1. BEHS Fine Arts- Controls Contract with Trane US for Board ApprovalDanny Clemens

Requested for approval is a contact with Trane for a bid of the Bullitt East Fine Arts Center project.  The base bid is $699,780.00, with the accepted alternate of $-151,259,00 for a total cost of $548,521.00

 

 

2. BEHS Fine Art- Special Inspector Recommendation- For Board ApprovalDanny Clemens

Recommendation that Consulting Services, Inc. (CSI) provides special inspection services for the soil, concrete, and steel inspections for the Bullitt East Fine Arts Addition project.  While CSI did not provide the lowest estimated cost, they performed the geotechnical investigation for the project and would provide recommendations in line with that initial report.  Request for Proposals were issued to three (3) companies and (4) proposals were provided as listed below:

  1. Consulting Services Inc. (CSI) $54,000 (Estimated Fee)
  2. ECE Southeast $28,000 (Estimated Fee)
  3. S&ME $74,000 (Estimated Fee)

3. Substantial Completion Certification- Bid Package 3- New Old Mill Elementary- Business CablingDanny Clemens

Presented is the Certificate of Substantial Completion for the New 800- Student Elementary School- BG # 20-142 for Bid Package #3- Technology under Business Cabling.  The work performed under this contract has been reviewed and found to be to the architect'[s best knowledge, information, and belief to be substantially complete.  This certificate covers the cabling and audio-visual scope at the new elementary school.

 

4. BG-4 BCHS & NBHS Roof Projects

Recommend for completion are the BG-4 close out forms for Bullitt Central High School and North Bullitt High School Roof Projects.  The total cost of the project was:

5. Bernheim Middle School Renovation- Change Order #5- Gym Floor ChangesDanny Clemens
After review of the gym floor submittal- The BMS's principal and BCPS District Leadership requested enhancements to the gym floor design.  This included changing the design of the lettering at the end courts, adding lettering on the sidelines and enlarging the school mascot logo at center court.  Pricing was presented and deemed a good value for these enhancements.  Doing this work now will keep all work under the same contractor and gym floor refinish warranty.
6. High School Football Stadiums- Change Order #25- BEHS Fence Line ClearingDanny Clemens
BCPS Facilities requested clearing of trees and brush on the PEHS property line ahead of placement of the 6'-0" perimeter fencing.  Calhoun Construction was still on site to perform the work without incurring additional mobilization or general condition costs.

Studio Kremer recommends the following companies to provide site surveys for each listed site in anticipation of the Phase 2 Athletics and Field House construction.  Requests for proposals were issued to four (4) companies and proposals were provided as shown below.

They recommend Kapur for survey updates at all three sites.  The private utility locate services are included in the site survey cost which makes their proposal the lowest of the four received.  

The initial BG-1 for this project included an estimate of $200,000 for survey updates.  Should the civil engineers deem it necessary, request the Board’s approval to request additional work from the selected surveyors should the design scope change or additional site information is needed.  Currently, with the proposals received, the anticipated cost of survey updates is $39,945.00.  Any additional work required for survey updates would be funded through the BG-1 and eventual Bond Sale.

Please see the attached agreement between Bullitt East High School and FinalForms for a student-athlete management system for the 2024-2025 school year. 
2. Power School Agreement Renewal of Naviance PlatformAdrienne Usher
Attached is the renewal agreement for the Naviance Platform from January 2024 until June 2024.  Due to recent issues with the program connected to not staying up-to-date. creating barriers for students and school counselors, and decline in customer service the platform will be evaluated with PowerSchool while also evaluating similar programs that could prove to be more robust.  Based on the outcome of this work, a new platform or the same platform will be selected.  The Naviance platform provides students with opportunities to better understand their own talents and strengths as they navigate choosing pathways into high school and preparing for postsecondary education as well as meeting ILP requirements. The costs will be $21,089.85 and will be funded through Title IV and BEAM funding.  Approval is requested for the renewal of the Naviance platform for a 6-month period of time. 
3. Healthier 4U VendingNate Fulghum
Bullitt East High School is requesting approval for the installation of a vending machine by an outside company, Healthier 4U Vending.  The Bookkeeping Dept. at Bullitt East High School with the help of Principal Nate Fulghum, has collaborated with the representative of Healthier 4U Vending to offer healthier options for Faculty and Staff.  The company offers a commission percentage based on sales.  The proceeds would be put into the Faculty Lounge Acct.  There is no cost to the Board of Education or Bullitt East High School to have this vending machine installed in the Teachers Lounge.  The vending machine will be available to Faculty and Staff.  No students will be allowed to make purchases.  Please see the attached documents for a list of items that can be purchased and the Location Agreement.  We understand that the Board has an exclusive contract with Coca-Cola, so the vending machine would not offer drinks.

h. Shortened School Day RequestTroy Kolb

The following information summarized student cases for which the parents and medical professionals have requested a modified attendance schedule for students with disabilities.  The students are identified by number in order to main confidentiality.  There is documentation of medical necessity for the modified schedules, and the modified schedules have been recommended for approval by the Admissions and Release Committee (ARC).  Full documentation is on file in the office of Director of Special Education.

 

23-24-41

This student has a diagnosis of Attention Deficit Hyperactivity Disorder.  An ARC meeting was held on 12/12/23, during which the recommendation for a shortened school day was approved (Monday through Friday, 9:00AM to 1:00PM).  A physician's statement was submitted requesting this accommodation for the student's behavioral health needs. The modified schedule will be approved through this school year and will be reviewed at the next annual review on or before 4/10/24.

i. Curriculum/Instructional Resources, etc. Approval Adrienne Usher

As of July 25, 2022, the Superintendent will oversee all curriculum, textbooks, instructional materials, and student support services per changes in Kentucky Revised Statutes (KRS 160.345). The curriculum in each school shall be designed to achieve student capacities established by KRS 158.645 and the school goals established by KRS 158.6451. The curriculum shall comply with all applicable state and federal statutes and regulations.

In any school administered under the provisions of KRS 160.345, the Superintendent shall determine which curriculum, textbooks, instructional materials, and student support services shall be provided in the school after consulting with the Board, the Principal, and the school council and after a reasonable public review and response period for all stakeholders. The attached documentation provides details on the following. 


  • School/Location

j. Use of District Property RequestsDanny Clemens

1. Facility Use Application for North Bullitt High SchoolDanny Clemens

North Bullitt High School requests permission to allow their Chess Team and Chess Education Foundation to hose a Chess Tournament at North Bullitt High School on 1/27/2024 from 8:00 am to 4:00 pm in their Gymnasium.

 

2. Facility Use Application for Bullitt Central High SchoolDanny Clemens

Bullitt Central High School requests permission to allow their Chess Team to host a Chess Tournament at Bullitt Central High School, in their Gym and Cafeteria on 2/24/2024 from 7:00 am- 4:00 pm/  

 

Attached are the Certificate of Liability Insurance and Application and Agreement Form.

3. District Facility Use by the Cabinet for Health and Family ServicesDanny Clemens

The Salt River Area Office of the Cabinet for Health and Family Services requested permission to continue to use the district facilities from February 1. 2024 to January 31, 2025, as a shelter in the case of a local emergency and/or disaster.  Rian Lawson, the Facility Director will act as the contact person for the district.

I recommend granting them permission to continue to use of district facilities as a shelter in the case of local emergency and/or disaster.

k. FRYSC Assurance Certification for CHFS' Contract July 2024-June 2026Megan Hatter

Please review and give signature to the attached District Assurance Certification form which acknowledges the binding agreement with the Cabinet for Health and Family Services’ contract for the thirteen Family Resources and Youth Services Centers in BCPS during the 2024-2025 and 2025-2026 school years. 

By March 1, 2024 each Family Resource and Youth Services Center will submit Continuation Program Plans FY25 and FY26 mandated by legislation (KRS156.496) and in accordance with the following Core Components:

FRCs- Elementary Schools:

  • Assistance with after-school care for ages 4 to 12;

  • Health and education services for assistance with full-time child care for 2- and 3-year-olds, new and expectant mothers;

  • Education to enhance parenting skills and education for preschool parents and their children;

  • Support and training for day-care providers;

  • Health service and referrals to health agencies.

YSCs- Middle and High Schools:

  • Health service and referrals to community health and social agencies;

  • Substance abuse services or referrals;

  • Family crisis and mental health services or referrals;

  • Employment counseling, training, and placement for young people;

  • Summer and part-time job development for youths;(high school only).

The signed District Assurances Certification form will accompany each center’s Continuation Program Plan FY25-26.

 
l. School Facilities Construction Commission- Offer of AssistanceLisa Lewis

The Bullitt County Board of Education received an Offer of Assistance from the School Facilities Construction Commission (SFCC).  Acceptance of this Offer of Assistance commits the school district to adhere to the statutes and regulations governing this program.  The Offer of Assistance is in the annual debt service amount of $81,212.74 to be used towards proposed construction or major renovation of facilities outlined in the District's most current approved facility plan.

 

This means no bonds may be sold prior to July 1, 2024, which assumed that funding is included in the 2024-2026 biennium.  In order for our district to be eligible to accept this offer, it will be necessary for the district to verify that we have transferred to the SFCC Escrow- current offer the fund balances remaining in both the Building Fund and Capital Outlay Fund as of June 30,2023, plus interest accumulated on these funds.

 

I ask the Offer of Assistance from the School Facilities Construction Commission in the amount of $81,212.74 for annual debt service by approved.

a. Bus Purchases for 2024-2025David Phelps

Purchase of eight (8) school buses for the 2024-2025 school year.  Eight 72 passenger buses with a luggage compartment.  All of the buses will have Cummins 6.7 diesel engines.

The funding:  Six of these buses were budgeted in our annual budget, general fund.  The remaining 2 are replacement for buses damaged in accidents.  The insurance paid full replacement cost for new buses.  

 

 

b. SY 2023-2024 Wellness RecommendationsTodd Crumbacker
KRS 158-856 required that School Nutrition Services (SNS) present recommendations to the board annually following the presentation of the Annual Nutrition and Physical Activity Report.  Attached are the wellness recommendations for school year 2023-2024; these recommendations will begin stages of early implementation beginning in the spring of 2024 and will continue into the fall semester of 2024 until the annual assessment is completed again in October 2024.
Recommend to accept the Wellness Recommendations as presented.
c. Additional cook/baker staff member (Bullitt East High School)Todd Crumbacker

I am requesting approval for one additional team member, a cook/baker, at Bullitt East High School (BEHS).  This position will be 6.5 hours a day for 179 days a year.  I am requesting that we be able to post this position immediately.  Due to an increase in production at BEHS in recent months, this position is justified.  A labor analysis has been completed for each month of this school year; our current "Meals Per Labor Hour" analysis (MPLH) supports the addition of this staff member.  Funding for this staff member will come from Fund 51: School Nutrition Services.

Attached are the BCPS Staffing Plans for the 2024-2025 school year.  Once approved by the BCPS Board, the Staffing Plans will be sent to the Kentucky Department of Education for review.

f. Coaching Pay Schedule- Revision FY 2024Lisa Lewis

A revision was made to the coach pay schedule for FY 2024 as follows:

  • Add middle school softball coach
  • Add elementary basketball coach

 

 

g. Draft Budget FY 2025Lisa Lewis
Pursuant to KRS 160.470 (6)(a), the Board of Education is required to publicly examine anticipated
revenues and expenditures for Fiscal Year 2025 by January 31, 2024. Attached is the draft budget
for your review. Board minutes must reflect the presentation of the draft budget. The budget cycle begins with the Draft Budget. At this time, the finance office is working on departmental projections and salary projections for the upcoming fiscal year. The CERS employer contribution rates are approved by the CERS Board of Trustees. The combined rate (pension and insurance) will decrease from 23.34% to 19.71% which is lower than the previous fiscal year. The draft budget is prepared only as an estimate.
The draft budget includes General Fund, Capital Outlay (Fund 310), Building Fund (Fund 320), and
School Food Service. The total draft budget as presented is $185,698,299.71. This does include
budgets for On Behalf expenses. All departmental budgets and salary budgets will be scrutinized for
savings prior to the Tentative Budget submission. In May, the Tentative Budget will be submitted. This provides a more accurate reflection of all revenue and expenses for the upcoming school year. At this time, I am submitting for review the draft budget. If you should have any questions, please call me.

Pursuant to 703 KAR 5:280(11), the local board of education reviews and approves the school improvement plan.  Attached you will find Comprehensive School Improvement Plans for each school for January 2024-December 2024. Each CSIP was developed with input from a variety of school-level stakeholders. In addition, all plans have been approved by SBDM or will be approved at January 2024 SBDM meetings. Phase I, II, and III school improvement documents are listed below, as well as a list of Non-TSI and TSI schools.

i. Comprehensive District Improvement Plan (CDIP)Adrienne Usher
The attached document is the Bullitt County Public Schools 2024 CDIP that was developed based on a district needs assessment from local and state assessment data. The CDIP will continually be revised with input from district administrators, principals, teachers, and parents throughout the school year. It is reviewed and adjusted, as needed, monthly with our curriculum, instruction, and assessment team based on recent data and improvement action steps.
