4.a.
2024-2025 Wellness Report Card
The Food Service department is requesting approval of the 2024-2025 Wellness Report Card.
4.b.
Tentative Section 7 Staff Allocation Formulas
The Finance department is seeking approval of the tentative Section 7 Staffing Allocation formulas for the 2025-2026 school year.
4.c.
Tentative Sections 4 & 5 Staffing Allocation Formulas
The Finance department is seeking approval of the tentative Section 4 and Section 5 Staffing Allocation formulas for the 2025-2026 school year.
4.d.
Insurance Quotes
Roberts Insurance provided quotes for student accident insurance. The recommendation is Hartford for the 2025-26 school year at slight increase of $625. Total premium is $81,385.80. This is paid from the general fund.
4.e.
Drug Testing Services
The District is requesting to renew the contract with Cornerstone Diagnostic for the 2025-2026 school year for drug testing services.
4.f.
Bids for Mowing Services
The Director of Operations, Mr. Brad Smith, will discuss the mowing bids and make recommendations.
4.g.
Bids for Snow Removal Services
The Director of Operations, Mr. Brad Smith, will discuss the snow removal bids and make recommendations.
4.h.
Clinical Education Agreement
The District is seeking approval of the continuous Clinical Education Agreement with the University of Kentucky to implement educational experience opportunities for University students in various fields of healthcare related studies.
4.i.
2025 - 2026 School Calendar
The District is requesting approval to adopt a variable calendar for the 2025-2026 school year. The academic division will use this time to work with staff on curriculum maps, learning targets, and common assessments. This time also allows staff to be trained on new math and reading materials so they are fully equipped and ready to teach on day 1.

2026-2027 School Calendar
The calendar committee met, discussed options, and decided on the dates for the 2026-2027 school calendar.

MOA with the Commonwealth of Kentucky for SEBT
The Cabinet for Health and Family Services is providing a grant award to cover expenses incurred for the Summer Electronic Benefits Transfer (SEBT) implementation and operation. Lincoln County Schools qualifies for a maximum award of $6,000.00. The District is requesting approval of the Memorandum of Agreement and to accept the funding offered for the work already being done. Under this agreement the Commonwealth of Kentucky will cover 50% of the expenses incurred for this program.

2025-2026 Eligibility Criteria for Head Start
The Lincoln County Early Childhood (LCEC) program is seeking approval for the 2025-2026 School Year Eligibility Criteria for Head Start Preschool and Early Head Start. According to 45 CFR ยง 1302.14 the program must annually establish selection criteria that weigh the prioritization of selection of participants. No additional changes have been made since last presented.

2024-2025 Revised Early Childhood Calendars
The Lincoln County Early Childhood program is requesting to amend the 2024-2025 Early Childhood Calendar and Head Start / Preschool Calendar to reflect amendments needed for the no school days of January 10, 2025 and January 31, 2025. The amendment for Early Head Start would be to make May 30th an in session day for students and closing day on June 4th. The amendment for Head Start Preschool would be for students to come on February 17th and Closing day would be May 29th.

Agreement with Equus Workforce Services
The Lincoln County Early Childhood (LCEC) program is seeking approval for the Master Agreement with Equus Workforce Services (EWS). The purpose of the agreement is to provide paid work experience opportunities to individuals who have been deemed eligible and appropriate for the youth work experience, adult internship and/or the transitional employment training program. Services will begin upon completion of the Master Agreement. Funding is provided for 480 hours of service and onboarding requirements through Equus Workforce Services. No funding is required from the District or LCEC program.
4.o.
Transportation Waiver
The Lincoln County Early Childhood (LCEC) program is seeking approval for a transportation waiver required by Head Start to meet Regulations. Head Start Performance Standard 1303.71 states the use of a Child Restraint System (seat belts) as a requirement for transportation. Head Start Performance Standard 1303.70 states a program may request a waiver of specific requirements as part of the annual application. The waiver will allow for students to be transported on district buses without a seat belt requirement for field trips.

Early Childhood Training Plan
Lincoln County Early Childhood is seeking approval for the 2025-2026 School Year Policy Council and Board of Education Training Plan. As part of the Training and Technical Assistance Plan in accordance with Head Start Act 648 (d)(1), professional development is required for governing body members and policy council members. The tentative plan is training that will be provided throughout the upcoming school year.

ACTION ITEMS
5.a.
Change Order #1 for Kings Mountain Project
Sherman Carter Barnhart will present information on the Kings Mountain project and change order. There was an increase in cost due to the abatement of hazardous materials.
Order #164 - Motion Passed: Approve Change Order #1 in the Amount of $73,350 for the Kings Mountain Elementary Building Demolition passed with a motion by Ms. Lisa Gillem and a second by Ms. Jennifer Broadbent.
5.b.
Erate System Purchases
It is time to file the paperwork necessary to advertise for minibids for new wiring, switches , wireless apps, and installation for the technology infrastructure upgrade for the district. This would be a complete network upgrade to all schools. Total amount of the project is $541,915. E-rate has approved to fund $460,627 of the project. The district responsibility is $81,288.

5.c.
2024-2025 Revised Calendar
January 10th and January 31st were snow days which needs to be made up. The district is requesting approval of the revised 2024-2025 school calendar with the following revisions:
- January 10th and January 31st show as a snow days
- February 17th and March 14th become school days
- May 27th and 28th become staff work days
- May 29th is closing day
- May 30th becomes a make-up day

5.d.
Special Education Consultant
Currently two of the three teachers in the MSD classrooms are substitutes who are not completely certified and one has certification in a different special education area. For these reasons, the Special Education department is requesting consultative and instructional support for these three employees. The Special Education department is requesting approval to contract with a special education consultant who has 30 years of experience through all grade levels and will benefit the students in those classrooms. Additionally this consultant will be available to support the other MSD classrooms while under contract with Lincoln County Schools, including support with scheduling and implementing the Teach Town curriculum. Total cost for 30 days consultation is approximately $8,452 to be paid with IDEA funds.

Valentine's Dance at Waynesburg
Waynesburg Elementary is requesting approval of a Valentine's Dance fundraiser to purchase awards and incentives.
