IV.A. Sharp Middle School Tennis Court Project – BG-4
Rationale

Attached is the BG-4 for the Sharp Middle School Tennis Court project. 

The BG-4 contract closeout form is required to be approved by the board of education in order to verify approval of each contract, including change orders, and a reconciliation of a summary of all purchase orders and change orders for each contract.  Once approved the BG-4 will be sent to the Kentucky Department of Education for review and approval.  

The tennis court project is complete and all accounts are reconciled so I will recommend approval of the BG-4 as submitted.

IV.B. NES HVAC Upgrade Project Pay App #3
Rationale

Attached is Payment Application #3 for the Northern Elementary HVAC project to CMTA.  The work has been certified and the recommendation is to pay the sum of $99,621.40 as requested.

I would recommend the board approve payment for Payment Application #3 to CMTA as submitted.

IV.C. 2026-27 District Insurance Renewal
Rationale

Attached is a memo from our Director of Finance and Human Resources, Jennifer Pierce, regarding the 2026-2027 insurance renewal package.

Our agent of record, Houchens Insurance Group has recommended that we approve Liberty Mutual to cover our commercial package, auto, and umbrella package.  They recommend that we use KEMI for our workers compensation insurance, and CFC for our cyber security liability insurance.  The total cost for property, casualty, and liability and worker comp renewal for the 2026-27 school year will be $602,228.95 compared to $561,212.35 last year, which represents an increase in the overall cost of these insurances.  The Cyber policy will cost $13,435.36, which is also an increase from last year.  The total cost for our insurance will be $615,664.31.  

I recommend the board award the district property, casualty, liability, worker's comp and cyber insurance to the vendors as listed in the memo.

IV.D. 2026-27 District Assurances
Rationale

Each year the superintendent of schools is required to complete the attached district assurances, seek board approval, and then submit the completed document to the Kentucky Department of Education. 

The release of new year funds is contingent upon the approval of the district assurances.

I would recommend the board approve the district assurances.

IV.E. NKU Votruba Young Scholar Academy MOU
Rationale

Attached is the Votruba Young Scholars Academy MOU for the 2026 -2027 school year.  It is important to note that this MOU is for one year only and will be revised before the following school year.  This is due to the changes that were made in the state budget.

I would recommend the board approve the Votruba Young Scholars Academy MOU as presented.

IV.F. Deaf and Hard of Hearing Education Contract
Rationale

Attached is memo from our Director of Special Education, Mrs. Donna Pollard, regarding a professional services contract for Deaf and Hard of Hearing Education services.  

The Pendleton County School District has student(s) enrolled for attendance for the 2026-2027 school year whose education plan includes Hearing Impairment services.  Mrs. Pollard has been able to secure a service contract with a licensed Deaf and Hard of Hearing Education provider, Mrs. Liana Tyree.  The contracted services would cost $75.00 per hour with an anticipated 2-4 hours per month.  The contract would meet the requirements of the students Individual Education Plan. 

Our board attorney has reviewed the contract and has no concerns.

I would recommend the board approve the contract as presented.

IV.G. Appointment of Pendleton County Recreation Member
Rationale

Board approval is needed for the appointment of a member to the Pendleton County Recreation Commission.  This appointment would be a two-year term.

I would recommend the board appoint Mrs. Julie Wood to serve as our newest member to the Pendleton County Recreation Commission.

IV.H. Acceptance of PHS Donation
Rationale

Attached is a donation to the Pendleton County NJROTC.    

Board policy requires any donation over $1000.00 dollars to be accepted by the board of education.  The Crittenden Early Learning Center has donated $2000.00 to the high school NJROTC therefore it needs board approval.

I would recommend that the board accept the donation to the PHS NJROTC from the Crittenden Early Learning Center
