Revised Procedure 05.31 AP .21 Application for Use of Rooms or Building by Out-of-School Groups is easier to read and allows schools to obtain all needed information on one form. It also clarifies the cost for auditorium usage and any needed custodial or food service personnel.

Roberts Insurance provided quotes for student accident insurance. The recommendation is Hartford for the 2025-26 school year at slight increase of $625. Total premium is $81,385.80. This is paid from the general fund.

The District is seeking approval of the continuous Clinical Education Agreement with the University of Kentucky to implement educational experience opportunities for University students in various fields of healthcare related studies.

2025 - 2026 School Calendar
The District is requesting approval to adopt a variable calendar for the 2025-2026 school year. The academic division will use this time to work with staff on curriculum maps, learning targets, and common assessments. This time also allows staff to be trained on new math and reading materials so they are fully equipped and ready to teach on day 1.

MOA with the Commonwealth of Kentucky for SEBT
The Cabinet for Health and Family Services is providing a grant award to cover expenses incurred for the Summer Electronic Benefits Transfer (SEBT) implementation and operation. Lincoln County Schools qualifies for a maximum award of $6,000.00. The District is requesting approval of the Memorandum of Agreement and to accept the funding offered for the work already being done. Under this agreement the Commonwealth of Kentucky will cover 50% of the expenses incurred for this program.

Revised Procedures Addressing Homeless Students
To comply with Title 1 guidelines for homeless students, some of the Board procedures need to be updated or added. The procedure for Eligibility for Transportation, 06.32 AP .1 is revised to include a section titled "Homeless Youth Transportation Eligibility." All sections of 09.12 AP .25 have been revised to better meet the Title 1 guidelines. Finally, a new Homeless Children and Youths Intake Form will be added to procedure 09.12 AP.1 Student Enrollment and Homeless/Immigration Status and Form.

2025-2026 Eligibility Criteria for Head Start
The Lincoln County Early Childhood (LCEC) program is seeking approval for the 2025-2026 School Year Eligibility Criteria for Head Start Preschool and Early Head Start. According to 45 CFR ยง 1302.14 the program must annually establish selection criteria that weigh the prioritization of selection of participants. No additional changes have been made since last presented.

2024-2025 Revised Early Childhood Calendars
The Lincoln County Early Childhood program is requesting to amend the 2024-2025 Early Childhood Calendar and Head Start / Preschool Calendar to reflect amendments needed for the no school days of January 10, 2025 and January 31, 2025. The amendment for Early Head Start would be to make May 30th an in session day for students and closing day on June 4th. The amendment for Head Start Preschool would be for students to come on February 17th and Closing day would be May 29th.

Agreement with Equus Workforce Services
The Lincoln County Early Childhood (LCEC) program is seeking approval for the Master Agreement with Equus Workforce Services (EWS). The purpose of the agreement is to provide paid work experience opportunities to individuals who have been deemed eligible and appropriate for the youth work experience, adult internship and/or the transitional employment training program. Services will begin upon completion of the Master Agreement. Funding is provided for 480 hours of service and onboarding requirements through Equus Workforce Services. No funding is required from the District or LCEC program.

Transportation Waiver
The Lincoln County Early Childhood (LCEC) program is seeking approval for a transportation waiver required by Head Start to meet Regulations. Head Start Performance Standard 1303.71 states the use of a Child Restraint System (seat belts) as a requirement for transportation. Head Start Performance Standard 1303.70 states a program may request a waiver of specific requirements as part of the annual application. The waiver will allow for students to be transported on district buses without a seat belt requirement for field trips.

Early Childhood Training Plan
Lincoln County Early Childhood is seeking approval for the 2025-2026 School Year Policy Council and Board of Education Training Plan. As part of the Training and Technical Assistance Plan in accordance with Head Start Act 648 (d)(1), professional development is required for governing body members and policy council members. The tentative plan is training that will be provided throughout the upcoming school year.
