I would recommend the following tax rates be set for the school year 2026-27:

Real Property – 59.9 cents

Tangible Personal Property – 63.5 cents

Motor Vehicle - 55.0 cents

Aircraft – 63.5 cents

IV.B. NES HVAC Project---Pay App #5 to CMTA
Rationale

Attached is Payment Application #5 for the Northern Elementary HVAC project to CMTA.  The work has been certified and the recommendation is to pay the sum of $586,349.03 as requested.

I would recommend the board approve payment for Payment Application #5 to CMTA as submitted.

IV.C. PPBR Letter of Intent--CMTA
Rationale

Attached is a letter of intent (LOI) to participate in Progressive Performance-Based Renovation (PPBR) Services through the Kentucky Educational Development Corporation (KEDC) cooperative purchasing agreement. The LOI authorizes the selection of CMTA to provide comprehensive renovation services under established pricing and terms. A separate agreement will be required before construction or implementation can proceed, based on the design and building assessment results.

 

Executing this LOI will allow CMTA to begin preparing documentation for the proposed project.

 

I recommend approving and executing the LOI with CMTA.

IV.D. Adult Price Meals-A la Carte
Rationale

Attached is a board memo from our Food Service Director, Mrs. Lisa Mitchell, requesting that the district move to using a la carte pricing in regard to adult price meals.  As the prices of foods continue to increase so will the required minimum for adult-priced meals.  In order to best serve our adult staff members, we feel moving to an a la carte pricing system will enable them to have more choice and hopefully lower prices when choosing their meals. 

 

I would recommend we move to the a la carte pricing for adult price meals rather than using the FNS Instruction.

The Kentucky Purchasing Cooperative (KPC) awarded the prime food and bread bid to Gordon Food Service and the dairy products bid to Reiter Dairy Company. Please see the attached memo from Ms. Mitchell for additional information.

I recommend approval of this item.

IV.F. Emergency Certification
Rationale

Attached is a memo from Jennifer Pierce, Director of Finance and Human Resources, requesting approval of emergency certifications for newly hired employees.

The district made efforts to recruit fully qualified, certified teachers. When no fully certified candidate is available, the Education Professional Standards Board (EPSB) and the Kentucky Department of Education (KDE) allow districts to employ teachers under emergency certification.

 

Employees hired under emergency certification understand they must complete the required coursework to obtain full certification and remain eligible for future employment.

 

I recommend approving the emergency certification requests as presented.

Please find attached a contract from the Madison Event Center in Covington, Kentucky for the 2027 Pendleton County High School Prom.  The prom will be scheduled for Saturday, April 24, 2027.  This contract is being presented for your approval at the request of Pendleton County High School.

Rationale

Pendleton County will be participating in the Dolly Parton Imagination Library.  Dolly Parton's Imagination Library is a book gifting program that mails free, high-quality books to children from birth to age five, no matter their family's income.  Interested individuals can donate to this program so more children may be served.  For approximately each dollar donated a child will receive one high quality book per month.  

I would recommend  the board approve a five hundred dollar donation to the Pendleton County Dolly Parton Imagination Library in order to support this book gifting program.
