Pursuant to Policy 02.423, School Council Meetings (SBDM), a copy of the minutes of each council meeting shall be forwarded by the Principal to the Superintendent who shall keep the Board informed of the council actions.

2023-2024 Pearson Benchmark 1 Data Update

Pearson Benchmark is an assessment taken three times per year by students in grades 3-11, in the same accountability areas as they will be assessed on KSA. Students are only assessed on standards that have been taught according to our district curriculum. The goal of this assessment is to provide data on standard mastery as well as to provide predictive data for the Kentucky Summative Assessment. This is the first of the three benchmark results. The second window for benchmark testing opens February 5, 2024.

Salary Schedule Amendment

The Covington Board of Education approved the creation of an Archery Program at Holmes High School. The Athletic Director has requested the following stipends be added to the salary schedule for coaching. This request is based on research by the Athletic Director of nearby districts pay for this program.
Head Archery Coach: $1,800.00
Assistant Archery Coach: $1,250.00
Additionally, amendment to Page 9 to clarify that the rates of hourly pay for Summer School / ESS / After School Program / Summer Program/ should also include School Improvement Fund (SIF) allocated hourly supplements.

2024-2025 and 2025-2026 School Calendars

The Calendar Committee is submitting their recommendations for the 2024-2025 and 2025-2026 school years. The committee has decided to create two years of calendars to allow additional time for planning for all members of the school community.
Both calendars are variable which means at least one thousand
sixty-two (1,062) hours of instructional time delivered on the number of
student attendance days adopted by a local board of education which
shall be considered proportionally equivalent to one hundred seventy
(170) student attendance days and calendar days for the purposes of a
student instructional year, employment contracts that are based on the
school term, service credit under KRS 161.500, and funding under KRS
157.350.

Barnes Dennig's audit contract had a price increase of $5,100 due to the implementation of GASB96 - software. The original contract was $32,100 and has increased to $37,200.

Budget Narrative for November FY2024 monthly financial statement:
- General fund (fund 1) – as of 11/30/23, revenue received of 35.8 million with expenses of 13.1 million.
- Special revenue (fund 2) – as of 11/30/23, revenue received of 10.6 million with expenses of 11.6 million. Many grants in fund 2 are on a reimbursement basis. Money is requested after the expenses have occurred. There is a delay on receiving fund 2 revenue. THERE IS SOMETHING WRONG WITH THE FUND 2 REPORT PULLING IN THE CORRECT NUMBERS INTO MUNIS DUE TO THE MUNIS UPGRADE THAT OCCURRED BEGINNING OF NOVEMBER.THERE IS A TICKET INTO MUNIS ACROSS THE STATE AS THIS IMPACTS MANY DISTRICTS.
- School Activity Fund (fund 25) – as of 11/30/23 revenue received of $215,000 with expenses of $4,500. This fund was set up end of FY20 due to a new GASB standard that went into effect.
- Capital outlay (fund 310) - as of 11/30/23, revenue received of $155,250 with expenses of $0. The state does not provide all the capital outlay funding until the end of the fiscal year. This fund is used to pay the district’s bond payments. Bond payments occur throughout the whole fiscal year under fund 400 (new for FY’13 per KDE).Money will be transferred out of capital outlay into the debt service fund throughout the fiscal year.
- Building fund (fund 320) - as of 11/30/23, revenue received of $2,036,000 with expenses of $0. This fund is used to pay the district’s bond payments. Bond payments occur throughout the whole fiscal year under fund 400 (new for FY’13 per KDE). Money will be transferred out of building fund into the debt service fund throughout the fiscal year.
- Construction fund (fund 360) - as of 11/30/23, revenue received of 7.3 million with expenses of 7.9 million. This fund is used to pay for the district’s construction projects.
- Debt Service fund (fund 400) – as of 11/30/23, revenue received of $0 with expenses of $920,000. See detailed explanation under capital outlay and building fund.
- Food service fund (fund 51) – as of 11/30/23, revenue received of 2 million with expenses of 1.2 million.
- Daycare fund (originally fund 50 – switched to fund 52 per KDE) – as of 11/30/23, revenue received of $174,000 with expenses of $91,000. comes in throughout the fiscal year.

Warrant Expenditure Report

Pursuant to Policy 04.3111, the treasurer shall prepare warrants or “Orders of the Treasurer” to be acted upon at each regular Board meeting. The Board shall give subsequent approval to all budgeted disbursements made between meetings of the Board. Disbursements shall only be made on invoices for purchases made in accordance with District policy and procedures.
