1. Elizabethtown Community & Technical CollegeLee Barger

The Memorandum of Agreement with Elizabethtown Community and Technical College sets forth the terms and conditions for awarding dual credit to Bullitt County students who are enrolled in ECTC programs for the 2018-2019 school year.

2. Sullivan University MOA - Vision & Hearing ScreeningsLesa Howell

This Memorandum of Agreement with Sullivan University provides vision and hearing screenings to district elementary students. A certificate of liability insurance is also provided. 

3. Beam Suntory, Inc. Revenue in Lieu of Taxes Agreement First AddendumAdrienne Usher

The Bullitt County Public Schools Board of Education and Beam Suntory, Inc. entered into a "Revenue in Lieu of Taxes Agreement" in November 2017. Due to recently identified needs and forward moving vision of the district, a meeting was held with Beam Suntory to discuss changing the agreement which would allow the revenue to be spent on additional programming for the students of Bullitt County Schools. This additional programming may include transition ready activities for college/career/life and provide deeper learning experiences for students that combine academic, social/emotional and work essential skills for students in K-12. This first addendum revises sections of the agreement in paragraphs 2, 3, 4, and 5 which are on pages 2-3 of the original agreement. It has been reviewed by Joe Mills of Buckman Farris & Mills Law Office and the legal team at Beam Suntory, Inc.

f. Permission to Accept Donations/Grant FundingBecky Sexton

  • $7,096 from Beam Suntory - Clermont/Booker Noe Plants to Cedar Grove Elementary School / Lebanon Junction Elementary School Family Resource Center for the Angel Tree program
  • $1,300 grant from the Toshiba America Foundation awarded to Bernheim Middle School teacher Destiny Amiott to support STEM classes in 3D printing projects.
  • $500 donation from Don and Donna Whitehouse in memory of all veterans to Pleasant Grove Elementary School
  • $2,000 grant from the Bullitt County Foundation for Excellence in Public Education for the Family Resource Center Summer Camps at Roby, Mt. Washington, Cedar Grove and Lebanon Junction Elementary Schools
  • Additional grants from the Bullitt County Foundation for Excellence in Public Education to be announced at the meeting

g. Use of NBHS & HMS for NBHS Girls Basketball Tournament/FundraiserMark Mitchell

The North Bullitt High School Girls Basketball team requests permission to host a basketball tournament at NB and Hebron Middle School on January 19-20, 2019 and February 23-24, 2019. Midwest Basketball Tournaments will facilitate the tournament splitting the profits 50/50 with the girls' basketball program. Midwest Basketball Tournaments will organize and schedule the tournament and NBHS will supply the facility and workers. They will have district employees at all times during the tournament. The Application and Agreement Form and Liability Insurance Certificates are provided.

h. Electronic Items to be Declared SurplusMark Mitchell

The Department of Facilities has submitted lists of electronic items to be declared surplus. Upon approval, these items will be sold or recycled per district policy.

i. Time Change for Work SessionsJesse Bacon

Due to the change in format for the Board to hear the SBDM / School Improvement Plans, requested is a change to the meeting time to begin at 5 p.m. rather than 6 p.m. for the December 10th and January 14th work sessions. A new list of proposed Board meetings for 2019 will be presented for approval on January 14th.

j. Business/Community Leader Representative for Local Planning CommitteeBecky Sexton

As per regulation 702 KAR 4:180, the local board of education shall select the Business/Community Leaders to serve on the Local Planning Committee. As specified, an advertisement ran for two weeks, generating a total of three nominations. Requested is acceptance of the three individuals listed to serve on the Local Planning Committee.

k. Shortened School Day Request - 1819-14Troy Kolb

A parent has requested a modified attendance schedule for their student with disabilities: Student 1819-14. The student is identified by number in order to maintain confidentiality. There is documentation of medical necessity for the modified schedule, and the modified schedule has been recommended for approval by the Admissions and Release Committee (ARC). Full documentation is on file in the office of the Director of Special Education.  

l. Building Modification Request - PGES PlaygroundMark Mitchell

Pleasant Grove Elementary School Principal Beau Johnston requests to add to the school's playground. With well over 600 students, increasing the playground area and adding more playground equipment affords students the opportunity to utilize their recess time more effectively and with more space to do so. The PGES PTO has been raising funds to cover the entire cost of this project. Once approved, the equipment will be ordered and work will begin as soon as the equipment arrives. 

m. Coalition for Smoke-Free Tomorrow PartnershipSarah Smith

In July 2016, Bullitt County Board of Education members approved a proposal to make Bullitt County Public Schools 100% Tobacco Free, which supports a healthier environment for all, especially students. To further promote healthy living and well-being for the community, BCPS would like to collaborate with A Coalition for a Smoke-Free Tomorrow. Districts across the state are aligning with this partnership in order to promote a Smoke-Free Kentucky for the future. Approval is requested to be a part of this coalition and to be promoted as a partner on their website: http://www.smokefreetomorrow.org/who.

a. Early Graduation Request for K. PilkentonRachelle Bramlage-Schomburg

Kaitlin Pilkenton is a senior currently attending the Bullitt Alternative Center with North Bullitt as her home school. She has passed all of the classes to meet graduation requirements.

b. Proposed 2019-2020 School Calendar OptionsRuth Esterle

As per KRS 158.070 (2)(b)(c)(d), the School Calendar Committee, after seeking feedback from school district employees, parents, and community members, presents school calendar options to the Board. The calendar options comply with state laws and regulations and consider the economic impact of the school calendar on the community and state. Prior to adopting a school calendar, the Board shall hear the Committee's recommendation and the recommendation of the Superintendent. At a subsequent meeting on December 17, 2018, the Board shall approve a calendar for the upcoming school year. Two options are presented for consideration.

c. Audit Report - FY 2018Lisa Lewis

Presented is the audit report for Fiscal Year 2018 from Stiles, Carter & Associates P.S.C. Mr. Brian Woosley will attend the Board meeting to discuss the report and any findings.

d. Purchase of Used BusesTony Roth

District Transportation Director Tony Roth requests permission to purchase four used buses from Oldham County using funds received from insurance settlements on buses 901 and 684. The settlement amount totals $40,170 and the cost of the four buses with cameras, radios and licensing for each totals $33,879.00. These four buses will be put on routes and will replace buses 901, 684, 412 and one spare determined to be in worst condition by transportation.

e. Request to Convert Hybrid BusTony Roth

Transportation Director Tony Roth requests to convert one (1) hybrid bus to a conventional diesel bus using insurance settlement money from bus 1143. The rationale is two-fold: 1) Safety - the hybrids are a danger because of the slow shifting in the electric and 2) Fuel Efficiency - conventional diesel buses average seven (7 ) miles per gallon compared to hybrids that average 5.5 miles per gallon.

Settlement Money - Bus 1 = $72,421

Expenditures - Bus 1 Parts & Service = $18,000

Total Remainder = $54,421

Mr. Roth would like to convert the first bus using Uhl's to learn best practice. If the first bus works as well as expected, the rest of the four (4) buses will be done in-house at a later date upon additional board approval. Converting a hybrid to diesel will realize an average savings of 468 gallons per year, or 2,340 gallons over the last 5 years of the depreciation schedule. At $2.77 per gallon, the district will save over $6,400 per bus.

f. 1st Reading - Policy 01.42 - Regular MeetingsJesse Bacon

Presented is a proposed change to Policy 01.42 - Regular Meetings to better align practice with policy. This revision is regarding when the Board shall adopt a schedule of meetings for the year. As the policy reads, it is to be decided at “The first regular meeting of the Board shall be held in January on the fourth Monday at 6:00 p.m….” For the past several years, the first regular meeting of the month has been a Work Session, at which the Board has found that setting the year's meetings at the usually earlier scheduled Work Session has been beneficial. By eliminating the specific day of the first meeting, this allows more flexibility in when the Board accomplishes the task of setting dates and times of the meetings for the year.

g. 2018-2019 BCPS School Calendar AmendmentJesse Bacon

On Thursday, November 15, 2018, school was cancelled due to hazardous ice conditions and power outages at two schools. According to the school calendar approved by the Board at the December 2017 meeting, the first day available to be used for a makeup day is Monday, February 18th. Knowing how long the school year extended last year and that the district has not reached the beginning of winter, BCEA President Kim Ludwig and Superintendent Jesse Bacon worked together to identify another option for the November 15th makeup day. After posing the possibility of using December 20th as a makeup day to faculty and staff, it was then opened to parents, students, and community members. Based on the results of both surveys, Mr. Bacon and Ms. Ludwig propose an amendment to the 2018-2019 school calendar to make Thursday, December 20th an instructional day.
