Rationale

The Board of Commissioners has heretofore determined that a tax rate of 26.10 cents per $100 of assessed valuation of real property and a tax rate of 28.25 cents per $100 of assessed valuation of personal property, and a tax rate of 30.30 cents per $100 of assessed valuation of vehicles will be necessary to help meet the anticipated expenditures of the City for the fiscal year beginning July 1, 2024 and ending June 30, 2025.

7.B. Consider Ordinance 14-2024 entitled AN ORDINANCE APPROVING AND ADOPTING TEXT AMENDMENTS TO APPENDIX F, ARTICLES 8, 13 AND 14 OF THE OWENSBORO METROPOLITAN ZONING ORDINANCE FOR THE CITIES OF OWENSBORO AND WHITESVILLE, AND DAVIESS COUNTY.
Rationale

The Owensboro Metropolitan Planning Commission met in regular session on August 8, 2024 and approved amendments to the text of the Zoning Ordinance for the Cities of Owensboro and Whitesville, and Daviess County regarding revisions to Articles 8, 13 and 14; as it relates to helping maintain Daviess County as a viable economic unit; promote diversity of desirable industrial activities for a broad and stable economic base; create policies for regulating land use activities that are not overburdensome while still protecting the public health, safety and welfare of the community; accommodate all intensities of land use activity; promote the location of commercial areas in proper respect to surrounding areas and transportation systems; and ensure compatibility with adjoining land uses, transportation and utilities.  The amendments are now being recommended to the City for approval.

Consider Municipal Order 24-2024 entitled A MUNICIPAL ORDER AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE AN APPLICATION FOR A FY2025 TRAINING FACILITY GRANT THROUGH THE KENTUCKY FIRE COMMISSION IN THE APPROXIMATE AMOUNT OF $8,920.00, THE PROCEEDS OF WHICH WILL BE UTILIZED BY THE CITY OF OWENSBORO TO PAY THE COST OF A FORCIBLE ENTRY PROP FOR USE BY THE OWENSBORO FIRE DEPARTMENT; NO MATCH IS REQUIRED BY THE CITY.
Rationale

The Owensboro Fire Department seeks to file an application for a FY2025 Training Facility Grant through the Kentucky Fire Commission in an approximate amount of $8,920.00, the proceeds of which will be utilized by the City of Owensboro to purchase a Forcible Entry Prop; no match is required.

Rationale

On November 21, 2023, the City entered into a Memorandum of Agreement for the winter of 2023-2024 to provide funding to Daniel Pitino Shelter (Pitino Shelter) for White Flag Events in Owensboro which occur when the National Weather Service forecasts that any local ambient temperature or wind chill will reach or drop below 32 degrees Fahrenheit during the overnight period from 4:00 p.m. to 6:00 a.m.  The City seeks to enter into a new Memorandum of Agreement for the winters of 2024-2025, 2025-2026 and 2026-2027, whereby it will help provide the cost of additional staffing, liability insurance, and bus tickets to Pitino Shelter in order to provide safe, secure, and hospitable temporary overnight accommodations during severe cold weather for vulnerable adults and children.

Rationale

Members of the audience may address the Board of Commissioners on any matter of public concern that was not on the agenda.  Comments are limited to issues within the scope and responsibility of the Commission.

Commission meetings are held to conduct city business for the benefit of Owensboro citizens and taxpayers.  The meetings are not intended to serve as public forums for candidates who are campaigning for political office.  Political candidates will not be allowed to use the Commission meeting to promote his/her candidacy for public office.

At this time, anyone who wishes to address the City Commission please make their way to the podium to be recognized.  Speakers must state their name and address for the Clerk’s record, and limit their remarks to three (3) minutes or less.  Since the item is not on the agenda, no response is required from staff or the Board of Commissioners.  The Mayor reserves the right to extend time to the speaker.
