  Includes SRO full time at high school, and SRO to travel and cover Middle and elementary. Total Cost: $59,804 or $14,951 per quarter. 

  • OPTION 2:  Includes SRO full time at high school, and SRO full time at Middle School and SRO to travel and cover elementary Schools (2-3 days per week) Total Cost: $73,000 or $18,250 per quarter.

  • OPTION 3:  Includes SRO full time at high school, and SRO full time at Middle School and SRO to travel and cover elementary Schools full time (5 days per week) Total Cost: $83,000 or $20,750 per quarter.

4.n. Extra Duty Pay for Certified and Classified Staff
Rationale

With the possible approval of the  "Lincoln County Athletics Return to Play Plan" coaches will begin working with student athletes.  It also appears all schools will return to school by September 1st.  

4.o. MOA with New View
Rationale

New View provides social, emotional, and behavioral services to students. 

4.p. Early Kindergarten Admission
4.q. 21st CCLC Site Coordinator Days
Rationale

A new condition of the 21st Century Community Learning Center grant requires all site coordinators/directors to work 220 days per year.  For this reason we need to increase the site coordinator days by 20 days. All 21st CCLC salaries and fringe are paid through grant funds.
