This is a rally for all state employees! We need to rally together. It is being sponsored by KY United We Stand and co-sponsored by Kentuckians for the Commonwealth, KEA, Bluegrass Activists Alliance, Save Our Schools KY, KY United, Kentucky Government Retirees, Kentucky Public 

retirees, Greater Louisville Central Labor Council, Teamsters Local 783, Jefferson Co Teachers Association, Kentucky State AFL-CIO, Jefferson County Association of Educational Support Personnel/AFSCME Local 4011, AFSCME Council 962 and SEIU.

5. Budget/Financial Update
Rationale

So their revenue bill, House Bill 366

It eliminates a $10/person state income tax credit, creates a 25-cent/dose tax on opioid distributors selling to pharmacies, and raises the cigarette tax by 50 cents.

The bill also suspends the state's film tax credit program

House Republicans called HB 366 a "placeholder," saying they are committed to taking up tax reform before the session ends as a way to increase revenue coming into the state

The bill fully funds the actuarially required contribution for the state's retirement systems for the first time in years,

It also keeps retired teachers from having to pay for their health care. (The state covers the cost for the first year of the budget, but it requires KTRS, the Kentucky Teachers Retirement System, to cover the cost the second year.)

Unfortunately HB200 (House Budget) still contains a provision to move TRS employees into the merit system under the Personnel Cabinet in State Administration.
