Consider Ordinance 17-2026 entitled AN ORDINANCE AMENDING THE ANNUAL BUDGET FOR THE FISCAL YEAR BEGINNING JULY 1, 2026 AND ENDING JUNE 30, 2027, AND AMENDING ORDINANCE 10-2026 TO REVISE BEGINNING FUND BALANCES, CARRY OVER APPROPRIATIONS FOR ALL OUTSTANDING ENCUMBRANCES, CAPITAL PROJECTS AND RE-BUDGET FUNDS.
Budget amendment #1 for fiscal year 2026-2027 to revise beginning fund balances, carry over appropriations for all outstanding encumbrances, capital projects and re-budget funds.

Consider Ordinance 18-2026 entitled AN ORDINANCE LEVYING AD VALOREM TAXES FOR MUNICIPAL PURPOSES FOR THE FISCAL YEAR COMMENCING JULY 1, 2026, AND ENDING JUNE 30, 2027, AT THE RATE OF 25.60 CENTS PER $100 OF ASSESSED VALUATION OF REAL PROPERTY, 28.44 CENTS PER $100 OF ASSESSED VALUATION OF PERSONAL PROPERTY, AND 30.30 CENTS PER $100 OF ASSESSED VALUATION OF VEHICLES, AND PROVIDING FOR THE COLLECTION AND APPORTIONMENT OF SAME.
The Board of Commissioners has heretofore determined that a tax rate of 25.60 cents per $100 of assessed valuation of real property and a tax rate of 28.44 cents per $100 of assessed valuation of personal property, and a tax rate of 30.30 cents per $100 of assessed valuation of vehicles will be necessary to help meet the anticipated expenditures of the City for the fiscal year beginning July 1, 2026 and ending June 30, 2027.

Consider Municipal Order 28-2026 entitled A MUNICIPAL ORDER AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE A MEMORANDUM OF AGREEMENT BETWEEN THE CITY OF OWENSBORO AND DAVIESS COUNTY FISCAL COURT FUNDING A JUVENILE DRUG AND MENTAL HEALTH COURT PROGRAM FOR FOUR (4) YEARS.
The City and County wish to enter into a Memorandum of Agreement that the City and County will each provide funding for the Juvenile Drug and Mental Health Court Program in the amount of $75,000.00 annually for the next four (4) years through December 31, 2030.

Consider Municipal Order 29-2026 entitled A MUNICIPAL ORDER AUTHORIZING THE CITY OF OWENSBORO TO TRANSFER A 0.022 MILE SECTION OF HAYDEN ROAD TO THE COMMONWEALTH OF KENTUCKY, FOR THE USE AND BENEFIT OF THE KENTUCKY TRANSPORTATION CABINET; AND FURTHER AUTHORIZING THE MAYOR TO EXECUTE THE DEED FOR THE CONVEYANCE.
The City of Owensboro currently maintains a 0.022 mile section of Hayden Road and now agrees to the Commonwealth of Kentucky's request through its Transportation Cabinet to transfer this section to the State.

OPEN PUBLIC FORUM
Members of the audience may address the Board of Commissioners on any matter of public concern that was not on the agenda. Comments are limited to issues within the scope and responsibility of the Commission. Commission meetings are held to conduct city business for the benefit of Owensboro citizens and taxpayers.
At this time, anyone who wishes to address the City Commission please make their way to the podium to be recognized. Speakers must state their name and address for the Clerk’s record, and limit their remarks to three (3) minutes or less. Since the item is not on the agenda, no response is required from staff or the Board of Commissioners.
