Following discussion with the Board post-bid as well as the discussion at the February 5th Work Session- we are presenting the Technology and AV Change Order with Business Cabling and ADT performing work documented in the Bid Package #3 Construction Documents. This is a change order to the General Construction contract with EH Construction. The other submitted pricing options are also attached for Board reference. Option 1C is the one that supports Change Order 1. | |
2. BEHS Fine Arts Addition- Change Order 2- Demolition of Existing Utility Pole | Danny Clemens |
An existing utility pole needed to be removed to install the new 8" water main for the Fine Arts project. Work needed to commence ahead of formal board approval to allow the schedule to continue as required for campus traffic and building phasing. Work was approved by District Leadership due to the value being below the $7,500 threshold. Additional details are reflected in the attached RFI #2.

The BEHS Fine Arts Addition BG1 has been updated to include the re-bid final numbers. The bid came in better than budgeted, so total construction and architect fees went down accordingly. The Technology value from Construction and put into the Contingency.

4. Bernheim Middle School- Change Order 6- Art Room Sink | |
Bernheim's administration requested new sinks be added to the Art room in lieu of reusing the existing wall hung sinks. To match other art room renovations the design team specified stainless steel commercial tub sinks. Work can commence with trades already on site and avoid the added cost of mobilization and general conditions. | |
5. Bernheim Middle School - Change Order 7 - Concrete Pad Removal Art Closet | Danny Clemens |
There is an existing slab that was installed for a demolished heat pump in the mechanical closet within the Art Room. There is no heat pump going back into that closet and it would be a more useful space if the pad is removed to allow shelving for storage.

6. Bernheim Middle School - DPO 8 IMI Credit | Danny Clemens |
Calhoun currently has a DPO in place for IMI Concrete. However, over the holidays their plant shut down and Calhoun had to use Ernst to complete their scheduled concrete pours. This is a net zero change to the Contract Value. An alternate concrete vendor was utilized due to plant closures. This Credits the IMI DPO and adds the value to Ernst Concrete's DPO 40. | |
7. Old Mill Elementary School - Bid Package #3 DPO Reconciliation | Danny Clemens |
This is a Change Order Credit of $708.44 for unbilled material under District Purchase Order (DPO). | |
8. Central Office Cost Estimation & Preliminary Planning Services- Architectural Services Proposal | Troy Wood |
I am requesting the Board's approval for the services of Studio Kremer Architects for the preliminary planning of the new construction of a Central Office or renovation/addition to the existing facility.
The submittal of this effort will include cost estimates for the various scenarios listed and a speculative programming floor plan that indicated building size.
Studio Kremer will provide services on an hourly basis at a rate of $175/hour, with travel costs being included in this rate. It is estimated this effort will take between 30-50 hours to complete, maximum cost of $8,750.00. | |
9. Bernheim Renovations- Test and Balance Contractor | Danny Clemens |
Attached are three proposals for Test and Balance Services for the Bernheim Middle School renovation. This scope of work includes testing and balancing the HVAC geothermal and domestic water systems. This work is critical for the proper performance of these systems and will be paid out of construction contingency funds.
The following companies submitted a quote:
Thermal Balance: $25,530
Kahoe Air Balance: $47,540
Synergy Test and Balance $28,813
Scott Balch from CMTA recommends the use of Thermal Balance for the Bernheim Middle School project since they are the lowest bidder. | |
10. Freedom Elementary - Small Wall Addition | Danny Clemens |
Freedom Elementary is requesting to have built a 8 X 6.5 ft wall partition in room #17. This room is currently labeled as A/V Storage for the library. This is a long narrow room that they want to divide in order to create a fully functioning sensory room for students who require this service as part of their educational opportunities. They intend to use half of this room for preschool storage and the other half (with a door leading to the hall) as a sensory room.
The approximate cost for this partition would be $400.00 and will be paid for by the school. | |
11. Maryville Elementary Washer and Dryer Installation | Danny Clemens |
Maryville Elementary is requesting installation of a Washer and Dryer at the school. The installation parts are being paid for by the school and the maintenance department will provide labor. | |
12. HMS- Volleyball Sleeve Request | Danny Clemens |
Hebron Middle School is seeking permission to install two volleyball post holes in the gym floor to crest a center court. This install will allow PE classes to set up and use bleachers; the volleyball team to have a center court, and safely play matches without running into the stage. The install will be completed by Martin's Flooring simultaneously with the recoating of the gym floor during the summer of 2024. Martin's Flooring has quoted an install, resurfacing, coating, and new lines, of $5600. Funding will be through Hebron Middle School's classroom funds and/or athletic account. | |

The attached quote agreement details the services between Paxton Patterson and Bullitt County Public Schools regarding the selection and cost of implementing the college and career labs in all BCPS middle schools from module selection, furniture, and the learning platform for the 2024-2025 school year. Each middle school has analyzed and evaluated feeder high school patterns combined with areas of student interest to select the labs and selections are below. The total cost of implementing the labs is $840,005.00 which will be funded through the remainder of ESSER funds and the general fund, as necessary. The attached services agreement is between Bullitt County Public Schools and Right at School, LLC which will begin the 2024-2025 school year to provide before, after, and summer break care for BCPS students and families at BCPS elementary schools. The only school that will not have a site will be Nichols, but those students and families will be provided an opportunity at Shepherdsville Elementary with transportation to and from provided by the district. The cost will be through a revenue share model in which Right at School will pay BCPS the sum of 3.5% of parent paid participation revenue at each site per year which will be paid semi-annually in January and July. Right at School is not only a program to provide care before and after school, but it also provides extensive learning opportunities for participating students as well. The following information summarizes student cases for which the parents and medical professionals have requested a modified attendance schedule for students with disabilities. The students are identified by number in order to maintain confidentiality. There is documentation of medical necessity for the modified schedules, and the modified schedules have been recommended for approval by the Admissions and Release Committees (ARC). Full documentation is on file in the office of Director of Special Education.

This student has multiple chronic and acute health issues. An ARC was held on 5/25/23, during which the recommendation for a shortened school day was approved (Monday through Friday, 9:00 AM to 2:10 PM). A physician’s statement was submitted requesting this accommodation for the student’s medical needs. The modified schedule will be approved through the 23-24 school year and will be reviewed at the next annual review meeting on or before 4/22/24.

This student has a diagnosis of Autism Spectrum Disorder. An ARC meeting was held on 8/14/23, during which the recommendation for a shortened school day was approved (Monday through Friday 9:00 AM to 12:30 PM). A physician’s statement was submitted requesting this accommodation for the student’s mental health needs. The modified schedule will be approved through the 23-24 school year and will be reviewed at the next annual review meeting on or before 8/27/24.

As of July 25, 2022, the Superintendent will oversee all curriculum, textbooks, instructional materials, and student support services per changes in Kentucky Revised Statutes (KRS 160.345). The curriculum in each school shall be designed to achieve student capacities established by KRS 158.645 and the school goals established by KRS 158.6451. The curriculum shall comply with all applicable state and federal statutes and regulations.
In any school administered under the provisions of KRS 160.345, the Superintendent shall determine which curriculum, textbooks, instructional materials, and student support services shall be provided in the school after consulting with the Board, the Principal, and the school council and after a reasonable public review and response period for all stakeholders. The Department of School Nutrition Services (SNS) requests permission to apply for and participate in the Summer Food Service Program (SFSP) during the summer months of 2024. The SFSP ensures that low-income children continue to receive nutritious meals when school is not in session. Free meal are available to all children under the age of 19 years; these meals will be made available at approved SFSP sites in areas with significant concentrations of low-income children. These sites will be located at various places in these low-income communities, such as schools, parks, recreations centers, churches, etc. This request for 2024 includes the need for, at minimum, fifteen (15) cook/bakers, two (2) kitchen managers and substitutes on an as-needed basis for no more than 40 days. Participation in the SFSP benefits other community programs, such as the YMCA of Bullitt County, by providing free meals, thus allowing other program funds to go towards education and enrichment activities. | |
