Consider Ordinance 12-2023 entitled AN ORDINANCE RENUMBERING CHAPTER 19, ARTICLE II, SECTIONS 19-41 TO 19-55 OF THE OWENSBORO MUNICIPAL CODE, ENTITLED “SPECIAL EVENTS ORDINANCE” TO CHAPTER 23.5, SECTIONS 23.5-1 TO 23.5-15; AND MAKING VARIOUS AMENDMENTS TO THE SPECIAL EVENTS ORDINANCE INCLUDING AMENDING THE MEMBERSHIP AND MEETINGS OF THE SPECIAL EVENTS COMMITTEE.
Chapter 19, Article II, Sections 19-41 to 19-55, inclusive, of the Owensboro Municipal Code is the “Special Events Ordinance”, and is included under Chapter 19 entitled, “Parks and Recreation”. Special Events are managed by the Public Events Department and not the Parks & Recreation Department. In order to prevent confusion, the Special Events Ordinance should be separated from ordinances concerning Parks & Recreation. Various changes need to be made to the Special Events Ordinance including identifying membership of the Special Events Committee by department, making meetings of the Special Events Committee internal since all members are City employees, and exempting from the Special Events Ordinance events to be held at the Owensboro Indoor Sports Facility.

7.A.
Consider Municipal Order 21-2023 entitled A MUNICIPAL ORDER AUTHORIZING AND DIRECTING THE MAYOR TO -EXECUTE AN APPLICATION FOR A FY 2023 STATE HOMELAND SECURITY GRANT THROUGH THE KENTUCKY OFFICE OF HOMELAND SECURITY IN THE AMOUNT OF $269,220.00, THE PROCEEDS OF WHICH WILL BE UTILIZED BY THE OWENSBORO POLICE DEPARTMENT TO PURCHASE A TACTICAL MULTIPURPOSE RESPONSE AND RESCUE
VEHICLE, FOR WHICH NO MATCH IS REQUIRED.
The Owensboro Police Department is requesting to apply for grant funds in the amount of $269,220.00 through the State Homeland Security Grant that may be awarded by the Kentucky Office of Homeland Security, for which no match is required. The funds will be used to purchase a tactical multipurpose Response and Rescue Vehicle which will increase our cooperative efforts with other area first responders, improving our ability to respond to terrorist attacks, natural disasters or other mass casualty events.

Consider Municipal Order 22-2023 entitled A MUNICIPAL ORDER APPROVING THE 2023-2024 ANNUAL ACTION PLAN FOR COMMUNITY DEVELOPMENT BLOCK GRANT AND HOME INVESTMENT PARTNERSHIP FUNDS, PREPARED BY THE COMMUNITY DEVELOPMENT DEPARTMENT AND AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE SAME.
The Citizens Advisory Committee has recommended that the Owensboro Board of Commissioners accept the 2023-2024 Annual Action Plan for Community Development Block Grant and HOME Funds in order to continue to address the need for housing and community development in the community.

Members of the audience are invited to address the City Commission on any matter of public concern that was not on tonight’s agenda. Comments are limited to issues within the scope and responsibility of this Commission. Commission meetings are held to conduct city business for the benefit of Owensboro citizens and taxpayers.
At this time, anyone who wishes to address the City Commission please make their way to the podium to be recognized. Speakers must state their name and address for the Clerk’s record, and limit their remarks to three (3) minutes or less. Since the item is not on the agenda, no response is required from City staff or the Commission. The Mayor reserves the right to extend time to the speaker.
