  • On October 14th, Caroline Mooney (MWMS 8th grader) traveled to Lexington, KY to compete in the Kentucky Track and Cross Country Coaches Association's "Meet of Champions" Event.  While there, Caroline completed in the Girls 4K Cross Country Race and won her 3rd consecutive KTCCCA Middle School State Championship!
  • One of our North Bullitt High School Seniors, AJ McCowan, has recently earned the distinction of becoming an Eagle Scout.  This is the highest rank a young person can reach in Scouting, and only around 5% of all scouts ever reach it.  To attain the Eagle rank, a Scout must earn at least 21 merit badges, fulfill leadership roles and display outdoor skills, demonstrate by example the Scout Oath & Law, and complete a comprehensive service project in the community.  AJ's service project was done at Summitt Hills Baptist Church where he made a gravel parking lot for those who need to meet with the preacher after church hours.  This new parking lot gives everyone more privacy and makes finding the church's office much easier.  AJ's project took a total of 111.3 hours from start to finish. Congratulations AJ!

d. Construction Items
1. BG1 Project Application- Phase 2 Athletics and FieldhousesDanny Clemens

Requested for approval is the BG-1 project application for Phase 2 Athletics and Fieldhouses at Bullitt Central, Bullitt East and North Bullitt High Schools.  The total projected cost for the project is estimated to be $60,885,000.00.  This project will be funded through a bond sale. 

 

 

2. Change Order #03- BMS Window and Storefront TrimDanny Clemens

After demolition had commenced at new window openings in existing walls, it was determined additional metal trim would be required to improve the jamb appearances at the enlarged classroom windows.  Metal trim matching the window frames is being added at all Window types "A".  Also, a new brick is still being added to the Enlarged windows at the Art room. In addition to improvements at exterior windows, the interior glass storefront systems sills are being raised from 2-inches high to 4-inches high to raise the glazing along the floor line.  This incurred additional materials costs.  See COR's 7 and 8 for cost break-outs. 

 

 

3. Naming of the New Bullitt East High School Fine Arts CenterDanny Clemens
BEHS Principal Mr. Nate Fulghum and BEHS SBDM requests to name the new Bullitt East High School Fine Arts Auditorium for Ms. Judy Chandler. Ms. Chandler is a highly regarded educator ad a longtime drama teacher at Bullitt East High School.  Ms. Chandler  is a beloved teacher that spent countless hours directing numerous school plays and other theatrical events.  She is still very respected amongst her former students and over 500 of them have requested that the new Fine Arts center be named in her legacy.  
Approve the recommendation to name the new Bullitt East Fine Arts center the Judy Chandler Fine Arts Center.

f. ContractsTroy Wood

1. Phoenix Preferred Care MOASarah Smith

This is a request for Board approval of the attached Memorandum of Agreement between Bullitt County Public Schools and Phoenix Preferred Care for the remainder of the 2023-2024 school year.  This agreement outlines the roles of the agency staff and Bullitt County Public Schools in providing services for students.  The purpose of this agreement is to enhance students' educational experiences through mental health support.  The Bullitt County Public School Director of Sale Schools and the Project Director of the AWARE II Grant will coordinate efforts and work with the outside agency's point of contact to maximize student success aligned with the terms of the agreement.  This agreement has been reviewed by Buckman, Farris and Mill's legal counsel.

 

 

2. Lecorgan Revised MOASarah Smith

Request for Board approval of the attached Revised Memorandum of Agreement between Bullitt County Public Schools and Lecorgan Counseling and Wellness.  These changes are necessary to reflect additional services that will be funded through the Stronger Connections grant.

The Bullitt County Public Schools Director of Safe Schools and the Project Director of the AWARE II Grant will coordinate efforts with the agency to maximize student success aligned with the terms of this agreement.  This agreement has been reviewed by Eric Farris with Dinsmore & Shohl LLP.

 

3. KY Eye Care "Vision for Learning"/SESMegan Hatter

The Shepherdsville Elementary FRC is partnering with Kentucky Eye Care to create a vision screening program for Shepherdsville Elementary Students.  Mirroring a former vision screening service that is no longer, a new program "Vision for Learning" will provide free vision screenings, ophthalmology assessments if needed, and provide free glasses, if needed for students without vision insurance.  Kentucky Eye Care will provide screening results that the FRC will distribute to parents.  The screenings will be offered to all Shepherdsville Elementary students focusing heavily on the 136 students that have not completed a vision screening (although required by the district) during their years at SES.  Shepherdsville Elementary has an enrollment of 544 students and a 136 of these students (25% of our total enrollment K-5th) have not submitted a vision screening report.  Fourteen students do not have insurance of any kind, 42 of those without vision screening have medicaid managed care insurance and 80 of those without vision documentation have private insurance, but it is not yet determined if this included vision care.  In addition, it has been noted that following recent student assessment, 79.1% of our students population (K-5th) scored Novice or Apprentice, thereby indicating that 79.1% of our students are performing below grade level.  I would like to rule out vision issues as a possible determinant.  

Parent permission will be required to participate.  Blank permission forms will be attached to this memo. 

Screenings will be offered to all SES students K-5th, with an extra focus on the 136 without vision screening documents on file.  This program will provide a mobile assessment located at Shepherdsville Elementary.  

All screening and vision test subject to permission forms/ HIPPA/vision office forms, and BCPS is released from all liability.  Date of event 2023/2024, will be determined pending Board approval. 

4. Envision Learning Partners, Inc. Service AgreementAdrienne Usher

The attached contract is between Bullitt County Public Schools and Envision Learning Partners (ELP), Inc. BCPS partnered with ELP several years ago to help co-create out current Graduate Profile with the input for staff, students, and a variety of other stakeholders to initiate a more competency-based learning system for BCPS students. Due to this work, we have made gains through professional learning and other resources to train our staff on our competencies as they connect to academics in the classroom.  As a requirement of BCPS receiving the Innovative School Systems Grant, funds have to be spent on continuing to great more innovative learning and assessment practices and systems within our classrooms with input of teachers.

Our next step is to create performance indicators for each of our Graduate Profile competencies to be utilized as past of the changing assessment and accountability system at the state level that will include local accountability.  This work will include putting together groups of teachers in the grade bands from K-2, 3-5, 6-8 and 9-12 to create a rubric of performance indicators connected to academic achievement. In addition, these rubrics will receive feedback from a diverse group of stakeholders for feedback to create a final draft before publication.  The contract and included travel expenses will be paid for through the Innovative School Systems Grant (ISSG).  

5. Josten's School AgreementsLisa Lewis

The bid for the elementary and middle school yearbooks for the fiscal year 2024 was approved at the September 2023 board meeting.

6. MOU with Campbellsville UniversityThea Hurt
Attached is a Memorandum of Understanding between the Bullitt County Public Schools and Campbellsville University.  Campbellsville University will provide a ten percent tuition reduction on online programs (graduate and undergraduate) to BCPS employees and their immediate family members who meet Campbellsville's admission standards.  In exchange, BCPS will work with Campbellsville University to communicate the via email, webinars, internal website, staff newsletters, and at in-person events.  Our Board attorney has reviewed the MOU.  
7. Bullitt East High School Senior Dance 2024Rachelle Bramlage

Please see the attached contract between Bullitt East High School and Frazier History Museum for the Bullitt East Senior Dance on Wednesday, Mary 8, 2024 from 6:00pm-9:00pm.

Bullitt East High School has requested permission to allow Pleasant Grove Dolphins of the GBCYFL and the Bullitt East Cheer Team to co-host a cheer competition at Bullitt East High School on Sunday, December 3, 2023 from 8:00am to 6:00pm.


Attached are the Certificate of Liability Insurance and the Application and Agreement Form.  

 

i. Shortened School Day Request

Provided is information that summarizes cases for which parents  and medical professionals have requested a modified attendance schedule for students with disabilities. The students are identified by number in order to maintain confidentiality: There is documentation of medical necessity for the modified schedule and the modified schedule has been recommended for approval by the Admissions and Release Committee (ARC). Full documentation is on file in the office of the Director of Special Education.

j. Curriculum/Instructional Resources, etc.Adrienne Usher
As of July 25th, 2022, the Superintendent will oversee all curriculum, textbooks, instructional materials, and student support services per changes in Kentucky Revised Statutes (KRS 160.345).  The curriculum in each school shall be designed to achieve student capacities established by KRS 158.645 and the school goals established by KRS 158.6451.  The curriculum shall comply with all applicable state and federal statutes and regulations.  In any school administered under the provisions of KRS 160.345, the Superintendent shall determine which curriculum, textbooks, instructional materials, and student support services shall be provided in the school after consulting with the Board, the Principal, and the school council and after a reasonable public review and response period of all stakeholders. A spreadsheet is provided with that information for approval of curriculum and/or instructional resources for district wide use along with several schools.

m. SY 2022-2023 Nutrition and Physical Activity Report and AHG ReportTodd Crumbacker

Bullitt County Public Schools partners with The Alliance for a Healthier Generation (AHG) as part of a Wellness Initiative to help create and sustain healthier school environments.  In addition to the Healthy School Assessment, the AHG is using an additional index called the RISE index to help measure the effectiveness of creating such environments; the RISE Index is The Resilience in School Environments (RISE) Initiative which empowers schools to create safe and supportive learning environments by developing policies and practices that improve the social-emotional health of all students and staff. A key benefit in this collaboration is the opportunity to use the Alliance's assessments tools as an addition to the Nutrition and Physical Activity Report in the evaluation and recommendation relating to KRS 158.856 and to the Healthy Hunger Free Kids Act of 2010.

Included is the 2022-2023 Nutrition and Physical Activity Report, along with the assessment results from the Alliance for a Healthier Generation.  The Nutrition & Physical Activity Report is available for review and is open for public comment.  No action is required at this time.

 

 

n. Alteration to School requests
1. EMS- Restroom modification requestDanny Clemens

Eastside Middle School is requesting approval to add urinal dividers in the boys restrooms.  This will help towards providing privacy amongst all stakeholders during usage.  Funding for this will be taken from designated Facility Usage (254.00 dollars) and Fund 22 (1089.00 dollars).

Attached is an estimated wage and calc sheet for a total of $1343.96 and a memo request from Mr. Towns.

We currently have general job descriptions for coaches at the secondary level.  These new descriptions will provide for specific duties and responsibilities at the lower grade levels.
