1. Revised BG-1 - High School Football StadiumsLisa Lewis

Presented is the post bid revised BG-1 for the high school football stadiums. The total funds available for this project is $20,073,277.20.

2. C.O. #7 - H.S. Football Stadiums - Added Concrete Paving & GatesTony Roth

Change Order #7 is for the addition of concrete around the entire tracks at NBHS and BCHS, along with the addition of gates to accommodate future needs. The total cost of Change Order #7 is $126,407.00. This changes the contingency balance from $400,724.10 to $274,317.05.

3. C.O. #8 - H.S. Football Stadiums - Press Box Changes (COR#9/RFP#4)Tony Roth

This is a General Contract change order for $5,965.00 for changes to the Press Boxes.

4. C.O. #9 - H.S. Football Stadiums - Final Crane Access CostsTony Roth

Change Order #9 is for additional work at Bullitt Central's Football Stadium Project to install an access road for a crane to set the pressbox. This roadwork will be further developed in future phases for baseball and softball. The total cost of this change order is $20,109.00. This changes the contingency balance from $268,053.80 to $247,944.80.

5. Revised C.O. #1 - H.S. Football Stadiums - Turf Field Design RevisionsTony Roth

Presented is Revised Change Order #1 for the High School Football Stadium Project. Change Order 1 dealt with turf design revision. The work has been completed but on the original Change Order, Overhead and Provide and Bond costs were omitted. The original Change Order 1 in the amount of $35,291.03 was voided. The new cost is $41,168.40. This changes the contingency balance from $247,944.80 to $206,776.40.

6. C.O. #10, H.S. Football Stadiums - Construction ScheduleTony Roth

Change Order #10 is a request from Calhoun Construction to extend the construction schedule by 6 days due to "adverse" weather conditions. Average rain days allowed are typically 7 days and to date, there have been 13 actual rain days. There is no cost to this change order and it will not affect stadiums being ready for the first games of the season.

7. Contingency Funds Request - BEHS Irrigation SystemTony Roth

Requested is approval to use contingency funds to install an irrigation system on the practice field at Bullitt East High School. Performance Irrigation has the low bid of $43,780.00. This changes the contingency balance from $386,869.67 to $343,089.67.

Christi Knight - Food Service Manager - Zoneton Middle School - Ms. Knight requests leave without pay for the date of April 28th, 2023.  She has used all available accrued leave time.

Employment records for both the certified and classified personnel for the period of June 2023 through July 2023 are submitted for the Board’s information and inclusion in the minutes of this meeting.

1. Eastern Kentucky University MOALee Barger

This Memorandum of Understanding with Eastern Kentucky University provides postsecondary opportunities for students enrolled in dual credit courses for the 2023-2024 school year.

2. Bullitt County Emergency Medical Services MOALee Barger

This MOA with Bullitt County Emergency Medical Services proposes a clinical experience for students while participating in the EMT dual credit program through Jefferson Community and Technical College for the 2023-2024 academic year. 

3. Alchemy Collaborative Contract AgreementKali Ervin

This contract with Alchemy Collaborative for $1,900 is to conduct a communications audit/evaluation. The results of this will drive the year-long contract with Alchemy once those are prepared. Emily Vessels reviewed this contract.

4. Department of Juvenile Justice (DJJ) Interagency AgreementRachelle Bramlage

This Interagency Agreement with the Department of Juvenile Justice is for educational services for youth committed to, or in the custody of, the Department at the Bullitt Alternative Center.

5. YMCA MOA - Before & After School and Summer ProgramsPatrick Durham

Presented are Memorandums of Agreement with the Bullitt County YMCA for the 2023-2024 Before/After School and Summer Programs. The MOA for the Before and After School Program details school sites that will be used during the 2023-2024 school year, scheduled breaks (Fall, Winter, Spring, and Summer) in the school calendar. 

6. Algebra 1 Micro-Credentialing PilotA Usher/
B Howard

BCPS was selected during the 2022-2023 school year to participate in the Algebra 1 Micro-Credentialing Pilot program in collaboration with the Kentucky Department of Education. A Material Resource Support grant in the amount of $10,000 provides teachers with resources needed to implement the pilot assessment system. 

7. Use of Property Request/Agreement - Re: Construction of BEHS Football FieldTony Roth

Approval is requested for an agreement between the BCBOE, Toadvine Enterprises, and 3144 Associates, LLC, for the use of the property adjacent to the Bullitt East High School football field, as outlined in the agreement. This agreement allows the setup of a crane for grandstand and press box installation at the field.

8. Annual Special Education ContractsTroy Kolb

Presented are contracts from agencies with whom the Special Education Department conducts business each year. Continuation of the contracts/services is requested for the 2023-2024 school year. Emily Vessels has reviewed them.

The Memorandum of  Understanding between the Kentucky Higher Education Assistance Authority (KHEAA), Kentucky Campus Compact (KYCC), and BCPS for North Bullitt High School is for the 2022-2023 school year to assure each agency will work together to improve access to higher education for students and parents. 

10. Hillview Police Department SRO MOASarah Smith

Presented is a Memorandum of Agreement with the Hillview Police Department that allows School Resource Officers to provide safety and security at jurisdictional schools and provide support to students and staff. This collaborative working relationship is important to ensure the safety of students and staff and a rapid law enforcement response in the event of an emergency. Key fob and security camera access agreements have been incorporated into this MOA. Eric Farris reviewed the agreement.

11. 2023-2024 Mental Health Community Partners MOAsSarah Smith

The following Memorandums of Agreement are presented for approval for the 2023-2024 school year:

12. Jefferson Community and Technical College MOALee Barger

Presented is a Memorandum of Agreement with the Jefferson Community and Technical College for the 2023-2024 school year. The purpose of this agreement is to set forth the terms and conditions for awarding dual credit to Bullitt County students who are enrolled in Dual Credit courses within the high school setting or on a JCTC Campus.

13. Trane Agreement - Water Treatment of Geothermal LinesTony Roth

Requested is approval of the agreement with Trane for water treatment of geothermal lines for the 2023-2024 fiscal year. The cost of the service is $17,068.00.

The renewal cost is $173,250.00 and will be funded through Title IV, BEAM, and/or student learning funds.

Provided is an updated contract with UofL Health - Louisville, Inc. dba Frazier Rehabilitation Institute for the provision of athletic trainer services at various sporting events and to assist in the development and maintenance of an athletic training program designed to reduce athletic injuries and promote the safe and prompt rehabilitation of students after athletic injuries.

1. Central Office Parking Lot by Bullitt County Drug Court
Friends of the Bullitt County Drug Court requests permission to use the Central Office parking lot for a yard sale on July 29, 2023 or August 26, 2023, from 8:00 a.m. to 2:00 p.m. The proceeds from this yard sale will support this system and get the participants back on their feet. 
h. Request to Alter District Facilities - FES PlaygroundTony Roth

Freedom Elementary School's PTA wishes to add an obstacle course playground equipment in the green space in the front of the school. The location will be approved by the Maintenance Department before installation. 

i. Annual Review of Data Security and Breach Notification Best PracticesKevin Fugate

Presented is the KDE's Data Security and Breach Notification Best Practices document. As required by regulation, each public school district shall review and acknowledge the best practices guide for reasonable security. In the last couple of years, a mandatory 15-character password requirement and multi-factored authentication for several departments was initiated. This school year, all staff will be required to use MFA on their district accounts. The state is leading the security changes and it is consistently on agendas for the Region 4 CIO meetings. Along with using a more complex password and MFA, the district utilizes end-user protection through Microsoft Defender.

As of July 25, 2022, the Superintendent will oversee all curriculum, textbooks, instructional materials, and student support services per changes in Kentucky Revised Statutes (KRS 160.345). The curriculum in each school shall be designed to achieve student capacities established by KRS 158.645 and the school goals established by KRS 158.6451. The curriculum shall comply with all applicable state and federal statutes and regulations. In any school administered under the provisions of KRS 160.345, the Superintendent shall determine which curriculum, textbooks, instructional materials, and student support services shall be provided in the school after consulting with the Board, the Principal, and the school council and after a reasonable public review and response period for all stakeholders. A spreadsheet is provided with that information for approval of curriculum and/or instructional resources for district wide use along with several schools.

6. UNFINISHED BUSINESS

a. 2nd Reading - Board Policy Update #46Jesse Bacon

Submitted are the 2023 KSBA Annual Policy Updates that have been reviewed by Central Office Leadership Staff. The requested additions and/or modifications have been revised to suit the needs of the district.

7. NEW BUSINESS

a. Request for Part-Time Counselor - HMSThea Hurt

Hebron Middle School Principal Chad Foster requests to add a part-time counselor to the staffing for the 2023-2024 school year. This position will allow the school counselors to spend time with students for social and emotional support, planning, etc. instead of administrative duties and testing responsibilities. Funding will come from ESSER funds.

Approve the request for a part-time counselor at Hebron Middle School as presented.
b. Request for Part-Time Counselor - BESThea Hurt

Brooks Elementary Principal Betty Jo Davis requests to add a part-time counselor to the staffing at Brooks Elementary School for the 2023-2024 school year. The purpose for this request is to devote more time to students. Funding will come from Title 1 funds.

c. Request for Part-Time Counselor - MWMSThea Hurt

Mt. Washington Middle School Principal Tim Ridley requests to add a part-time counselor to the staffing for the 2023-2024 school year. The position will be for 85 school days and will be funded with SBDM/Section 6 Funds.

Approve the request for a part-time counselor position at MWMS as presented.
d. Behavior Coach Request for BCHSThea Hurt

Bullitt Central High School Principal Joe Pat Lee requests the continuation of the Behavior Coach position to his staff. This is a 183-day, 7.25 hours a day classified position on the instructional tutor payscale for the 2023-2024 school year. This Behavior Coach works with Tier 2 and Tier 3 students on behavior modifications and restorative practice. The Behavior Coach also works with teachers to mediate minor behavior issues, reducing major infractions and keeping students in their learning environments as much as possible. Funding was previously using ESSER Learning Forward funds and will now change to Title I and SBDM funds.

e. Contract Extension - Berniece NyarkoTroy Wood

Due to an investigation assigned during the month of June, requested is the extension of Berniece Nyarko's contract for up to five (5) additional extended days in order to complete the investigation. Funds will come from the General Fund.

f. Nurse Request for LJES StudentSteve Smallwood

Requested is an LPN or RN position for a medically fragile student at Lebanon Junction Elementary School. If the student is absent, this medical health professional can serve the needs of other students and schools. Supporting documentation is on file. Funding will come from IDEA Funds, with the general fund as a backup. Additional information is provided to the Board members.

g. Job Title Change - Drug-Free Communities Project Grant Coordinator to Drug-Free CoordinatorSarah Smith

Requested is a change to the job title of Drug-Free Communities Project Coordinator to Drug-Free Coordinator. The current title position expires as the Drug-Free Communities Grant expires, which is on September 30, 2023. The position of Drug-Free Coordinator will be funded either by a pending grant submission or from state-awarded project funds from the Safe Schools Department.  Jackie Roth, grant writer for the district, and Sarah Smith have written a grant proposal that would fund this position starting October 1st if Bullitt County Public Schools is awarded the grant.  However, the Safe Schools Department will fund this position only for the remainder of the 2023-2024 school year, if the grant is not awarded to BCPS.  Changing this title provides flexibility of the funding to continue this position at minimum for the remainder of this fiscal year and the 2023-2024 school year.
