6.A. Consider Ordinance 10-2024 entitled AN ORDINANCE CLOSING THE STREET RIGHT-OF-WAY OF GIRVIN COURT LOCATED NORTH OF MCFARLAND AVENUE IN THE 1900 BLOCK OF MCFARLAND AVENUE IN THE CITY OF OWENSBORO, KENTUCKY.
Rationale

Raange Investments, LLC (Petitioner) has petitioned the City of Owensboro to close the street right-of-way of Girvin Court located north of McFarland Avenue in the 1900 block of McFarland Avenue.  There are no other adjoining and/or abutting property owners and the Petitioner understands and agrees to retain public utility easements.

Matthew’s Table, Inc. (Petitioner) has petitioned the City of Owensboro to close an alley right-of-way located between 102 West 23rd Street and 119 West 24th Street.  There are no other adjoining and/or abutting property owners and the Petitioner understands and agrees to retain public utility easements.

Rationale

The federal government enacted Title VI of the Civil Rights Act of 1964, as amended, to prevent discrimination on the grounds of race, color and national origin. The City of Owensboro assures that all of its programs, services and activities are free from discrimination, whether or not they are federally funded, and desires to adopt the Green River Area Development District and Owensboro-Daviess County Metropolitan Planning Organization Title VI Plan.

Rationale

Members of the audience may address the Board of Commissioners on any matter of public concern that was not on the agenda.  Comments are limited to issues within the scope and responsibility of the Commission.

Commission meetings are held to conduct city business for the benefit of Owensboro citizens and taxpayers.  The meetings are not intended to serve as public forums for candidates who are campaigning for political office.  Political candidates will not be allowed to use the Commission meeting to promote his/her candidacy for public office.

At this time, anyone who wishes to address the City Commission please make their way to the podium to be recognized.  Speakers must state their name and address for the Clerk’s record, and limit their remarks to three (3) minutes or less.  Since the item is not on the agenda, no response is required from staff or the Board of Commissioners.  The Mayor reserves the right to extend time to the speaker.
