Welcome to the meeting of the Bullitt County Board of Education.  As a reminder, the Board does welcome public comment during their meeting tonight, but in order to speak to the board you must register to do so by listing your name and address and the topic on which you will be speaking. 

All topics should be pertinent to items on tonight’s agenda.  Each speaker will be given an allotted three minutes of time with a tone signifying 30 seconds remaining, and another tone signifying the end of your time.  Please note that there will be no comment from the Board tonight, but the superintendent will make note of any items and follow up as necessary. This now will serve as the final call to register to come forward and address the Board tonight.

I propose the recognition of three exceptional BCPS educators for their hard work and dedication to professional growth.  Elevate Academy (formerly GRREC ED) offers a Rank Change program designed to support educators through an Academy Pathway and Content Focus, which consists of three main components:  classroom cohorts, content focus area cadres, and a capstone leadership project.  The following teachers have successfully earned their Elevate Academy Rank Change program certification:

  • Nicole Cooper- Mt. Washington Elementary
  • Whitney Voyles- Roby Elementary
  • Lori Kerr- Mt. Washington Elementary

This is a significant achievement that reflects their commitment to improving their skills and enhancing the quality of education for our students.  Congratulations to Nicole, White and Lori!

1. Permission to Solicit Bids- 325 East Second St (aka Joe B. Hall) Shepherdsville, KY 40165Troy Wood
I am seeking permission to solicit bids on BCPS owned property located at 325 East Second
Street (aka Joe B. Hall), Shepherdsville, KY 40165. This property was declared surplus at the September 2024 board meeting. Bell-Farris conducted an appraisal, valuing the 11.2-acre property at $224,000, with the appraisal costing the district $2,000. I recommend setting the minimum bid at $226,000 to account for both the appraised value and the appraisal cost. The Board will retain the right to accept or reject any and all offers at or above this specified amount.

5. Baseball/Softball Fields- CO #18- BEHS- Track Bleacher Pad, Batting Cage Extension and Press BoxDanny Clemens

This Change Order includes miscellaneous modifications and improvements at the Bullitt East High School Site.  Work includes increasing the size of the batting tunnel slab to accept batting tunnel equipment selected by BCPS, revising the concrete slabs and storm drain system to accomodate the final softball bleacher design, adding PTAC cooling units to the softball press box and the addition of a concrete bleacher pad at the track to accept two salvaged bleacher banks.

I recommend approval of this request.

This change order includes miscellaneous modifications and improvements at the North Bullitt High School Site. Work includes the provision of grass straw mats to ensure grass grows in areas that have steep slopes and water fountains that were shown on architectural plans but not plumbing plans. The plumbing contractor provided work that was not included in the bid but was part of the athletics scope.

Bullitt Central's Baseball coach requested a second batting tunnel be added next to the one included in the plans. A double batting tunnel was approved via a separate change order, this cost includes the Labor to install the batting tunnel by Calhoun Construction. Two quotes were requested, one from The Motz Group and one from Calhoun, this was the least expensive of the two quotes.

I recommend approval of this request.

g. Contracts

1. Rumpke Solid Waste Removal, Disposal, & Recycling Services Contract Renewal 2025-2026Danny Clemens
Recommendation to request a one year extension for Rumpke Solid Waste Removal, Disposal & Recycling Services Contract for the 2025-2026 school year.  This will be the first extension of a contract that was awarded for the 2025-2025 school year that has 3 extensions.  Rumpke will have a 6% increase of the original contract rate.  I recommend approval of this request. 
2. PowerSchool Contract RenewalAlthea Hurt

Attached is the Annual Contract Renewal Agreement between PowerSchool Group LLC and the Bullitt County Board of Education.  PowerSchool Group LLC provides our electronic system for maintaining employee evaluations (Unified Talent Perform), our electronic system for recruitment and hiring (Unified Talent Applicant Tracking), and our electronic system for maintaining employee records (TalentED Records).

The renewal costs are:

Unified Talent Sync- $3097.77 (Syncs all programs into one)

TalentEd Records - Profession $25,401.76

Total Cost: $28,499.53

Renewal: 2025-2026 School Year

I recommend that we continue our agreement with PowerSchool Group LLC for the 2025-2026 school year.

3. OTUS Professional LearningAdrienne Usher
The attached services agreement is to provide additional on-site professional learning for administrators due to the new OTUS data dashboard platform.  The agreement costs $6,350.00 and will be paid through curriculum, instruction, and assessment budget.  Approval is requested for OTUS professional learning.  
4. Bullitt Central High School PromAmy Compton
Please see the attached contract between Bullitt Central High School and The Kentucky Center for the Performing Arts for the Junior/Senior Prom on Friday, April 25, 2025.  Please approve this contract at the March Board Meeting. 
5. Request to add copier at the Area Technology CenterKevin Fugate

Darrell Vincent, Principal of the Area Technology Center currently has a copier through the State on a Master Agreement with Xerox.  However, this machine is outdated and has multiple operating issues.  The state is currently looking at removing the MA and this will leave the Area Technology Center without a copier.

At this time, Darrell and I would like to ask permission to add one Toshiba eStudio 4528 dual scan document feeder copier to the Area Technology Center.  This machine will have a staple finisher, hole punch, and a 2000 sheet large capacity drawer.  It will be equipped with the same card reader and papercut MF as the rest of the district's fleet.

This would be a 27-month coterm of $291.00 per month added to our existing service contract 20586-01 as detailed in the attached sales order. 

At this time, I would like permission to proceed and add the additional copier for the Area Technology Center to our current lease. 

6. Engagement Letter- Berens Tate Consulting GroupLisa Lewis
Attached is the engagement letter with Berens-Tate Consulting Group.  They will be providing arbitrage rebate consulting services for the district's tax-exempt debt.  A summary report, an arbitrage rebate report, and IRS Form 8038-T (if required) will be prepared.  This engagement letter has been reviewed by legal.  I ask the engagement letter be accepted.  
7. Rental of Broadbent Arena for 2025 GraduationsJesse Bacon

Provided is the Kentucky Venues Lease Agreement for rental of Broadbent Arena for graduation ceremonies for all three high schools on Saturday, May 31, 2025. Rental of the facility is $5665. The fee will be paid from the Superintendent's Office Budet, ORG-0011075, OBJ- 0891- Diplomas and Graduation Expenses.
The Dinsmore Group has reviewed the document.

Graduations will be as follows:

8. Chromebook Lease 2025-2026Kevin Fugate
We’ve chosen Dell as our Chromebook partner for another year. We had quotes from other vendors for other brands, but ultimately chose Dell again. Kindergarten through Second Grade will use a 2-in-1 convertible Chromebook while Grades 3 through 12 will continue to use a non-touch clamshell device.
We have yet to choose a white-glove partner but are getting quotes from both Trace3 and Encore.
The Kindergarten touchscreen devices will be a Dell 3120 and the 3/6/9 grade non-touch devices will be the Dell 3120. We will lease the Kindergarten, 3rd, and 6th-grade devices for 3 years with the incoming 9th grade at 4 years. The total amount that will be paid throughout 3 and 4 years will be $1,314,306. Payments are detailed in the lease documents. We currently have a large number of Chrome Upgrade licenses
for the devices and will not need to purchase those this year. Insight Financial will remain our lease provider. The purchase and lease documents are attached for your approval. These lease schedules have been reviewed by our district legal counsel, Eric Farris, and Emily Vessels. After board approval, we’ll send it off to
the state for KDE’s legal counsel approval. 
 
 
h. Curriculum/Instructional Resources etc. ApprovalAdrienne Usher

As of July 25, 2022, the Superintendent will oversee all curriculum, textbooks, instructional materials, and student support services per changes in Kentucky Revised Statutes (KRS 160.345). The curriculum in each school shall be designed to achieve student capacities established by KRS 158.645 and the school goals established by KRS 158.6451. The curriculum shall comply with all applicable state and federal statutes and regulations.

In any school administered under the provisions of KRS 160.345, the Superintendent shall determine which curriculum, textbooks, instructional materials, and student support services shall be provided in the school after consulting with the Board, the Principal, and the school council and after a reasonable public review and response period for all stakeholders. The attached documentation provides details on the following.

  • Applicable research and/or evidence-based findings for this curriculum (What Works ClearingHouse, EdReports, etc.)

  • Explanation of curriculum materials including purpose, when will be utilized, content area, etc.

j. Shortened Day RequestTroy Kolb
The following information summarizes student cases for which the parents and medical professionals have
requested a modified attendance schedule for these students with disabilities. The students are identified by number in order to maintain confidentiality. There is documentation of medical necessity for the modified schedules, and the modified schedules have been recommended for approval by the Admissions and Release Committees (ARCs) or 504 teams. Full documentation is on file in the office of Director of Special Education.

This student has a diagnosis of Autism. An ARC was held on 1/16/25 during which the recommendation for a shortened school day was approved as an accommodation for the subversive medical needs present in the student as a result of their disability. A medical statement was submitted and accepted by the committee recommending the child attend school daily from 9:00 AM to 1:30 PM. The modified school schedule will remain in effect until reviewed at the student’s next IEP review meeting.

This student has a 504 Plan for accommodations resulting from diagnoses of PTSD, ADHD, Anxiety, Depression, and Adjustment Disorder. These conditions significantly impact their ability to maintain a full day school schedule. The 504 team met on 1/30/25 to review, discuss, and approve the request for a shortened school day schedule. Beginning on 1/30/25, this student will attend school from 11:00 AM to 2:10 PM, Monday through Friday. This will be approved for the remainder of the 2024-2025 school year.

This student has diagnoses of Attention Deficit Hyperactivity Disorder, Social Anxiety Disorder, Mood Disorder, and Autism Spectrum Disorder. An ARC was held on 3/6/25 during which the recommendation for a shortened school day and week was approved as an accommodation for the mental needs of the student. A medical statement was submitted and accepted by the committee recommending the student attend school on Tuesdays and Thursdays from 9:30AM to 12:00PM. The modified school schedule will remain in effect until reviewed at the student’s next IEP meeting.

1. Lebanon Junction Elementary Gaga PitDanny Clemens

Lebanon Junction Elementary School is requesting approval of a Gaga Ball Pit.  The Gaga Pit will be located in the school playground area.  The school is providing the materials and the Gaga Pit is being built as an Eagle Scout project. 

I recommend approval of this request. 

2. Bullitt East High School Irrigation RequestDanny Clemens

Bullitt East High School and East Middle School Football are requesting approval for the installation of an irrigation system at the football practice field (located on the vacant land across from BEHS).  The area will be used as the Middle School Football practice field.  BEHS football will have access to the facility and will practice there on occasion.  Greenscapes will be handling the installation of the irrigation system and the estimated cost will be $15,000 paid for by the Mt. Washington Football Cheer Association (MWFCA).

I recommend approval of this request.

3. Bullitt Lick Middle School Concrete Sign RequestDanny Clemens
Bullitt Lick Middle School PTO is requesting to purchase on the school, a permanent, concrete sign to be placed on the intersection of Blue Lick Road and Bullitt Lick MS Road.  PTO is seeking to enhance the school campus through purchases for beautification and long-standing fixtures to support and celebrate the school community.  I recommend approval of this request. 
m. Revised 2024-2025 Pay ScalesLisa Lewis

Enclosed please find the Revised Annual Pay Scales for FY 2025.  The following are additions/changes to the scales on the attached schedules:

  • Remove the AT Consultant Position
  • Add Special Education Instructional Low Incidence Coach with 6 extended days and supplement

I recommend that you approve the revised 2024-2025 pay scales.

c. 1st Reading of Policies from DPPSteve Smallwood
Request to update our current school policies and administrative procedures to reflect the recent approval of Mr. Smallwood’s proposed changes to the following policies. The Board will receive a copy of the following policies, so they can conduct their first reading of these policies with the approved changes at the March 24th Board Meeting.

These adjustments would allow for a more fair and consistent approach to tuition assessments while

d. BEHS Counseling Secretary- Add Two Extended Days Althea Hurt
Nate Fulghum, principal of Bullitt East High School, requests to add two (2) extended days to the counseling Secretary position for the 2025-2026 school year.  The days are needed for enrollment processing at the beginning of the school year.  Funds will come from the SEEK budget and total $373.74.
e. BMS Clerical HoursAlthea Hurt
Principal Katie Stephens of Bernheim Middle School requests to utilize SBDM funds to pay for an additional 2 daily clerical hours.  This will provide continuity in communicating bus changes and transportation needs for parents. 
f. 2025-2026 Certified Evaluation PlanAlthea Hurt
Submitted for approval is the BCPS 2025-2026 Certified Evaluation Plan.There are no new state mandates for the upcoming school year, with the only7 revisions being updated dates.  The plan has been reviewed by the BCPS 50/50 Committee.
g. Request to permanently Give the Specialized Programs AP 23 Extended DaysAlthea Hurt

Approval is requested to permanently allocate 23 extended days to the Assistant Principal of Specialized Programs in the BCPS Staffing Plan, beginning the 2025-2026 school year.  

For the past six years, we have repeatedly brought this request before the Board: to add 13 extended to the AP position at BAC, ROC and Spring Meadows.  This addition would align the position with other high school assistant principal roles, ensuring equity across administrative supports.  More importantly, it would provide the administration at Specialized Programs with the necessary time and resources to effectively meet the diverse needs of their students.  The additional days would allow for better planning, student support, and program development, ultimately enhancing the overall educational experience.  Funding for this adjustment would come from the General Fund. 

h. Assistant Principal Position (1/2 SP & 1/2 ATC)Althea Hurt
To enhance leadership capacity and instructional support, approval is requested for the addition of a part-time Assistant Principal position, with responsibilities shared between Specialized Programs and the Area Technology Center.  This role will provide crucial support to both principals by ensuring strong leadership, fostering collaboration, and enhancing instructional effectiveness in both settings.  By strategically dividing time between these areas, the Assistant Principal will help meet the unique needs of each program, promote student success and strengthen overall operational efficiency.  
i. Job Description - Special Education Instructional Low Incidence CoachAlthea Hurt
Requested is approval of the job description for "Special Education Instructional Low Incidence Coach"" The purpose of this position is to increase the capacity of teachers of students with significant cognitive disabilities to understand and effectively implement research-based and best practice instructional strategies to increase student learning for ALL students.  The low incidence coach will work collaboratively with the Department of Special Education and the Student Learning Department to promote and implement district goals and initiatives, as necessary, along with supporting the mission and goals of schools.
