Rationale

We believe the Senate Education Committee will consider and act upon HB 520, the charter schools bill, this morning at 8 a.m.  We are under the impression that there is an agreement on an amended version of the bill, and there are likely already enough confirmed/pledged votes to pass the compromise version in the full Senate and House tomorrow.  There is a good chance that this bill will be acted upon by both chambers, and sent to the Governor's desk for his consideration, all by midnight tomorrow.

We will not know the changes made to the bill until it is made public this morning in the committee meeting.  Our concerns, and KSBA's opposition to this bill, have been communicated.  Going into the Senate, there were many large issues, and small detailed issues, to be addressed in this bill.  We will provide information on the new version of the bill as soon as we are able to analyze it tomorrow.

On other fronts, HB 151, the "neighborhood schools" bill was announced last night as having died in the process.  It therefore does not look like it will become law this session.  We still do not know the plans for SB 1, the new assessment/accountability system bill.  It is still awaiting consideration by the full House.

11. KCCS Tipline
Rationale

Board needs to approve a decree to get it started.  Principals (usually MS&HS) must be willing to receive reports which means that they’d be compelled to act when/if notified. This could be a very useful tool.
