Rationale

Through the FCC E-Rate Category Two program, the district can refresh critical network infrastructure—including core, switches, and routing equipment—at a significantly reduced cost. The district’s required 15% share totals $43,312.70, funded through General Funds (40%) and KETS Funds (60%).

Five proposals were received from KETS-approved vendors. Using established evaluation criteria with price as the primary factor, the Technology Department determined that Encore Technologies submitted the best overall bid. Supporting documentation, including the pricing matrix and bid evaluation, is attached.

I recommend Board approval of Encore Technologies for the District-Wide Network Infrastructure Project, contingent upon approval by the Universal Service Administrative Company (USAC).

IV.B. 2026-28 FRYSC District Assurances Certification
Rationale

Attached is the 2026 - 2028 Family Resource and Youth Service Centers District Assurances Certification. 

We must sign the attached district assurances document to certify that to the best of our knowledge, the information submitted as documentation for the Family Resource And Youth Service Center Continuation Program Plan is correct and complete.  Both the Northern and Southern Family Resource and Youth Service Center Continuation Program plans are attached.  

I would recommend approval to sign the 2026-2028 Family Resource and Youth Service Centers School District Assurance Certification.

IV.C. Shortened School Week for Student
Rationale

Please find attached a memo from Donna Pollard, Director of Special Education, requesting board approval for a shortened school week for a student enrolled in Pendleton County Schools.

The director of special education and the staff at the school will continue to work closely with the student, the family, and other pertinent professionals in an effort to gradually increase the number of days per week, as appropriate, given his/her individual situation.

I recommend the board approve a shortened school week for this student at this time.

IV.D. NES HVAC Project -- Bidding Documents
Rationale

Attached are the bid documents prepared by CMTA Engineers for the proposed Northern Elementary School HVAC project.

Board approval of these documents is required prior to releasing them to prospective vendors. Following the bid period, the results will be reviewed with CMTA Engineers, and a recommendation will be presented to the Board for contract award.

I recommend approval of the bidding documents for the Northern Elementary School HVAC project.
